The Ministry of Industry proposes special incentives to boost the export value of textiles and textile products (TPT) national. The incentives are expected to strengthen the competitiveness of the national textile industry to be able to capture the global market. Textile industry need for special incentives to increase

 

"We have thought to examine special incentives in the form of energy refund program in an effort to boost the export value of the national industry. The textile industry as a pilot project, "said Director General of Chemical Industry, Textile and Miscellaneous (IKTA) Harjanto Industry Ministry in a written statement when the Intex Exhibition Opening Show 2016 in Jakarta, Wednesday (08/06/2016).

 

Energy refund program is the funding provided by the government to the industry to replace the electricity costs incurred. "This discourse we continue to coordinate with relevant ministries such as the Ministry of Finance until later discussed at the coordination meeting with the Coordinating Minister for Economic Affairs," he said.

 

Rupiah Weakens, Textiles Price Up 15 Percent

 

 

Harjanto said, the textile industry is categorized as a strategic sector for become motor mover manufacturing industry. Exportt Value industry until April 2016mencapai USD 3.96 billion.

 

"The contribution of the textile industry very significantly to foreign exchange earnings with export value reaching 12.28 billion US dollars (US) in 2015 and accounted for 10.6 percent of employment in total employment of the manufacturing industry," said Harjanto.

 

He added that the national textile industry has been integrated from upstream to downstream and products known to have good quality in the international market so that a strong capital in order to penetrate the global market. "Government also has issued various policy packages to encourage economic and industrial growth," he said.

 

Contents of the package such an economy, including deregulation, cut regulations, licensing and bureaucracy are still felt to hamper at the various ministries and agencies, and to develop systems of remuneration to ensure certainty for workers and businesses. "In addition, the decline in gas prices, discounts and delays in payment of electricity bills for the industry, as well as the development of bonded logistics center and several other policies, "he said.

 

Harjanto believes the global market for the national textile industry is getting better. To that end, efforts need to be done is  increased competitiveness and expansion into non-traditional markets.

 

"The development of the national textile industry during the past two years are likely to stagnate, both in domestic and international markets as a result of the slowing world economy," he said. This, said Harjanto, based on the world market share, which reached 1.53 percent and industrial growth rate to around 1.21 per cent of national GDP.

 

However, he predicts demand for products in the domestic textile industry tends to rise in the period from June to July 2016. This is in line with the habits of people buy clothes before Eid. "Domestic demand is expected to continue to increase, especially with the moment of Ramadan and Eid 2016 as well as the improvement of the national economy," he said.

 

Ministry of Industry also optimistic about the national economic growth in 2016 could potentially good and estimated at 5.2 to 5.6 percent (year on year), higher than the growth in the previous year of 4.79 percent. This is primarily driven acceleration of fiscal and non fiscal stimulus through some of the economic policy package issued by the government.

 

"Economic growth is also driven strongly by the processing industry with a contribution of 20.8 percent in the first quarter 2016," said Harjanto. In fact, he said, the processing industry is also the largest contributor to exports with a contribution of 85.76 percent of the total national exports.

 

In addition, total industrial exports continued to increase, which in April 2016 reached 10.17 billion US dollars, up by 4.27 percent compared to the same period the previous year (year on year) of 9.76 billion US Dollars.

 

 

Industry Tekstil Need Insentif Khusus Agar Bisa Meningkat

 

 

Kementerian Perindustrian mengusulkan pemberian insentif khusus untuk mendongkrak nilai ekspor industri tekstil dan produk tekstil (TPT) nasional. Insentif tersebut diharapkan memperkuat daya saing industri TPT nasional agar mampu merebut pasar global.

 

“Kami memiliki pemikiran untuk mengkaji pemberian insentif khusus berupa program energy refund dalam upaya mendongkrak nilai ekspor industri nasional. Industri TPT sebagai pilot project-nya,” kata Dirjen Industri Kimia, Tekstil, dan Aneka (IKTA) Kemenperin Harjanto dalam keterangan tertulis saat Pembukaan Pameran Intex Show 2016 di Jakarta, Rabu (8/6/2016).

 

Program energy refund merupakan dana yang diberikan pemerintah kepada industri untuk mengganti biaya listrik yang dikeluarkan. “Wacana ini terus kami koordinasikan dengan kementerian terkait seperti Kementerian Keuangan hingga nanti dibahas di tingkat rapat koordinasi dengan Menteri Koordinator Bidang Perekonomian,” tuturnya.

 

Rupiah Melemah, Harga Tekstil Naik 15 Persen

Harjanto mengatakan, industri TPT dikategorikan sebagai sektor strategis karena menjadimotor penggerak industri manufaktur. Nilaiekspor industri inihingga April 2016mencapai USD 3,96 miliar.

 

“Kontribusi industri TPT sangat signifikan terhadap perolehan devisa dengan nilai ekspor mencapai 12,28 miliar Dolar Amerika Serikat (AS) pada tahun 2015 dan menyumbang penyerapan tenaga kerja 10,6 persen dari total tenaga kerja industri manufaktur,” papar Harjanto.

 

Dia menambahkan, industri TPT nasional telah terintegrasi dari hulu sampai hilir dan produknya dikenal memiliki kualitas yang baik di pasar internasional sehingga menjadi modal kuat guna menembus pasarglobal.“Pemerintahjuga telah mengeluarkan berbagai paket kebijakan untuk mendorong pertumbuhan ekonomi dan industri,” tuturnya.

 

Isi paket kebijakan ekonomi tersebut, diantaranya melakukan deregulasi,memangkas berbagai peraturan, perizinan, dan birokrasi yang masih dirasa menghambat di berbagai kementerian dan lembaga, serta menyusun sistem pengupahan untuk menjamin kepastian bagi tenaga kerja dan pelaku usaha.“Selain itu, penurunan harga gas, diskon dan penundaan pembayaran rekening listrik bagi industri, serta pengembangan pusat logistik berikat dan beberapa kebijakan lainnya,” sebutnya.

 

Harjanto meyakini pasar global untuk industri TPT nasional semakin membaik. Untuk itu, upaya yang perlu dilakukanadalah peningkatan daya saing dan perluasan ke pasar non tradisional.

 

“Perkembangan industri TPT nasional selama dua tahun terakhir cenderung stagnan, baik di pasar domestik maupun internasional sebagai akibat melambatnya perekonomian dunia,” ujarnya. Hal tersebut, kata Harjanto,didasarkan pada penguasaan pangsa pasar dunia yang baru mencapai 1,53 persen dan laju pertumbuhan industri terhadap PDB nasional sekitar 1,21 persen.

 

Namun demikian, dia memprediksi permintaan produk industri TPT di dalam negeri cenderung naik pada periode Juni-Juli 2016. Hal ini seiring dengan kebiasaan masyarakat membeli pakaian menjelang Lebaran. “Permintaan domestik diperkirakan terus meningkat terutama dengan momen bulan Ramadan dan Idul Fitri 2016 serta perbaikan ekonomi nasional,” ujarnya.

 

Kemenperin pun optimistis pertumbuhan ekonomi nasional pada tahun 2016 berpotensi membaikdan diperkirakan mencapai 5,2-5,6 persen (year on year) atau lebih tinggi dari pertumbuhan pada tahun sebelumnya sebesar 4,79 persen. Hal ini terutama didorong akselerasi stimulus fiskal dan non fiskal melalui beberapa paket kebijakan ekonomi yang diterbitkan pemerintah.

 

“Pertumbuhan ekonomi juga didorong kuat oleh industri pengolahan dengan kontribusi sebesar 20,8 persen pada triwulan I 2016,” ujar Harjanto. Bahkan, katanya, industri pengolahan juga merupakan penyumbang terbesar ekspor dengan kontribusi 85,76 persen dari total ekspor nasional.

 

Di samping itu, total ekspor industri terus mengalami peningkatan, dimana pada bulan April 2016 mencapai 10,17 miliar Dolar AS atau naik sebesar 4,27 persen dibandingkan dengan periode yang sama tahun sebelumnya (year on year) sebesar 9,76 miliar Dolar AS.
