Textiles and Products Export Value Down 3.6 Percent PDF Print E-mail

The export value of the textile industry (textile products) dropped 3.6% from 12.74 billion to 12.28 billion US dollars. While the textile industry contribution to gross domestic product of Indonesia, fell from 1.32% to 1.21% in the same period .Dirjen Industrial Chemicals, Textiles, and Miscellaneous, the Ministry of Industry, Harjanto said there needs to be a special policy for export-based industries, including the textile industry. The purpose of these specific policies is to strengthen the textile industry's ability to compete for the demand of the global market weakened in recent years.

 

"We want to make them have a level playing field equal. The textile industry and other industries that are export-based foreign exchange earner. Now how in order to increase our foreign exchange reserves, "said Harjanto.

 

Ministry  of Industry propose incentives that could potentially boost the export value of the textile industry the redemption value added tax (VAT) for raw material export-oriented textile industry and for energy refund program.

 

Harjanto explain the VAT exemption aims to make the garment and textile producers to switch from imported raw materials to the production of raw materials in the country. The supply of raw materials from within the country is still subject to VAT, while the raw materials are imported from abroad into the bonded zones are free of VAT.

 

"VAT exemption to the double impact of foreign exchange that is depressing the value of imports of textile raw materials as well as encourage exports indirectly by the spinning industry, synthetic fibers and fabrics in the country downstream textile industry," said Harjanto.

 

As for the energy refund program, he added, is funding given by government to the textile and garment manufacturers to replace the electricity costs incurred.

 

"The amount of the refund depends on by how much the value of exports of each company. And the program is aimed at suppressing the cost of electricity currently donate about 15% of the production costs of the textile industry as well as providing incentives for the textile industry aims to increase exports, "he said.

 

Cooperation

 

Chairman of the Indonesian Textile Association (API) Ade Sudarjat said businesses are ready to cooperate with the Ministry of Industry and other relevant ministries to develop policies that can have a major impact on the export performance of textile industry.

 

"We prepared an inventory of the weaknesses of the Indonesian industry. One of our weaknesses is in the energy sector because it is more expensive than Vietnam, for example, "said Ade.

 

 

Nilai Ekspor Tekstil dan Produknya Turun 3,6 Persen

 

 

 

Nilai ekspor industri TPT (tekstil dan produk tekstil)  turun 3,6% dari 12,74 miliar dolar AS menjadi 12,28 miliar dolar AS. Sedangkan sumbangan Industri  TPT terhadap produk domestik bruto Indonesia, anjlok  dari 1,32% menjadi 1,21% pada periode yang sama.Dirjen Industri Kimia, Tekstil, dan Aneka, Kementerian Perindustrian, Harjanto mengatakan perlu ada kebijakan khusus bagi industri berbasis ekspor, termasuk industri TPT. Tujuan dari kebijakan khusus tersebut adalah memperkuat kemampuan industri TPT bersaing memperebutkan permintaan dari pasar global yang melemah  beberapa tahun terakhir.

 

“Kami ingin membuat mereka memiliki level of playing field yang setara. Industri TPT dan industri lain yang berbasis ekspor adalah penyumbang devisa. Sekarang bagaimana agar cadangan devisa kita bertambah,” kata Harjanto.

 

Kemenperin mengusulkan  insentif yang berpotensi mendongkrak nilai ekspor industri TPT yaitu pembebasan pajak pertambahan nilai (PPN) bagi bahan baku industri TPT berorientasi ekspor dan untuk program energy refund.

 

Harjanto menjelaskan pembebasan PPN bertujuan membuat produsen garmen dan tekstil beralih dari bahan baku impor ke bahan baku produksi dalam negeri. Pasokan bahan baku dari dalam negeri saat ini masih dikenai PPN, sedangkan bahan baku yang diimpor dari luar negeri ke kawasan berikat bebas dari PPN.

 

“Pembebasan PPN   berdampak ganda kepada devisa yaitu menekan nilai impor bahan baku TPT sekaligus mendorong ekspor tidak langsung oleh industri pemintalan, serat sintetis, dan kain di Tanah Air industri TPT hilir,” jelas Harjanto.

 

Adapun program energy refund, lanjutnya,  adalah dana yang diberikan pemerintah kepada produsen tekstil dan garmen untuk mengganti biaya listrik yang dikeluarkan.

 

“Besaran refund tergantung oleh seberapa besar nilai ekspor tiap perusahaan. Dan program ini bertujuan menekan ongkos listrik yang saat ini menyumbangan sekitar 15% dari biaya produksi industri TPT sekaligus memberikan insentif agar industri TPT bertujuan meningkatkan nilai ekspor,” ujarnya.

 

Kerja Sama

 

Ketua Asosiasi Pertekstilan Indonesia (API) Ade Sudarjat mengatakan pelaku usaha siap bekerja sama dengan Kemenperin dan kementerian lain yang terkait untuk menyusun kebijakan yang bisa berdampak besar pada kinerja ekspor industri TPT.

 

“Kami siap menginventarisir kelemahan industri Indonesia. Salah satu kelemahan kita adalah di sektor energi karena lebih mahal  dibandingkan Vietnam, misalnya,”  kata Ade.
