The Ministry of Industry (Ministry of Industry) ensure industrial estate development program continues to run according to plan despite budget disbursement in the early years of the pending changes in the pattern of budgeting. Ministry of Industry currently only absorb 6% -8% of total expenditure budgeted Rp3,26 trillion in the State Budget (APBN), 2016.

 

Secretary General of the Ministry of Industry, Syarif Hidayat said that the budget has been disbursed in the first quarter / 2016 is used for the procurement of a number of ministries to support the performance of capital goods. Sharif explained the delayed realization of the program budget revision to adjust the nomenclature changes in the Ministry of Industry and simplification of the name of the budget as directed by the President Jokowi.

 

"It should be amended in accordance with the directives of the President. Nothing else is words like these, we have to talk again with Bappenas and provide referrals again, "said Sharif.

 

The director general of the Ministry of Industry Development Industrial zoning, Imam Haryono, confirms delays the absorption of state budget funds will not interfere with the development program of industrial region. Program to Accelerate Deployment and Equity Industrial Development is a program of the Ministry of Industry with the biggest budget in the state budget in 2016, namely, Rp652,99 billion. The fund, among others, will be disbursed for infrastructure development in the Industrial Area Sei Mangkei, Bitung Industrial Zone and Industrial Zone Bantaeng.

 

According to Imam, the budget plan also used to accelerate the development of industrial areas of priority in the Outer besides three industrial estates above. These areas are Kuala Tanjung, Tanggamus, Batulicin, Porcupine, Ketapang, Jorong, Teluk Bintuni, Buli, Konawe, Morowali, Bitung, Palu, and Bataeng.

 

Accelerated development of the industrial area outside Java is an effort to make the process of industrialization Ministry of Industry evenly. Currently, only 28% of manufacturing industries that are located outside Jawa. Ministry of Industry want to increase the added value of the industrial sector in the Outer from 27.7% in 2015 to 28.1% in 2016 and continue to grow to reach 29.4% by 2019.

 

Imam ensure nomenclature issues and change the name of the budget has been completed as of April. "Ministry of Industry is also ready to immediately disburse the budget for non-administrative preparation has been done since September last year," he concluded.

 

Kementrian Perindustrian :  Pengembangan Kawasan Industri Tetap Berjalan

 

Kementerian Perindustrian (Kemenperin) memastikan program pengembangan kawasan industri tetap berjalan sesuai dengan rencana meskipun pengucuran anggaran di awal tahun tertunda perubahan pola penganggaran. Kemenperin saat ini baru menyerap 6%-8% dari total belanja Rp3,26 triliun yang di anggarkan dalam Anggaran Pendapatan dan Belanja Negara (APBN) 2016.

 

Sekjen Kemenperin Syarif Hidayat mengungkapkan bahwa anggaran yang telah dikucurkan pada kuartal I/2016 digunakan untuk pengadaan sejumlah barang modal menopang kinerja kementerian. Syarif menjelaskan realisasi program tertunda revisi anggaran untuk menyesuaikan perubahan nomenklatur di Kemenperin dan simplifikasi nama mata anggaran sesuai arahan Presiden Jokowi.

 

“Harus diubah sesuai dengan arahan Presiden. Tidak ada lagi yang kata-kata seperti ini, Kami harus bicara lagi dengan Bappenas dan Bappenas berikan arahan lagi,” kata Syarif.

 

Sementara itu Dirjen Pengembangan Perwilayahan Industri Kementerian Perindustrian, Imam Haryono, menegaskan penundaan penyerapan dana APBN tidak akan mengganggu program pengembangan wilayah industri. Program Percepatan Penyebaran dan Pemerataan Pembangunan Industri merupakan program Kemenperin dengan anggaran paling besar dalam APBN 2016 yaitu, Rp652,99 miliar. Dana tersebut antara lain akan dikucurkan untuk pembangunan infrastruktur di Kawasan Industri Sei Mangkei, Kawasan Industri Bitung, dan Kawasan Industri Bantaeng.

 

Menurut Imam, anggaran tersebut rencananya juga digunakan untuk mempercepat pembangunan kawasan industri prioritas di luar Jawa selain 3 kawasan industri di atas. Kawasan-kawasan tersebut adalah Kuala Tanjung, Tanggamus, Batulicin, Landak, Ketapang, Jorong, Teluk Bintuni, Buli, Konawe, Morowali, Bitung, Palu, dan Bataeng.

 

Percepatan pembangunan kawasan industri di luar Jawa adalah upaya Kemenperin membuat proses industrialisasi merata. Saat ini, baru 28% industri pengolahan yang berlokasi di luar Jawa.Kemenperin ingin meningkatkan nilai tambah sektor industri di luar Jawa dari 27,7% pada 2015 menjadi 28,1% pada 2016 dan terus tumbuh hingga mencapai 29,4% pada 2019.

 

Imam memastikan permasalahan nomenklatur dan perubahan nama mata anggaran sudah selesai mulai April. “Kemenperin juga siap langsung mengucurkan anggaran karena persiapan non-administrasi sudah dilakukan sejak September tahun lalu,” tutupnya.
