Textile Businessmen Not Satisfied With Tax Discounts PDF Print E-mail

Indonesian Textile Association (API) to appreciate the government's move to enter the apparel industry of textiles into one business group receiving facility reduction of Income Tax (Income Tax) entity (tax allowance) listed in the Government Regulation (PP) No. 9 in 2016.

 

However, Chairman of API Ade Sudradjat said he disagreed with the mechanism of reduction of net income tax (net) for 30 years, which is done with the amount of 5 percent over the past 6 years in accordance with such a regulation. He reasoned, the policy was less sensitive to the condition of the textile industry is uncertain inter-annually.

 

"It could be this is the year that is burdensome, so it takes a great reduction in income tax. It could be next year even milder conditions. Discounts taxes is necessary, but should not be generalized reduction. That is not in accordance with the condition of the textile industry," said Ade.

 

And he said, this tax allowance incentives should be directed so that the textile industry can survive after its output growth rate fell 9.97 percent in the first quarter of this year. Seeing this, the method of income tax reduction in steps considered better than the wearing of withholding taxes by 5 percent over the past 6 years.

 

He pointed out that the government could incentivize the reduction of income tax by 20 percent in the early years, then reduced to 15 per cent in the second year, and to 10 percent in the third year, until the income tax reduction was not enforced in all seven. According to him, it will be an incentive for the industry to produce labor-intensive because of the tax burden in the early years can be allocated for the purchase of other capital goods production.

 

"The method that the Government set I said too naive. Just want the easy course. However, if a slightly modified mechanism, it could be the investment attractiveness of textile and apparel in Indonesia," he explained.

 

Request Tax Holiday

 

Ade mention the provision of tax holiday would be more beneficial to businesses than tax allowance. In addition, he said that fiscal incentives should not only be given for the apparel industry, given the poor conditions is also being experienced by the textile industry in the upstream.

 

Nevertheless, he is also aware of the present state finances are also being blocked. So, he believes government solutions related tax allowance has been thought out carefully.

 

"And it's not enough in tax allowance alone. We hope the Government is also willing to open markets through free trade policies with the EU and the United States, because of our largest markets in both regions. After that, we believe the production back alive, and investment in textiles could skyrocket even more, "he added.

 

For information, data Investment Coordinating Board (BKPM) showed an improvement in the textile sector investment in the first quarter of 2016 amounted to Rp3.4 trillion, up 2.7-fold compared to the achievement of the same period the previous year amounting to Rp1.24 trillion.

 

 

Pengusaha Tekstil Kurang Puas Dengan Diskon Pajak

 

 

Asosiasi Pertekstilan Indonesia (API) mengapresiasi langkah pemerintah memasukkan industri pakaian jadi dari tekstil ke dalam salah satu kelompok usaha penerima fasilitas pengurangan Pajak Penghasilan (PPh) badan (tax allowance) yang tercantum di dalam Peraturan Pemerintah (PP) Nomor 9 tahun 2016.

 

Kendati demikian, Ketua Umum API Ade Sudradjat mengatakan tidak setuju dengan mekanisme pengurangan PPh bersih (netto) selama 30 tahun, yang dilakukan dengan besaran 5 persen selama 6 tahun sesuai dengan beleid tersebut. Ia beralasan, kebijakan itu kurang sensitif dengan kondisi industri tekstil yang tidak menentu antar tahunnya.

 

"Bisa saja tahun ini adalah tahun yang memberatkan, makanya dibutuhkan pengurangan PPh yang besar. Bisa saja tahun depan malah lebih ringan kondisinya. Diskon pajak memang perlu, tetapi jangan disamaratakan pengurangannya. Itu kurang sesuai dengan kondisi industri tekstil,” kata Ade .

 

Padahal menurutnya, insentif tax allowance ini seharusnya ditujukan agar industri tekstil bisa bertahan hidup setelah angka pertumbuhan output-nya tumbang 9,97 persen pada kuartal pertama tahun ini. Melihat hal itu, metode pengurangan PPh secara berjenjang dianggapnya lebih baik dibanding mengenakan potongan PPh sebesar 5 persen selama 6 tahun.

 

Ia mencontohkan, Pemerintah bisa saja memberi insentif pengurangan PPh sebesar 20 persen di tahun awal, lalu berkurang menjadi 15 persen di tahun kedua, dan menjadi 10 persen di tahun ketiga, sampai pengurangan PPh itu tidak diberlakukan di tahun ke-tujuh. Menurutnya, itu akan menjadi insentif berproduksi bagi industri padat karya karena beban pajak di tahun-tahun awal bisa dialokasikan untuk membeli barang modal produksi lainnya.

 

"Metode yang diatur Pemerintah itu saya bilang terlalu naif. Hanya ingin gampangnya saja. Padahal kalau diubah sedikit mekanismenya, itu bisa menjadi daya tarik investasi tekstil dan pakaian jadi di Indonesia," jelasnya.

 

Minta Tax Holiday

 

Ade menyebut pemberian fasilitas tax holiday akan lebih bermanfaat bagi pengusaha dibandingkan tax allowance. Selain itu, ia mengatakan seharusnya insentif fiskal ini tak hanya diberikan bagi industri pakaian jadi, mengingat kondisi buruk juga tengah dialami oleh industri tekstil di hulu.

 

Kendati demikian, ia juga menyadari kini keuangan negara juga tengah tersumbat. Sehingga ia percaya solusi Pemerintah terkait tax allowance ini sudah dipikirkan baik-baik.

 

"Dan memang tak cukup hanya di tax allowance saja. Kami harap Pemerintah juga mau membuka pasar lewat kebijakan perdagangan bebas dengan Uni Eropa dan Amerika Serikat, karena pasar terbesar kami ada di dua wilayah itu. Setelah itu, kami yakin produksi kembali bergairah, dan investasi di tekstil bisa meroket lebih lagi," tambahnya.

 

Sebagai informasi, data Badan Koordinasi Penanaman Modal (BKPM) menunjukkan adanya perbaikan investasi sektor tekstil di kuartal I 2016 sebesar Rp3,4 triliun atau naik 2,7 kali lipat dibanding capaian periode yang sama tahun sebelumnya sebesar Rp1,24 triliun.
