Obstacle of Export Textiles Outside Tariff Barrier is Much PDF Print E-mail

Director of Research Center of Reform on Economics (CORE) Mohammad Faisal said, in fact when compared to Vietnam, the tariff rate of 20 flagship product exports to the US market almost same. But, interesting turns Vietnam market share in the United States is greater than in Indonesia.

 

Likewise, the growth of Vietnam export products to the United States is higher than Indonesia.

 

"For example rate for fresh shrimp already at almost zero, zero Indonesia, Vietnam 0.4 percent. Footwear of leather are both 6.1 per cent, palm oil is zero, footwear of rubber or plastics 23 percent, clothing jersey, pullover, waistcoat at 12.5 percent, "Faisal said in a discussion in Jakarta, Wednesday (18/05/2016).

 

But although the rate is the same, the market share of Vietnam in the United States is larger.

 

Eg leather footwear from Vietnam dominate the market cakes US imports of 15.2 percent, while Indonesia only 5.2 percent in 2015 based on data UNComtrade.

 

Another example, clothing jersey, pullover, waistcoat of Vietnam controlled 13.7 percent of the US import market. Indonesia only get a cake of 6.6 percent, whereas the rate was at 12.5 percent.

 

UNComtrade data also shows, the average growth in exports of garments jersey, pullover, waistcoat of Vietnam 2011-2015 reached 11 percent per year.

 

Meanwhile, during the same period, growth in exports of clothing jersey, pullover, waistcoat from Indonesia instead of minus 4 percent.

 

Another example, presented Faisal, during 2011-2015 the average growth in exports of leather footwear from Vietnam reached 21 percent per year.

 

While the average growth in exports of Indonesia is only 8 percent per year.

 

"Apparently, the main obstacle export more out of trade barriers," said Faisal.

 

Several obstacles, among others, energy costs, logistics costs, and labor costs are high, and the assurance of legal and bureaucratic obstacles.

 

Meanwhile, according to the Chairman of the Association of Shoes, Anton Supit, tariffs for some products is almost the same.

 

However, for other products, differences in rates one percent will make buyers move.

 

On that basis, according to Anton better Indonesia to join the Trans-Pacific Partnership (TPP) than not benefited low rates.

 

"If you do not come, we will not be able to compete," said Anton.

 

 

Hambatan di Luar Tarif Untuk Eksport Banyak

 

 

Direktur Riset Center of Reform on Economics (CORE) Mohammad Faisal mengatakan, sebenarnya jika dibandingkan dengan Vietnam, tarif rate 20 produk andalan ekspor ke pasar Amerika Serikat hampir sama.Tetapi, yang menarik ternyata pangsa pasar Vietnam di Amerika Serikat lebih besar dibandingkan Indonesia.

 

Demikian juga dengan pertumbuhan ekspor produk Vietnam ke Amerika Serikat lebih tinggi dibandingkan Indonesia.

 

"Misalnya rate untuk udang segar sudah sama hampir nol, Indonesia nol, Vietnam 0,4 persen. Alas kaki dari kulit sama-sama 6,1 persen, minyak sawit nol, alas kaki dari karet atau plastik 23 persen, pakaian jersey, pullover, waistcoat sama 12,5 persen," kata Faisal dalam diskusi di Jakarta, Rabu (18/5/2016).

 

Tetapi meski rate-nya sama, pangsa pasar Vietnam di Amerika Serikat lebih besar.

 

Misalnya alas kaki dari kulit Vietnam menguasai kue pasar impor Amerika Serikat sebesar 15,2 persen, sedangkan Indonesia hanya 5,2 persen, pada 2015 berdasarkan data UNComtrade.

 

Contoh lain, pakaian jersey, pullover, waistcoat dari Vietnam menguasai 13,7 persen pasar impor Amerika Serikat. Sedangkan Indonesia hanya mendapatkan kue 6,6 persen, padahal rate-nya sama 12,5 persen.

 

Data UNComtrade juga menunjukkan, rata-rata pertumbuhan ekspor pakaian jersey, pullover, waistcoat dari Vietnam 2011-2015 mencapai 11 persen per tahun.

 

Sementara itu, pada periode sama, pertumbuhan ekspor pakaian jersey, pullover, waistcoat dari Indonesia justru minus 4 persen.

 

Contoh lain, disampaikan Faisal, sepanjang 2011-2015 rata-rata pertumbuhan ekspor alas kaki dari kulit Vietnam mencapai 21 persen per tahun.

 

Sementara rata-rata pertumbuhan ekspor Indonesia hanya 8 persen per tahun.

 

"Ternyata, kendala utama ekspor lebih banyak di luar trade barriers," ucap Faisal.

 

Beberapa kendala itu antara lain, biaya energi, biaya logistik, dan upah buruh yang tinggi, serta kepastian hukum dan kendala birokrasi.

 

Sementara itu, menurut Ketua Asosiasi Perusahaan Sepatu, Anton Supit, tarif untuk beberapa produk memang hampir sama.

 

Akan tetapi, untuk produk-produk lain, perbedaan tarif satu persen pun akan membuat buyers berpindah.

 

Atas dasar itu, menurut Anton lebih baik Indonesia bergabung dengan Trans-Pacific Partnership (TPP) daripada tidak mendapat benefit tarif rendah.

 

"Kalau tidak ikut, kita tidak akan bisa bersaing," pungkas Anton.
