The lack of government attention to the condition of the textile in Bali increasingly making the sector slumped. Bali : Pengusaha Tekstil Beralih Usaha

 

 

Minimnya perhatian pemerintah daerah terhadap kondisi pertekstilan di Bali kian membuat sektor tersebut terpuruk. Banyaknya pengusaha tekstil yang kandas akibat tidak mampu bersaing, karena regulasi pemerintah tak memihak pengusaha lokal. Contohnya, kebijakan pemerintah yang menerapkan PPN sebesar 2 persen terhadap produk impor yang masuk ke Indonesia. Hal ini mematikan pengusaha lokal. Akibatnya banyak pengusaha tekstil banting setir ke bisnis lainnya seperti kargo, valas dan properti.

 

Anak Agung Citra Chrisna mengakui industri tekstil di Bali terhambat oleh bahan baku tekstil dan nilai mata uang dolar yang terus meningkat. Keadaan ini makin sulit, ketika produk tekstil India, Jerman, dan Turki mulai ikut merebut pasar, dan produksi tekstil Bali makin tidak mampu bersaing harga dengan negara lainnya, sehingga ekspor juga terus mengalami penurunan.

 

''Saya merasakan industri tekstil terhambat oleh bahan baku tekstil dan nilai mata uang dolar yang terus meningkat. Akibatnya profit marginnya sangat tipis. Hal tersebut membuat usaha tekstil menjadi kurang potensial dibandingkan industri pariwisata,'' ungkapnya.

 

Hal senada disampaikan pengusaha tekstil lainnya, Ayu Rai Sri Wulan. Ia mengungkapkan, kebangkrutan industri garmen, salah satunya disebabkan tingginya nilai pajak yang harus dibayar. Bagi sosok perempuan yang menekuni dunia bisnis sejak usia 23 tahun ini, ketatnya persaingan yang cenderung dikuasai pengusaha besar dari luar Bali membuat pengusaha kecil di Bali megap-megap. ''Selain itu pengusaha pun kedapatan melakukan jual-beli kuota yang membuat industri kecil tak bisa bersaing dengan industri berskala besar dari luar,'' ungkapnya.

 

Lanjut dipaparkan Wulan, industri tekstil pernah mendapatkan perhatian dari pemerintah di masa kejayaannya di era 80-an tepatnya di tahun 1986-1987. Bentuk perhatian diwujudkan oleh Menteri Tenaga Kerja yang memberikan alat bantu berupa mesin jahit bordir. ''Ada juga penerbitan buku eksportir yang diterbitkan oleh Disperindag yang sangat membantu para pengusaha garmen,'' katanya.

 

Sementara itu, Made Parama Dyaksa, staf bidang industri Dinas Perindustrian dan Perdagangan, mengatakan Disperindag khususnya Kota Denpasar selama ini telah melakukan pelatihan tertentu setiap tahunnya di bidang tekstil, dan industri tenun. ''Dari 15 industri tenun di Kota Denpasar meningkat lagi sebanyak 3 usaha tenun baru, sehingga saat ini ada 18 industri tenun,'' ujarnya.
