Program Hilirisasi Pemerintah Pintu Masuk Mesin Impor


Rudy Andriyana, Asosiasi Industri Mesin Perkakas Indonesia (Asimpi), mengatakan seiring dengan bergulirnya program hilirisasi, pemerintah harus mulai membatasi impor barang modal yang notabene sudah dapat diproduksi di dalam negeri. Program hilirisasi yang tidak dibarengi dengan pengembangan industri penunjang menyebabkan produsen barang modal dalam negeri sulit berkembang akibat pasar yang dikuasai produk impor.


“1-2 tahun belakang impor dibuka lebar seiring dengan program hilirisasi, sekarang sudah saatnya dibatasi. Untuk mesin perkakas kategorilight duty, medium duty, dan special purpose machine sudah tidak boleh diimpor, karena produsen lokal sudah mampu membuatnya,” ujarnya.


Adapun impor mesin perkakas yang dibolehkan hanya untuk category heavy duty atau high precision serta production machinery atau otomasi. Penggunaan produk lokal, utamanya pada proyek yang didanai APBN maupun belanja Badan Usaha Milik Negara (BUMN).


Akibat impor barang modal yang dibebaskan, lanjutnya, kapasitas produksi produsen mesin perkakas lokal hingga kini tidak berkembang di atas 100 unit per bulan. Sementara kebutuhan mesin perkakas nasional diperkirakan mencapai 15.000 - 20.000 per tahun.


Akibatnya, nilai impor mesin perkakas dari 11 harmonized system (HS) number setiap tahun naik. Pada 2010 impor mesin perkakas hanya US$652 juta, sementara 2014 telah mencapai US$1,33 miliar. Adapun impor pada tahun lalu per Agustus telah mencapai US$656 juta.


Dari nilai impor mesin perkakas yang mencapai US$1,33 miliar pada 2014, nilai ekspor mesin perkakas Indonesia hanya 10% nya. Adapun barang-barang yang diekspor bersifat special purpose machine utamanya untuk industri otomotif.


Lambatnya perkembangan industri perkakas, lanjutnya, juga akibat impor material dasar, utamanya baja dari negara non free trade agreement atau kategori most favourable nations dikenakan bea masuk tinggi. Sementara impor produk jadi dari negara yang menjalin FTA tidak dikenakan bea masuk.


Disharmoni tarif ini, lanjutnya, menyebabkan harga produk dengan tingkat kandungan dalam negeri (TKDN) tertentu yang mendapatkan preferensi harga lebih tinggi 10% tetap tidak mampu bersaing dengan produk impor.


Apalagi struktur ongkos produksi pada industri perkakas sekitar 40%-60% hanya untuk bahan baku.Tarif bea masuk baja MFN sesuai PMK No. 97/2015 paling rendah 10% dan paling tinggi 20%.
