Government Helps Textile Machinery Restructuring PDF Print E-mail

Relating to the effort to increase competitiveness of the local textile products deal with the influx of China's textile, the government disbursed Rp200 billion for restructuring or renewal of textile machinery in Soreang, Bandung.

 

The budget will be allocated to the discount scheme of machine as in previous year the scheme did not record a good result.

 

The Minister of Industry MS Hidayat said the program has been running since 2007 and up to year of 2009 proved to have been successful in attracting the investment of new equipment worth USD $ 4.833 trillion from Rp 506.3 billion budget provided.

 

This investment has been used by 460 business units of 300 textile companies.  The Minister of Industry also said the investment has opened employment for around 42,000 new workers.

 

In his speech in the context of giving awards to 81 companies participating in the textile machinery restructuring program (2/1), he also revealed that it has been an increase ranging from 17-28 percent of production and saving range from 6-8 percent.

 

Hidayat confirmed that the increase in competitiveness is a fix point for Indonesia in dealing with the implementation of various stages of free agreement, such as Indonesia-Japan Economic Partnership Agreement (IJEPA), ASEAN-China Free Trade Agreement (AC-FTA), and Common Effective Preferential Tariffs of ASEAN Free Trade Area (AFTA CEPT).

 

He added the policy of textile machinery modernization is one effort to improve competitiveness, the real implementation for the provision of assistance to the scheme of 10 percent discount on the machines purchased.

 

In addition, since three years ago, the Ministry of Industry has also provided a relief scheme in mortgage interest rate, in which the industry paid only 7 percent interest on credit.

 

However, in practice, the program faced many constraints in term of low absorption and bad credit repayment. For this reason, the Ministry of Industry is currently providing only one grant scheme namely price discount. ***

 

 

Pemerintah Bantu Restrukturisasi Mesin Tekstil dan Produk Tekstil (TPT)

 

Berkaitan dengan upaya peningkatan daya saing produk tekstil lokal menghadapi serbuan tekstil China, pemerintah mengucurkan Rp 200 miliar untuk program restrukturisasi atau peremajaan mesin tekstil dan produk tekstil (TPT) di Soreang, Bandung. Government Helps Textile Machinery Restructuring

 

Anggaran tersebut akan dialokasikan untuk skim potongan harga mesin, karena di tahun sebelumnya, skim keringanan suku bunga kredit tidak mencatat hasil bagus.

 

Menperin, MS Hidayat mengatakan, program ini telah berjalan sejak 2007, dan sampai dengan tahun 2009 terbukti telah berhasil menarik investasi peralatan baru senilai Rp 4,833 triliun dari Rp 230 miliar anggaran yang dikucurkan.

 

Investasi ini telah dimanfaatkan 460 unit usaha dari 300 perusahaan TPT. Menperin juga mengatakan, investasi tersebut telah membentuk lapangan kerja bagi sekitar 42 ribu pekerja baru.

 

Pada sambutannya dalam rangka Pemberian Penghargaan kepada 81 perusahaan peserta program restrukturisasi mesin industri TPT (1/2), ia juga mengungkapkan, telah terjadi peningkatan produksi berkisar 17-28 persen dan penghematan berkisar 6-8 persen.

 

Hidayat menegaskan bahwa peningkatan daya saing merupakan harga mati bagi Indonesia dalam menghadapi tahap pengimplementasian berbagai perjanjian bebas, seperti Indonesia-Japan Economic Partnership Agreement (IJEPA), ASEAN-China Free Trade Agreement (AC-FTA), dan Common Effective Preferential Tariffs ASEAN Free Trade Area (CEPT AFTA).

 

Ia menambahkan, kebijakan modernisasi permesinan TPT ini adalah salah satu upaya peningkatan daya saing tersebut, dengan implementasi nyata berupa pemberian bantuan dengan skim potongan harga 10 persen atas mesin-mesin yang dibeli.

 

Selain itu, terhitung sejak tiga tahun yang lalu, Kementerian Perindustrian juga telah sempat memberikan skim keringanan suku bunga kredit, di mana industri hanya membayar 7 persen bunga kreditnya.

 

Namun, dalam prakteknya, program tersebut ternyata menghadapi banyak kendala baik dari segi daya serap yang rendah maupun pengembalian cicilan kredit yang macet. Untuk itulah, saat ini Kementerian Perindustrian hanya memberikan satu skema bantuan saja, yakni potongan harga.
