Head of the Investment Coordinating Board (BKPM) Franky Sibarani expect government measures to combat illegal imports mainly textile sector, can keep investment growth in the field of textile-oriented tersebut..Ia expect domestic investors may continue to grow because the domestic market is relatively intact.

 

According to Franky, the textile industry is labor-intensive sectors that should be prioritized for growth maintained, because it can absorb more labor.

 

"We note the growth of the textile industry investment in the first semester of 2015 reached 58 percent. This needs to be maintained. We also noted the employment of this sector in the first semester of 2015, it was six and a half times larger than the other sectors, "he said.

 

Based on data from BKPM, during the first semester of 2015 realized investment for the textile sector is still positive growth, up 58 per cent of Rp3,88 trillion over the same period the previous year. Realized investment throughout the textile sub-sector in the same period was also positive growth of textile fiber processing industry grew 213 percent of Rp2.4 trillion of the 82 projects, the textile weaving industry grew 613 percent amounting to Rp163 billion from 25 projects, the apparel industry grew 16 percent amounting to Rp941 billion, and clothing accessories industry grew 563 percent amounting to Rp216 billion from 15 projects.

 

Franky explained that the program to eradicate the illegal import of textile sector is a medium-term program of Special Investment Desk Textile and Footwear sectors, through the involvement of the Directorate General of Customs and Excise.

 

His agency through Special Investment Desk Textiles and Shoes, has received 17 complaints of downstream textile sector companies and six upstream sector companies who complained about the existence of textile products imported illegally disrupt their domestic market.

 

The special desk set up in coordination with the ministries / institutions, to assist existing investors are facing problems and prevent termination of employment (FLE).

 

There is also to attract new investment and expansion, BKPM actively market the investment potential in the textile sector as well as informing the latest policy of the government to support the development of the investment.

 

Number of convenience services offered include investment permits three hours, the certainty of formula wage increases to prices of electricity tariffs by 30 percent in the middle of the night and delay payment of electricity bill specifically for labor-intensive industries as well as industrial competitiveness is weak.

 

Industri Tekstil Banyak Serap Tenaga Kerja

 

Kepala Badan Koordinasi Penanaman Modal (BKPM) Franky Sibarani berharap langkah pemerintah untuk memberantas impor ilegal terutama sektor tekstil, dapat menjaga pertumbuhan investasi pada bidang tersebut..Ia berharap investor tekstil berorientasi dalam negeri dapat terus tumbuh karena pasar domestik relatif terjaga.

 

Menurut Franky, industri tekstil adalah sektor padat karya yang harus diprioritaskan untuk dijaga pertumbuhannya, karena dapat lebih banyak menyerap tenaga kerja.

 

“Kami mencatat pertumbuhan investasi industri tekstil pada Semester I-2015 mencapai 58 persen. Hal ini perlu dipertahankan. Kami juga mencatat penyerapan tenaga kerja sektor ini dalam Semester I-2015, itu enam setengah kali lebih besar dibandingkan dengan sektor-sektor lainnya,” katanya.

 

Berdasarkan data BKPM, sepanjang Semester I-2015 realisasi investasi untuk sektor tekstil masih tumbuh positif, naik 58 persen sebesar Rp3,88 triliun dibandingkan periode yang sama tahun sebelumnya. Realisasi investasi seluruh sub sektor tekstil pada periode yang sama juga tumbuh positif, yaitu industri pengolahan serat tekstil tumbuh 213 persen sebesar Rp2,4 triliun dari 82 proyek, industri pertenunan tekstil tumbuh 613 persen sebesar Rp163 miliar dari 25 proyek, industri pakaian jadi tumbuh 16 persen sebesar Rp941 miliar, dan industri perlengkapan pakaian tumbuh 563 persen sebesar Rp216 miliar dari 15 proyek.

 

Franky menjelaskan, program pemberantasan impor ilegal sektor tekstil merupakan program jangka menengah dari Desk Khusus Investasi sektor Tekstil dan Sepatu, melalui pelibatan Ditjen Bea dan Cukai Kementerian Keuangan.

 

Lembaga yang dipimpinnya itu melalui Desk Khusus Investasi Tekstil dan Sepatu, telah menerima pengaduan 17 perusahaan sektor hilir tekstil dan enam perusahaan sektor hulu tekstil yang mengeluhkan keberadaan produk impor illegal mengganggu pasar domestik mereka.

 

Desk khusus tersebut dibentuk dengan koordinasi kementerian/lembaga lainnya, untuk membantu investor eksisting yang menghadapi masalah dan mencegah terjadinya pemutusan hubungan kerja (PHK).

 

Ada pun untuk menjaring investasi baru dan perluasan, BKPM aktif memasarkan potensi investasi di sektor tekstil serta menginformasikan kebijakan terbaru pemerintah yang dapat mendukung perkembangan investasi tersebut.

 

Sejumlah kemudahan yang ditawarkan antara lain layanan izin investasi tiga jam, kepastian formula kenaikan upah hingga diskon tarif listrik sebesar 30 persen di tengah malam dan penundaan pembayaran tagihan rekening listrik khusus untuk industri padat karya serta industri berdaya saing lemah.
