The Coordinating Minister for Economy Hatta Radjasa said revision of the Presidential Decree No. 89/2003 regarding the procurement of goods and services will soon be completed to increase the use of domestic production.
He expected the final draft; the core of the Decree to increase domestic production will be achieved. This certainly is good news for SMEs, industry, and service providers in the country amid concerns facing the Free Trade Agreement (FTA). In the revision, Hatta also said there would be a project allocated to the SMEs. Limit on the value of the provision of goods/services to the SMEs is increased from Rp1 billion to Rp2.5 billion. That means only a project above Rp2.5 billion that can be handled by large firms. In addition, the tender process would be facilitated. The tender announcement will also be disseminated through a virtual network (website). The tender will be done by using e-procurement transparently. He hoped that by the revision, the tender process is no longer long-winded. Hatta added although there is an increase in the limit of USD 100 million, but the requirement in the appointment of goods and services will still be held strictly. Increase in the limit indicates that the value of project through direct appointment could be higher or to 100 million. Previously, the Presidential Decree No. 80/2003 the maximum value was Rp. 50 million. The appointment directly in the procurement of goods/services, the government would not do arbitrarily and still only be done for specific projects. However, Hatta emphasized, the direct appointment remains based on legal certainty, transparency, and accountability. The emphasis in the use of domestic products are regulated by the obligation to use it if there are goods/services that offer goods/services with the value of domestic component level of at least 40 percent. Hatta: Revisi Keppres 80/2003 akan segera diselesaikan Menko Perekonomian Hatta Radjasa menyatakan, revisi Keppres No. 89/2003 mengenai pengadaan barang dan jasa akan segera diselesaikan untuk meningkatkan penggunaan produksi dalam negeri.  Ia mengharapkan dalam rancangan akhir (final draft) tersebut, inti Keppres yakni meningkatkan produksi dalam negeri akan tercapai. Hal ini tentu merupakan angin segar bagi UKM, industri, dan penyedia jasa dalam negeri ditengah kekhawatirannya menghadapi Free Trade Agreement (FTA). Dalam revisi tersebut, Hatta juga mengungkapkan akan ada pencadangan proyek bagi UKM. Batas maksimal nilai penyediaan barang/jasa untuk UKM dinaikkan dari Rp 1 miliar ke Rp 2,5 miliar. Hal itu berarti hanya proyek di atas Rp 2,5 miliar yang dapat ditangani oleh perusahaan besar. Selain itu juga proses tender nantinya juga akan dipermudah. Pengumuman tender juga nantinya akan disosialisasikan melalui jaringan maya (website) dan secara transparan tender akan dilakukan menggunakan e-procurement. Ia berharap dengan adanya revisi ini, proses tender tidak lagi bertele-tele. Hatta juga menambahkan, walau nantinya ada kenaikan batas dari Rp 100 juta, namun persyaratan dalam penunjukan barang dan jasa tetap akan berlangsung secara ketat. Kenaikan batas ini mengindikasikan bahwa nilai proyek yang melalui penunjukan langsung bisa lebih tinggi atau menjadi 100 juta. Sebelumnya, dalam Keppres No. 80 Tahun 2003 nilai maksimalnya yakni Rp. 50 juta. Penunjukan langsung dalam pengadaan barang/jasa pemerintah nantinya juga tidak akan dilakukan secara sembarangan dan tetap hanya bisa dilakukan untuk proyek-proyek tertentu. Namun, Hatta menekankan, penunjukan langsung ini tetap mengacu pada kepastian hukum, transparansi, dan akuntabilitas. Sedangkan penekanan dalam hal pemakaian produk dalam negeri juga diatur dengan kewajiban untuk menggunakannya jika terdapat barang/jasa yang menawarkan barang/jasa dengan nilai tingkat komponen dalam negeri minimal 40 persen.
