Governments need to restrict and control the import of textiles and textile products (TPT) through the mechanism of trade remedies, both antidumping, antisubsidi, or safeguards. This needs to be done to reclaim the domestic market from upstream to downstream.

 

"If you want to continue looking for an inexpensive, we all become importers," said Indonesian Synthetic Fiber Producers Association (APSyFI) Redma Gita Wirawasta in a statement yesterday. Redma, which needs to be built now is the value chain from upstream to downstream, so that all textile companies can produce.

 

"I do not need to talk price, through wage increases we've contributed to raise the people's purchasing power. Naturally, if we ask that the community behind the consumption of local products local raw materials, "said Redma. Redma added, the decline of the current condition of the textile industry is not surprising. It has been predicted since two years ago.

Join the PTA producers Loss

 

This condition is shared by manufacturers Purified Terepthelat Acid (PTA) and Mono Ethylene Glycol (MEG) as raw material polyester is incorporated in INAPLAST. Impor Produk TPT Perlu Dibatasi

 

 

Pemerintah perlu membatasi dan mengontrol impor produk tekstil dan produk tekstil (TPT) melalui mekanisme trade remedies, baik antidumping, antisubsidi, maupun safeguard. Hal ini perlu segera dilakukan untuk merebut kembali pasar domestik dari hulu hingga hilir.

 

”Kalau mau terus cari yang murah, kita semua jadi importir saja,” ujar Asosiasi Produsen Synthetic Fiber Indonesia (APSyFI) Redma Gita Wirawasta dalam keterangan tertulisnya kemarin. Menurut Redma, yang perlu dibangun sekarang adalah value chain dari hulu ke hilir biar semua perusahaan TPT bisa berproduksi.

 

”Enggak perlu ngomong harga, lewat kenaikan upah kita sudah berkontribusi menaikkan daya beli masyarakat. Wajar kalau kita minta balik agar masyarakat konsumsi produk lokal yang berbahan baku lokal,” kata Redma. Redma menambahkan, terpuruknya kondisi industri TPT saat ini bukan hal yang mengejutkan. Hal ini sudah diprediksi sejak dua tahun lalu.

 

Karena itu, pada 2013 pihaknya sudah mengajukan petisi antidumping benang filamentdan merekomendasikan pengenaan safeguard terhadap seluruh produk tekstil dari hulu ke hilir. Namun, pihak yang berkepentingan dalam praktik impor menolak usulan ini. ”Bahkan upaya pengenaan antidumping benang filament pun kandas di tengah jalan,” katanya.

 

Berdasarkan data Badan Pusat Statistik (BPS), dalam lima tahun terakhir, rata-rata impor TPT naik 19,9%, ekspor naik 6,8%, sedangkan konsumsi masyarakat naik 18,3%. Kondisi ini terlihat bahwa pasar domestik digerogoti barang impor, sedangkan ekspor tidak tumbuh signifikan. Redma menjelaskan, perlambatan ekonomi dunia menyebabkan kondisi over supply, produsen di negara produsen lain banting harga hingga menjadi salah satu sebab utama keterpurukanindustriTPTsaat ini.

 

Produsen PTA Ikut Rugi

 

Kondisi ini diamini oleh produsen Purified Terepthelat Acid (PTA) dan Mono Ethylene Glycol (MEG) sebagai bahan baku poliester yang tergabung di INAPLAST. Menurut salah satu produsen PTA anggota INAPLAS, Cecep Setiono bahwa dalam delapan bulan terakhir, suplai PTA dari tiga produsen PTA di dalam negeri sudah turun drastis. ”SuplaiPTA sudah turun hingga 40%.

 

Stok kami menumpuk sehingga memaksa kami untuk menurunkan produksi sekitar 50%,” tegasnya. Cecep pun menjelaskan, banjirnya impor kain menjadi masalah utama di samping juga banjirnya impor serat dan benang. ”Kedua permasalahan ini harus diselesaikan secara bersama- sama karena saling mempengaruhi,” jelasnya.
