Governments are urged to immediately issue a legal umbrella for efforts to fix distribution channels of cotton imported into Indonesia as part of national cotton procurement. According to the Indonesian Textile Association (API), an umbrella law is important considering Indonesia is the world's fourth largest cotton importer after China, India and Vietnam.

 

Total cotton imports have continued to increase from year to year. "Of the 335,000 tons in 2005, has now reached 674,000 tons in 2013. However, demand from the textile industry and textile products (TPT) in the high country is not accompanied with the procurement of raw materials quality cotton but still affordable," said Ernovian G Ismy Secretary General API

 

Explained, textile industry in Indonesia requires the cotton around 600,000 to 700,000 tonnes annually. This means that the portion of the total cotton imports reached 570,000 to 665,000 tons. While the new national cotton production of 33,000 tons of tons per year. But not all absorbed by the local market because Indonesia also exports cotton abroad.

 

On the other hand, during the import cotton procurement patterns in Indonesia is still dominated by direct import from overseas shipper about 60 percent, and 30 percent of warehouses in Malaysia and the rest, 10 percent, retailers that import for sale again. By value, imports of cotton Indonesia is predicted to be around US $ 2 billion.

 

According Ernovian, because imports of cotton through intermediaries, the textile industry players have to buy cotton from the broker at a high price. In fact, approximately 95% of the cotton for the textile industry depends on imports.

 

"The length of the chain is made of imported cotton textile raw material prices have to be high when it comes to the end user. Until now, we have not been able to escape from the purchase through an intermediary so that the price is so much higher because they also would want to be profitable," he said.

 

 

Asosiasi Pertekstilan: Pindahkan gudang ke Indonesia

 

 

Pemerintah didesak untuk segera mengeluarkan payung hukum terkait upaya membenahi jalur distribusi kapas impor yang masuk ke Indonesia sebagai bagian dari pengadaan kapas nasional. Menurut Asosiasi Pertekstilan Indonesia (API), payung hukum ini penting mengingat Indonesia merupakan negara importir kapas terbesar keempat dunia setelah China, India dan Vietnam.

 

Jumlah kapas impor ini terus meningkat dari tahun ke tahun. "Dari 335.000 ton pada 2005, kini telah mencapai 674.000 ton pada 2013. Meski demikian, demand dari industri tekstil dan produk tekstil (TPT) dalam negeri yang tinggi ini tidak dibarengi dengan pengadaan bahan baku kapas berkualitas namun tetap terjangkau," ujar Ernovian G Ismy, Sekjen API

 

Dijelaskan, industri tekstil di Indonesia membutuhkan kapas sekitar 600.000 hingga 700.000 ton setiap tahunnya. Ini artinya, porsi jumlah kapas impor mencapai 570.000 hingga 665.000 ton. Sedangkan produksi kapas nasional baru 33.000 ton ton per tahun. Namun tidak semuanya diserap pasar lokal karena Indonesia juga mengekspor kapas ke luar negeri.

 

Di sisi lain, selama ini pola pengadaan impor kapas di Indonesia masih didominasi impor langsung shipper dari luar negeri sekitar 60 persen, lalu 30 persen dari gudang di Malaysia dan sisanya, 10 persen,  retailer yang melakukan impor untuk dijual lagi. Secara nilai, impor kapas Indonesia ini diprediksi sekitar US$ 2 miliar.

 

Menurut  Ernovian, gara-gara impor kapas lewat perantara, pelaku industri TPT harus membeli kapas dari para broker dengan harga tinggi. Padahal sekitar 95% kebutuhan kapas untuk industri tekstil tergantung impor.

 

"Panjangnya rantai impor kapas ini membuat harga bahan baku tekstil ini menjadi tinggi ketika sampai end user. Hingga saat ini, kita belum bisa melepaskan diri dari pembelian lewat perantara sehingga harganya jadi lebih tinggi karena mereka juga pasti ingin dapat untung," katanya.

 

“Karena itu, perlu dilakukan efisiensi pengadaan kapas dari negara pengimpor langsung ke gudang di Indonesia,” imbuhnya.
