Lately, media often file articles of dumping accusation by some countries such as Turkey, Argentina, and Brazil to Indonesia. They accused Indonesia has sold rayon yarn to the three countries by dumping price (price is lower in export market than in domestic market). To know more about the issue and the development of rayon industry in Indonesia and in global market, we have interviewed the President Director of PT South Pacific Viscose (SPV), Mr. G.J. Krohn. The interview was also carried out to G. Danninger (Sales & Marketing Director at PT SPV). The following is an excerpt of the interview.

Q = What do you think about rayon condition in global & domestic?

A = Let us talk about global markets: we had a strong demand for viscose fibers particularly in the last three years until the end of last year; now - in Indonesia - demand is reducing significantly. There are many reasons for that;  we are not sure if demands will pick up again in the second half 2008, but we do see a good future for viscose fibers in Indonesia; we see a correction at the moment on the viscose market, also influenced by market developments outside of Indonesia.

Q = What About the strategy of PT SPV to faced this condition?

A = Our market strategy since long is not to rely only on domestic market but also to focus on the markets abroad. Our strategy is to supply the domestic market as much as required but we also have good export markets; so our dependency on domestic market is definitely high, but we have our export options as well.

Q = What about the fluctuation price?

A = In the last three years viscose fibers were very much in demand; demand was significantly higher than our production. So logically the price went up a lot; but also because raw materials increased a lot. And also viscose yarns were so much in demand and also prices for viscose yarns increased a lot; and now in the domestic market we have to face a correction, as viscose yarns became too expensive.

Q = What do think about dumping?

A = To try to influence the markets by anti-dumping laws is only a short time measurement. No country in the world can survive with a protective market based on anti-dumping laws; it’s just a short lived effort of the Brazilian textile markets, so they think they can help themselves in the textile market, but in the long term it’s not a good strategy.

Q = Do you have competitor in the both country?

A = It’s only 1 small producer of viscose staple fiber in South America.

Q = How much the SPV exports to Brazil and Argentina?

A = Nothing, “zero”, SPV does not export to both countries. So what the daily newspapers wrote it’s just an article, because we have no export to that two countries.

Q = The action of SPV to holding that issue?

A = Well, we have no export there, so just ignore it. Also there is no official letter or any official info coming to us, so right now we don’t have any action. And also there is no impact for us due to this issue, except so many lawyers call us, and try to be our lawyer to represent us. For us, just let the issue going forward.

Q = What about increasing of the oil price impact?

A = Oil price effects us directly like everyone else in commodities’ business, because if oil price going up, price of raw material also higher. Particularly transportation costs going up significantly; and also the coal price going up following the oil price. We are very concerned about all these changes that happened in the last few months because that also affects us; this was one of the reason that made us pushing fiber price increases into the market. The price of viscose fiber is getting higher because of raw material costs; the energy cost is all higher so it’s definitely a negative condition, with no doubt.

Q = Does SPV have some plan in investment?

A = We are investing in our business in Indonesia continuously. Last year, we have invested in mayor developments. We are confident in viscose in global markets and also confident that Indonesia is a good place for us as the base for markets in Asia. So, we also think about investing in an additional production line coming on stream end 2009, first quarter in 2010.

Q = What is the potential thinks that Indonesian have?

A = We do see a lot of investment in machinery in Indonesia and also a lot of requirements for viscose fibers. There is also a lot of investment in the viscose fibers machinery. The other side, we do think, as viscose fiber yarn is a real ecological yarn, it’s the right fiber and yarn for fighting against the global warming. Therefore we tell our customers in Indonesia that it’s good to invest in viscose fiber machinery.

Q = Where is your destination export country?

A = More or less 100% to Asia. Reason: cost for the transportation. But for the moment we are also shipping non-woven fibers to America.

 

Akhir-akhir ini, media sering memberitakan kasus tuduhan dumping yang dilakukan Indonesia ke negara-negara seperti Turki, Argentina dan Brasil. Indonesia dituduh menjual benang rayon ke negara-negara tersebut dengan harga yang lebih murah jika di bandingkan harga jualnya di Indonesia. Untuk mengetahui lebih jelas tentang isu tersenbut dan kondisi perkembangan industri rayon di Indonesia dan global market. Kami melakukan wawancara dengan Pimpinan PT South Pacivic Viscose (SPV) yaitu Mr G.J Krohn sebagai president director dan G. Danninger sebagai Director sales & Marketing. PT SPV merupakan salah satu produsen rayon di Indonesia. Beikut cuplikan hasil wawancara kami :

T = Bagaimana menurut Anda kondisi rayon di pasar domestik global?

J = Mari kita bicara soal pasar global. Kami memiliki peluang pasar yang sangat bagus untuk produk serat viscose, khususnya dalam tiga tahun terakhir. Namun, di pasar domestik Indonesia, permintaan rayon justru mengalami penurunan yang cukup signifikan. Sejak memasuki tahun 2008, perdagangan rayon di pasar domestic memang sedang kurang menguntungkan, bahkan diperkirakan hingga akhir 2008. Secara keseluruhan, kami tidak melihat adanya peluang pengembangan pasar serat viscose di Indonesia, sebagai dampak dari pasar global.

T = Bagaimana strategi PT SPV menghadapi situasi seperti itu?

J = Strategi pemasaran kami sejak bertahun-tahun, kami tidak terlalu mengandalkan pasar domestic. Kami hanya akan mensuplai pasar domestik sesuai dengan permintaan. Hal ini juga dalam rangka menjaga stabilitasi pasar domestic. Meskipun demikian, kami tetap berusaha memperluas pangsa pasar domestic yang memiliki peluang cukup besar. Kami memiliki ahli pemasaran yang secara khusus kami tugaskan untuk selalu menganalisa perkembangan pasar tekstil dunia. Kami memang masih mengandalkan pasar domestic, tapi dalam arti untuk produk-produk tertentu saja sesuai permintaan.

T = Bagaimana dengan harga yang selalu fluktuatif?

J = Dalam kurun waktu tiga tahun terakhir, permintaan untuk serat viscose melebihi volume produksi kami, sehingga logikanya harganya pun naik karena bahan baku juga naik. Jika serat viscose dan benang viscose kebanjiran permintaan, harga di pasa domestic akan terus mengalami kenaikan. Namun, menyusul harga yang terus menanjak, tidak sedikit sedikit konsumen yang beralih ke serat lain, sehingga kami harus mengantisipasi hal itu sampai situasi pasar benar-benar stabil.

T = Bagaimana tentang dumping?

J = Kami sama sekali tidak memiliki komentar mengenai isu tersebut. Meskipun demikian, kami tetap berusaha melalui jalur hokum dengan mengajukan petisi antidumping. Bagi kami, tidak ada negara di dunia ini yang dapat bertahan dengan proteksi pasar melalui pengenaan anti-dumping. Upaya ini hanyalah jangka pendek, sebagaimana dicontohkan oleh Brazil. Pemerintah Brazil memproteksi pasarnya dengan tuduhan dumping, dan mereka pikir akan berhasil, ternyata mereka baru sadar bahwa hal tersebut bukanlah strategi yang baik.

T = Apakah Anda memiliki pesaing di kedua negara tersebut?

J = Hanya ada satu produsen viscose staple fiber di Amerika Selatan.

T = Berapa besar ekspor SPV ke Brazil dan Argentina?

J = Kami sama sekali tidak melakukan ekspor ke kedua negara tersebut. Mengenai berita yang ditulis di surat kabar, hal itu hanyalah berita dan kami sama sekali tidak ekspor ke negara itu.

T = Bagaimana tindakan SPV untuk mengatasi masalah ini?

J = Kami tidak ekspor ke kedua negara tersebut, sehingga isu dumping tidak terlalu berpengaruh terhadap produk kami. Lagipula, tidak ada surat atau informasi resmi yang ditujukan kepada kami, sehingga kami pun tidak mengambil tindakan apapun. Kami juga menerima tawaran dari para lawyer untuk mendampingi kami menyelesaikan kasus ini. Bagi kami, ketika kami tidak melakukannya (dumping, red.), mengapa kami mesti takut menghadapinya.

T = Bagaimana dampak kenaikan harga minyak terhadap bisnis Anda?

J = Kenaikan harga minyak dunia mempengaruhi bisnis kami sebagaimana dialami sektor-sektor yang lain. Pasalnya, ketika harga minyak naik, hal itu akan diikuti oleh kenaikan harga bahan baku. Selain bahan baku, kenaikan juga terjadi pada transportasi dan harga batubara. Kami terus mengantisipasi perkembangan yang terjadi menyusul rencana pemerintah menaikkan harga BBM dalam waktu dekat. Kenaikan harga serat viscose sangat dipengaruhi oleh biaya bahan baku dan energi yang dipastikan akan ikut naik. Meskipun hal ini pertanda negatif, kami telah mengantisipasinya dengan baik.

T = Apakah SPV memiliki rencana untuk investasi?

J = Kami telah lama melakukan investasi di Indonesia, khususnya untuk sistem. Tahun  lalu, kami juga investasi di sektor-sektor strategis, dan kami yakin Indonesia masih memiliki peluang untuk ditumbuh-kembangkan sebagai pasar prospektif di masa depan. Rencananya, kami juga akan investasi di sektor yang lain, yang akan mulai kami realisasikan tahun 2009-2010.

T = Apa potensi pasar yang dimiliki Indonesia?

J = Di Indonesia, kami melihat banyak investasi di sektor permesinan serta peralatan untuk produksi serat viscose. Demikian pula kami melakukan banyak investasi di bidang mesin, khususnya untuk mesin serat viscose. Di lain pihak, kami juga melihat peluang investasi di benang viscose sebagai benang ekologis. Benang ekologis adalah produk benang ramah lingkungan, sehingga ke depan akan banyak digunakan menyusul adanya isu pemanasan global. Namun, menurut kami, investasi yang paling cerah di Indonesia adalah di sektor mesin serat viscose.

T = Kemana saja Anda melakukan ekspor?

J = Ekspor kami hampir 100% ke negara-negara Asia. Ada dua alasan kenapa dipilih negara-negara Asia. Pertama, biaya transportasi tidak terlalu mahal karena letaknya relative dekat dengan Indonesia. Kedua, saat ini kami juga melakukan ekspor serat nonwoven ke Amerika, karena tingginya minat konsumen disana terhadap produk kami.
