API: Textiles Regulation Need Revised PDF Print E-mail

Textile industry again highlighted the activity of import of textile and textile products into the country. Indonesian Textile Association (API) suggests, a lot of activity import of textile and textile products do not comply with the rules. Ade Sudrajat Usman, Chairman of API said textile imports that is now in the spotlight they are, textile imports in the bonded area.

 

According to Ade, a lot of activity in textile imports in the bonded area has violated the provisions.

 

"Should imports of textile was made to manufacture products that are then exported. Case, the imported product is actually sold in the country, "said Ade. Just so you know, ease of textile imports in bonded zones arranged in PMK No. 176/2013 on the ease of import export (KITE).

 

Within the program, the government will allow the import of goods to be produced again in the country with the aim of at least 50% is exported.

 

However, Ade pointed, ease the import of many distorted, to the detriment of domestic industry.

 

Many importers actually do import and sell such products in the country more than it exports. Ade says, the characteristics of textile products which are imported, the product is often called residual products exports. "They say it suits the rest of the exports," said Ade.

 

As a result of the misuse of KITE, Ade indicates imported products erode the market share of the domestic textile industry. For that, Ade hoped that the government would revise the rules about KITE so that the domestic textile market back alive.

 

Separately, Benny Sutrisno, President Director of PT Apac Inti Corpora rate, the government has homework to solve the problem of illegal imports crowding textile market in the country.

 

In addition, the government also has a job increase the competitiveness of the domestic textile industry by lowering the price of energy. "Energy plays a role in the production cost of 15% -23%," said Benny.

 

 

API: Regulasi Tekstil Perlu Direvisi

 

 

Pelaku industri tekstil kembali menyoroti aktivitas impor tekstil dan produk tekstil ke dalam negeri. Asosiasi Pertekstilan Indonesia (API) menengarai, banyak aktivitas impor tekstil dan produk tekstil tak sesuai dengan aturan. Ade Sudrajat Usman, Ketua Umum API bilang, kegiatan impor tekstil yang kini menjadi sorotan mereka adalah, impor tekstil di wilayah kawasan berikat.

 

Menurut Ade, banyak aktivitas impor tekstil di kawasan berikat tersebut telah menyalahi ketentuan.

 

“Seharusnya impor tekstil itu dilakukan untuk memproduksi produk yang kemudian di ekspor. Yang terjadi, produk yang diimpor tersebut justru dijual di dalam negeri,” kata Ade . Asal tahu saja, kemudahan impor tekstil di kawasan berikat diatur dalam PMK No 176/2013 tentang kemudahan impor tujuan ekspor (KITE).

 

Dalam program tersebut, pemerintah memperbolehkan impor barang yang nantinya untuk diproduksi lagi di dalam negeri dengan tujuan diekspor paling tidak 50%.

 

Namun, Ade menuding, kemudahan impor tersebut banyak diselewengkan, sehingga merugikan industri di dalam negeri.

 

Banyak importir justru melakukan impor dan menjual produk tersebut lebih banyak di dalam negeri ketimbang ekspor. Ade bilang, ciri-ciri produk tekstil impor tersebut diantaranya adalah, produk sering disebut produk sisa ekspor. ”Mereka bilang itu baju sisa ekspor,” kata Ade.

 

Akibat penyalahgunaan KITE tersebut, Ade mengindikasikan produk impor menggerus pangsa pasar industri tekstil dalam negeri. Untuk itu, Ade berharap agar pemerintah mau merevisi aturan soal KITE tersebut agar pasar tekstil dalam negeri kembali bergairah.

 

Secara terpisah, Benny Soetrisno, President Director PT Apac Inti Corpora menilai,  pemerintah punya pekerjaan rumah menyelesaikan masalah tekstil impor ilegal yang menyesaki pasar dalam negeri.

 

Selain itu, pemerintah juga punya pekerjaan meningkatkan daya saing industri tekstil dalam negeri dengan cara menurunkan harga energi. ”Energi berperan pada biaya produksi 15%-23%,” kata Benny.
