Government asked to do the efficiency of procurement cotton from importer PDF Print E-mail

Governments are urged to immediately issue a legal umbrella for efforts to fix the distribution channels of cotton imported into Indonesia as part of the national cotton procurement. According to the Indonesian Textile Association (API), an umbrella law is important considering Indonesia is the world's fourth largest cotton importer after China, India and Vietnam. Total cotton imports have continued to increase from year to year.


Explained, the textile industry in Indonesia requires the cotton around 600,000 to 700,000 tonnes annually. This means that the portion of total cotton imports reached 570,000 to 665,000 tons. While the new national cotton production of 33,000 tons of tons per year. But not all absorbed by the local market because Indonesia also exports cotton abroad.


On the other hand, during the import cotton procurement patterns in Indonesia is still dominated by direct import from overseas shipper about 60 percent, and 30 percent of warehouses in Malaysia and the rest, 10 percent, retailers that import for sale again. By value, imports of cotton Indonesia is predicted to be around US $ 2 billion.


According Ernovian, because imports of cotton through intermediaries, the textile industry players have to buy cotton from the broker at a high price. In fact, approximately 95% of the cotton textile industry depends on imports .


According Inov, her nickname, there are proposals from the textile industry players the country to move cotton from the warehouse in Malaysia to a warehouse in Indonesia. The goal is to reduce the cost of logistics, especially transport costs, warehouse and inventory, which has not been integrated between the port, logistics and industrial areas which cause the distance and uncertainty.


 Many of the benefits to be gained offender if the procurement of cotton textile industry of the importing country directly to the warehouse in Indonesia. Inov mention the certainty for the national spinning industry in obtaining raw materials of cotton with guaranteed quality and standards.


Equally important, said Inov Small and Medium Industries (SMI) national TPT 100% domestic market orientation, can purchase cotton directly on cotton warehouse in a small capacity. Separately, Managing Director of PT Cikarang Inland Port Benny Woenardi confirmed that it is already managing the mainland port (Cikarang Dry Port / CDP) in East Jakarta area, has prepared a proposal from API is welcomed.


"We are ready to support the proposal API. In fact, land to build a warehouse of 34,000 square meters we have prepared. For the first phase will be built warehouse of 17,000 square meters, "he said.


Pemerintah diminta lakukan efisiensi pengadaan kapas dari pengimpor


Pemerintah didesak untuk segera mengeluarkan payung hukum terkait upaya membenahi jalur distribusi kapas impor yang masuk ke Indonesia sebagai bagian dari pengadaan kapas nasional. Menurut Asosiasi Pertekstilan Indonesia (API), payung hukum ini penting mengingat Indonesia merupakan negara importir kapas terbesar keempat dunia setelah China, India dan Vietnam. Jumlah kapas impor ini terus meningkat dari tahun ke tahun.


Dijelaskan, industri tekstil di Indonesia membutuhkan kapas sekitar 600.000 hingga 700.000 ton setiap tahunnya. Ini artinya, porsi jumlah kapas impor mencapai 570.000 hingga 665.000 ton. Sedangkan produksi kapas nasional baru 33.000 ton ton per tahun. Namun tidak semuanya diserap pasar lokal karena Indonesia juga mengekspor kapas ke luar negeri.


Di sisi lain, selama ini pola pengadaan impor kapas di Indonesia masih didominasi impor langsung shipper dari luar negeri sekitar 60 persen, lalu 30 persen dari gudang di Malaysia dan sisanya, 10 persen,  retailer yang melakukan impor untuk dijual lagi. Secara nilai, impor kapas Indonesia ini diprediksi sekitar US$ 2 miliar.


Menurut  Ernovian, gara-gara impor kapas lewat perantara, pelaku industri TPT harus membeli kapas dari para broker dengan harga tinggi. Padahal sekitar 95% kebutuhan kapas untuk industri tekstil tergantung impor..


Menurut Inov, panggilan akrabnya, ada usulan dari pelaku industri TPT Tanah Air untuk memindahkan kapas dari gudang di Malaysia ke gudang di Indonesia. Tujuannya  guna menekan biaya logistik, terutama biaya transportasi, gudang dan inventori, yang selama ini belum terintegrasi antara pelabuhan, logistik dan kawasan industri yang menyebabkan adanya jarak dan ketidakpastian.


Banyak keuntungan yang akan diperoleh pelaku industri TPT jika pengadaan kapas dari negara pengimpor langsung ke gudang di Indonesia. Inov menyebut adanya kepastian bagi industri spinning nasional dalam mendapatkan bahan baku kapas dengan kualitas dan standar yang terjamin.


Yang tak kalah penting, kata Inov Industri Kecil Menengah (IKM) TPT nasional yang orientasi pasarnya 100% domestik, dapat membeli langsung kapas di cotton warehouse dalam kapasitas kecil.


Terpisah, Managing Director PT Cikarang Inland Port Benny Woenardi menegaskan bahwa pihaknya yang telah mengelola pelabuhan daratan (Cikarang Dry Port/CDP) di wilayah Timur Jakarta, telah bersiap diri menyambut usulan API ini.


“Kami siap mendukung usulan API. Bahkan, lahan untuk membangun gudang seluas 34.000 meter persegi telah kami siapkan. Untuk  tahap awal akan  dibangun  gudang seluas  17.000 meter  persegi,” ujarnya.
