SNI Awareness Still Lacking In Industril Textiles PDF Print E-mail

The Indonesian National Standard (SNI) in the textile sector is expected to raise awareness among businesses of the safety of consumers. So far it is still minimal consciousness, because only about 5-10 percent of the textile industry in Indonesia are taking voluntary SNI.

 

 

Deputy Director for Textile Industry, Textile and Miscellaneous Industries Directorate, Directorate General of the Manufacturing Industry in the Ministry of Industry, Elis Masitoh said voluntary SNI has been applied for a long time. "But in reality, little new industry players are already certified," he said on the sidelines of the Annual Seminar Testex Made In Green Textile in Aston Bandung.

 

Those who have applied SNI voluntarily, said Elis, an industry that exports its products overseas. The demands of the international community, inevitably do require that they hold certificates of national and international standards.

 

Conditions that make the Ministry of Industry and then start enforcing regulation related to SNI for an industry that markets its products in Indonesia. Not only the local industry, the importer must hold the mandatory SNI.

In addition, the Ministry of Industry is also currently finalizing rules for the implementation of mandatory SNI towel products and apparel. You see, there are still many selana apparel and towel products in circulation though not according to the standard and feared berhaya to the health and safety of consumers.

 

Eli insists, local industry players do not need to worry about losing customers due to the price increase as the impact of certification. Because all industries are also definitely do ssama "any imported product will definitely increase prices after taking SNI," he said.

 

Similarly, for SMEs, the Ministry of Industry itself has budgeted funds to facilitate the certification of SNI. The same thing is done by relevant agencies at the provincial level.

 

Meanwhile, Director of PT Testex Testing and Certification Titi Susanti said the certification of textile products will not harm businesses. Especially for those who target the export market. Without certification, their products will not be accepted in developed countries like Europe and America.

 

"So far we had already issued a certification OEKO -TEX 100 to more than 200 Indonesian textile company. Certification that ensures that their products are free from harmful chemicals," he said.

 

However, Titi kelestrarian recognizes that awareness of the environment is still not significant. STEP certificate holders in Indonesia is currently only one company from Bandung regency. Whereas the certificate is a guarantee that the entire production process of a textile company has noticed the consumer and worker safety and environmental sustainability.

 

Meanwhile CEO Testex AG Switzerland, Jean Pierre Haug said the world's attention to the consumer-friendly industry, workers and the environment is currently very large. They are demanding products that are safe and pay attention to the safety of workers in their production and do not pollute the environment. Without that guarantee, the market's increasingly difficult to accept products offered.

 

 

 

Kesadaran SNI Dalam Industril Tekstil Masih Minim

 

 

Pemberlakuan Standar Nasional Indonesia (SNI) wajib di sektor industri tekstil diharapkan bisa meningkatkan kesadaran para pelaku usaha terhadap keselamatan konsumen. Sejauh ini kesadaran itu masih minim, karena baru sekitar 5-10 persen industri tekstil di Indonesia yang menempuh SNI sukarela.

 

Kepala Sub Direktorat Industri Tekstil, Direktorat Industri Tekstil dan Aneka, Direktorat Jenderal Basis Industri Manufaktur pada Kementerian Perindustrian, Elis Masitoh mengatakan, SNI sukarela sudah diterapkan sejak lama. "Namun kenyataannya, pelaku industri baru sedikit yang sudah tersertifikasi," katanya di sela-sela Annual Testex Seminar Made In Green Textile di Hotel Aston Bandung.

 

Mereka yang sudah menerapkan SNI sukarela, kata Elis, merupakan industri yang mengekspor produknya ke luar negeri. Tuntutan dunia internasional, mau tidak mau memang mengharuskan mereka memegang sertifikat standar nasional dan internasional.

 

Kondisi itu membuat Kementerian Perindustrian kemudian mulai memberlakukan Peraturan Menteri terkait SNI wajib bagi industri yang memasarkan produknya di Indonesia. Tak hanya industri lokal, importir pun harus memegang SNI wajib tersebut.

 

Menuru Elis, pakaian bayi lebih dulu diharuskan bersertifikat SNI berdasarkan Permenperin 17 Mei 2014 lalu. Seharusnya aplikasi Permen itu mulai diterapkan dan diawasi 17 November 2014.

 

"Namun satu dan lain hal membuat kami memundurkannya sampai 17 Mei 2015. Sejak tanggal itu, semua pakaian bayi yang beredar di dalam negeri baik buatan lokal maupun impor, harus bersertifikat SNI. Saat ini baru sekitar 104 industri lokal dan importir pakaian bayi yang sudah tersertifikasi, sedangkan secara keseluruhan ada 60 persen industri kecil dan menengah yang dalam proses ," tutur Elis.

 

Selain itu, saat ini Kemenperin juga tengah mematangkan aturan pemberlakuan SNI wajib untuk produk handuk dan pakaian jadi. Soalnya, selana ini masih banyak produk pakaian jadi dan handuk yang beredar meski tak sesuai standar dan dikhawatirkan berhaya terhadap kesehatan dan keselamatan konsumen.

 

Eli menegaskan, pelaku industri lokal tidak perlu khawatir kehilangan konsumen akibat kenaikan harga jual sebagai imbas sertifikasi. Soalnya semua industri juga pasti melakukan hal yang ssama "Produk impor pun pasti akan menaikan harga setelah menempuh SNI," ujarnya.

 

Begitu pula untuk IKM, Kemenperin sendiri sudah menganggarkan dana untuk memfasilitasi sertifikasi SNI wajib. Hal serupa dilakukan oleh dinas terkait di level provinsi.

 

Sementara itu Direktur PT Testex Testing and Certification Titi Susanti mengatakan, sertifikasi produk tekstil tidak akan merugikan pengusaha. Terlebih untuk mereka yang membidik pasar ekspor. Tanpa sertifikasi, produk mereka tak akan diterima di negara maju seperti Eropa dan Amerika.

 

"Sejauh ini kami pun sudah mengeluarkan sertifikasi OEKO -TEX 100 bagi lebih dari 200 perusahaan tekstil Indonesia. Sertifikasi itu menjamin bahwa produk mereka terbebas dari bahan kimia berbahaya," tuturnya.

 

Meskipun demikian, Titi mengakui bahwa kesadaran terhadap kelestrarian lingkungan masih belum signifikan. Pemegang sertifikat STeP di Indonesia saat ini baru 1 perusahaan asal Kabupaten Bandung. Padahal sertifikat itu merupakan jaminan bahwa keseluruhan proses produksi sebuah perusahaan tekstil telah memperhatikan keselamatan konsumen dan pekerja serta kelestarian lingkungan.

 

Sementara itu CEO Testex AG Swiss, Jean Pierre Haug mengatakan, perhatian dunia terhadap industri ramah konsumen, pekerja dan lingkungan saat ini sangat besar. Mereka menuntut produk yang aman serta dalam produksinya memperhatikan keselamatan pekerja dan tidak mencemari lingkungan. Tanpa jaminan itu, pasar dunia semakin sulit menerima produk yang ditawarkan.
