Harmonize of Import Duty Industrial Upstream to Downstream PDF Print E-mail

The Ministry of Industry will harmonize tariffs textile industry from upstream to downstream for facing a surge of imported products are potentially deadly national industry. Industry Minister MS Hidayat also promised to strengthen the upstream textile industry to support the development of the downstream sector. "Indeed, the upstream and downstream textile sector should be harmonized. We are designing a roadmap to harmonize tariffs upstream and downstream textile. Could not just focus on downstream, but upstream textiles must also be strengthened," said MS Hidayat.

 

Statement of the Minister of Industry also signaled support for efforts to protect Indonesia's upstream textile products from imported attack. Ministry of Industry support all efforts to maximize the use of raw materials in the country, including in the case of the three types of filament yarn that is currently being investigated Indonesian Anti Dumping Committee (KADI).

 

Imposition of anti-dumping duty to imports of three types of filament yarn is expected to reduce imports so that the country can maintain the balance of trade, especially in the manufacturing sector.

 

Previously, the Indonesian Anti Dumping Committee (KADI) has released the results of an investigation while that which found the unfair trade practices (dumping) conducted exporters from the People's Republic of China, South Korea, Malaysia, India, Taiwan and Thailand with a margin of 0 to 17.45 percent damping .

 

Committee is also found to material losses caused injury to the company in which the applicant is related injury causation (causal link) to the exporter practices dumping is done in such countries.

 

Related anti-dumping 3 types of filament yarn that will be applied, Chairman of the Indonesian Textile Association, Ade Sudrajat said it still requires imports to maintain performance so refuse if the 3 types of threads are imposed anti-dumping duty (BMAD). "The thread that we import is a special thread that can not be produced within the country in addition to the domestic production is not sufficient to meet domestic demand" said Ade.

 

However, this is disputed by the Secretary General of the Indonesian Synthetic Fiber Producers Association (APSyFI), Redma Gita Wirawasta which says that member companies are able to produce special threads that have been imported.

 

"The technology used is the same all over the world, know-how are also at the same level, so any kind of special yarn produced outside we could produce" say Redma.

 

"But if the price should go import prices that have been proven to dumping, we certainly can not sell, the sale will continue to lose" he said.

 

Associated with the production capacity, Redma explained that the utilization rate SDY 63 percent, DTY 78 percent and POY 73 percent. "It is not true that our capacity is not enough, actually these imports practice at dumping prices that led to our utiliasi levels continue to fall, because our market share in the domestic market also fell, and it is already within the scope of the investigation, so the committee is able to infer the existence of a causal link," he said.

 

Redma adding that all the complaints by downstream industries through the API are already within the scope of the investigation KADI, so there is nothing that can preclude KADI to implement BMAD. The committee to support APSyFI and the Government to immediately implement the 3 types of products BMAD thread.

 

"We must help the country to keep the trade balance by prioritizing the use of domestic products" he concluded.

 

 

Harmonisasikan Bea Masuk Industri Hulu ke Hilir

 

 

Kementerian Perindustrian akan mengharmonisasikan tarif bea masuk industri tekstil dari hulu ke hilir untuk menghadapi lonjakan produk impor yang berpotensi mematikan industri nasional. Menteri Perindustrian MS Hidayat juga berjanji akan memperkuat industri hulu tekstil untuk mendukung perkembangan sektor hilirnya. "Memang sektor hulu dan hilir tekstil harus diharmonisasikan. Kami sedang merancang roadmap untuk mengharmonisasikan tarif bea masuk hulu dan hilir tekstil. Tidak bisa hanya fokus di hilir, tapi hulu tekstil juga harus diperkuat," ujar MS Hidayat.

 

Pernyataan Menperin tersebut juga mengisyaratkan dukungan terhadap upaya untuk melindungi sektor hulu tekstil di Indonesia dari serangan produk impor. Kementerian Perindustrian mendukung segala upaya untuk memaksimalkan penggunaan bahan baku dalam negeri termasuk pada kasus tiga jenis benang filament yang saat ini tengah diselidiki Komite Anti Dumping Indonesia (KADI).

 

Pengenaan bea masuk anti dumping untuk impor tiga jenis benang filamen diharapkan bisa menurunkan impor sehingga negeri ini bisa menjaga neraca perdagangan khususnya di sektor industri manufaktur.

 

Sebelumnya, Komite Anti Dumping Indonesia (KADI) telah mengeluarkan hasil penyelidikan sementara dimana ditemukan praktik perdagangan curang (dumping) yang dilakukan eksportir asal Republik Rakyat Tiongkok, Korea Selatan, Malaysia, India, Taiwan dan Thailand dengan margin damping sebesar 0-17,45 persen.

 

KADI pun menemukan adanya kerugian material yang menyebabkan injury pada perusahaan pemohon dimana injury ini berhubungan sebab akibat (causal link) dengan praktik dumping yang dilakukan eksportir dinegara-negara tersebut.

 

Terkait anti dumping 3 jenis benang filament yang akan diterapkan, Ketua Umum Asosiasi Pertekstilan Indonesia, Ade Sudrajat mengatakan bahwa pihaknya masih membutuhkan impor untuk menjaga kinerja sehingga menolak jika 3 jenis benang tersebut dikenakan bea masuk anti dumping (BMAD). “Benang yang kita impor adalah benang khusus yang tidak bisa diproduksi didalam negeri selain itu produksi dalam negeri belum cukup untuk memenuhi kebutuhan dalam negeri” jelas Ade.

 

Namun hal ini dibantah oleh Sekretaris Jenderal Asosiasi Produsen Synthetic Fiber Indonesia (APSyFI), Redma Gita Wirawasta yang mengatakan bahwa perusahaan-perusahaan anggotanya sudah dapat memproduksi benang-benang khusus yang selama ini diimpor.

 

“Teknologi yang digunakan diseluruh dunia sama, know-how juga berada pada level yang sama, jadi apapun jenis benang khusus yang diproduksi diluar kita bisa memproduksinya” jelas Redma.

 

“Tapi kalau harganya harus ikut harga impor yang sudah terbukti dumping, kita pasti tidak bisa jual, masa mau jual rugi terus” tegasnya.

 

Terkait dengan kapasitas produksi, Redma menjelaskan bahwa tingkat utilisasi SDY 63 persen, DTY 78 persen dan POY 73 persen. “Tidak benar kalau kapasitas kita tidak cukup, justru praktik impor dengan harga dumping ini yang menyebabkan tingkat utiliasi kita terus turun, karena market share kita dipasar domestik juga turun, dan hal ini sudah dalam lingkup investigasi, sehingga KADI bisa menyimpulkan adanya causal link,” tegasnya.

 

Redma menambahkan bahwa semua yang dikeluhkan oleh industri hilir melalui API sudah berada dalam lingkup penyelidikan KADI, sehingga tidak ada hal yang bisa menghalangi KADI untuk menerapkan BMAD. Untuk itu APSyFI mendukung KADI dan Pemerintah untuk segera menerapkan BMAD 3 jenis produk benang ini.

 

“Kita harus bantu negara untuk menjaga neraca perdagangan dengan memprioritaskan penggunaan produk dalam negeri” pungkasnya.
