SME Problem Reduce Export of Textiles PDF Print E-mail

The fall in exports of textiles of Central Java is not solely due to the economic crisis in some destination countries such as Europe and America that can not be avoided. The decrease is also due to internal issues, especially about the minimum wage districts / cities (MSEs).

 

Chairman of the Indonesian Textile Association (API) Semarang Agung Wahono said textile companies as labor-intensive industries badly affected by the regulations, particularly about MSE. Moreover, the government will soon discuss the MSEs, which had been in any discussion of the issue always comes up.

 

"MSE is a private matter, why the government should intervene so that the problem always arises and there is no solution. We expect the government to pro-actively in order to encourage exports of textiles so excited," she said.

 

So far the government found by adding some components of MSE, welfare workers can be raised. But on the other hand, companies can not afford to pay higher wages. "It's very powerful. Who should pay for additions to the wage component," he said.

 

Court admits, despite the economic crisis began to hit the problem of textile exports, but the textile manufacturers are not necessarily dependent on exports. They still have a domestic market that continues passionately. "If the overseas markets is faulty, immediately rushed to the domestic market," he said.

 

Therefore, the opportunities created by the Central Java Provincial Government, such as building access Semarang-Solo toll road, triggering widespread relocation of garment factories from West Java to Central Java. With the toll road, the problems facing the industry such as transport will be reduced, due to transportation costs can be minimized.

 

Moreover, some districts have set up industrial estates. As Semarang district, the area has been prepared for the garment industry in the region Pringapus, Bawen, and landmarks.

 

"The expansion makes the level of competition is very high because the market remains. However does not mean the number of relocations in Central Java is considered a low wage so that they will relocate here," he said.

 

 

 

Masalah UMK Dorong Penurunan Ekspor Tekstil

 

 

Turunnya kinerja ekspor tekstil Jawa Tengah tak semata-mata disebabkan krisis ekonomi di beberapa negara tujuan seperti Eropa dan Amerika yang memang tidak bisa dihindari. Penurunan juga disebabkan karena adanya berbagai permasalahan internal terutama soal upah minimum kabupaten/kota (UMK).

 

Ketua Asosiasi Pertekstilan Indonesia (API) Semarang Agung Wahono mengatakan, perusahaan tekstil sebagai industri padat karya sangat terpengaruh dengan adanya regulasi terutama soal UMK. Apalagi pemerintah sebentar lagi akan membahas soal UMK, dimana selama ini dalam tiap pembahasannya selalu muncul permasalahan.

 

"UMK itu masalah privat, kenapa pemerintah harus intervensi sehingga masalah itu selalu timbul dan tidak ada solusi. Kami berharap pemerintah dapat pro aktif agar dapat mendorong ekspor tekstil supaya bergairah," katanya.

 

Selama ini pemerintah berpendapat dengan menambah beberapa komponen UMK, kesejahteraan buruh dapat terangkat. Namun di sisi lain, perusahaan tidak mampu membayar kenaikan upah. "Ini sangat berpengaruh. Siapa yang harus membayar tambahan-tambahan komponen upah tersebut," tandasnya.

 

Agung mengakui, meski masalah krisis ekonomi mulai menghantam ekspor tekstil, namun para produsen tekstil tidak serta merta bergantung pada ekspor. Mereka masih memiliki pasar dalam negeri yang terus bergairah. "Apabila pasar luar negeri bermasalah, akan langsung dilarikan ke pasar dalam negeri," ujarnya.

 

Karena itu, peluang yang diciptakan oleh Pemprov Jateng seperti membangun akses jalan tol Semarang-Solo, memicu maraknya relokasi pabrik garmen dari Jawa Barat ke Jawa Tengah. Dengan adanya jalan tol, masalah yang dihadapi industri seperti transportasi akan berkurang, karena biaya untuk transportasi bisa diminimalisir.

 

Apalagi beberapa kabupaten telah menyiapkan kawasan industri. Seperti kabupaten Semarang, kawasan industri untuk garmen sudah disiapkan di wilayah Pringapus, Bawen, dan Tengaran.

 

"Adanya ekspansi membuat tingkat persaingan sangat tinggi karena pasarnya tetap. Namun banyaknya relokasi bukan berarti upah di Jateng dianggap rendah sehingga mereka mau relokasi di sini," tuturnya.
