Textile Industry: Need Incentives From Upstream To Downstream PDF Print E-mail

Economists from the University of Padjadjaran (Unpad) Poppy Rufaidah said government incentives could be given to the particular fabric in order to strengthen the resilience of the labor-intensive sectors. The government is urged to provide incentives for downstream industries are still using textile production in the country in order to revive the textile industry and textile products (TPT).

"The government should provide incentives for downstream industries that use raw materials in the country. People that cheating with taxes just given, this time not there," he said ,.

 

According to him, business sluggishness experienced textile industry during this time because the majority are still using the old machines, so that production does not grow well on the amount and type. In fact, the constantly evolving consumer tastes.

 

In addition, in order to diversify the product need creativity and specific techniques in textiles, as well as the need Innovation of businesses.

 

"Development of TPT also need to collaborate with the designers who have the ability to read the market trends. The problem is, the engine specifications are also only for certain fabrics," he said.

 

Apindo Secretary West Java Martin B. Chandra said that the world of business in the country should be able to press efficiency while creating product innovations especially different textiles in order to increase competitiveness.

 

According to him, the domestic product that is largely similar to other countries to make competitiveness becomes increasingly lower.

 

"If we talk of international trade is not inevitable, because in business competitiveness is reasonable," he said.

 

Martin said, to suppress the efficiency of product innovation at the same time, the government support is required. At least can provide policies for the business world can do it all.

 

He explained that the perception between the upstream and downstream industry is required to perform the efficiency and innovation of the product.

 

"Starting from upstream to downstream of the government should be able to make the perception. Because if the only instrument that efficiency will have no effect," he said.

 

Secretary of the Indonesian Textile Association (API) Jabar Kevin Hartanto said orders for textiles and textile products (TPT) in West Java is currently still in the stage of recovery as falling demand in the past year.

 

"Conditions this year are much better than in 2015 due to extreme slowing national economy," he said.

 

Although better than in 2015, Kevin said that this year the number of requests TPT has not been as good as in 2013 and 2014. At that time, the surge in demand has occurred in the early years starting from upstream production such as yarn and fabric is very nice. Conditions in the upstream impact on downstream markets where demand is high enough.

 

Kevin explained that at the beginning of 2016 only partly upstream industry received a significant demand. This happens because of textile imports from China continue to flood the domestic market.

 

 

Industri Tekstil: Butuh Insentif Dari Hulu Ke Hilir

 

 

Ekonom dari Universitas Padjadjaran (Unpad) Poppy Rufaidah mengatakan, insentif bisa diberikan pemerintah terhadap pengguna kain tertentu guna memperkuat daya tahan sektor padat karya tersebut. Pemerintah disarankan untuk memberikan insentif terhadap industri hilir yang masih menggunakan tekstil produksi dalam negeri guna menggairahkan kembali industri tekstil dan produk tekstil (TPT).

 

Sebelumnya Kementerian Perindustrian mendorong para pelaku industri tekstil untuk mendiversifikasi produk usahanya agar penjualan mereka yang selama dua tahun terakhir stagnan bisa kembali tumbuh.

 

 

"Pemerintah harus memberi insentif untuk industri hilir yang menggunakan bahan baku dalam negeri. Pengemplang pajak saja diberikan , masa ini engga ada," katanya,.

 

Menurutnya, kelesuan usaha yang dialami pelaku industri tekstil selama ini karena mayoritas masih menggunakan mesin lama, sehingga produksinya tidak berkembang baik dari jumlah maupun jenisnya. Padahal, selera konsumen terus berkembang.

 

Selain itu, untuk diversifikasi produk butuh kreativitas dan tehnik tertentu di pertekstilan, serta membutuhkan invovasi dari pelaku usaha.

 

"Pengembangan TPT juga perlu berkolaborasi dengan para desainer yang memiliki kemampuan membaca tren pasar. Masalahnya, spesifikasi mesin juga hanya untuk kain tertentu," ujarnya.

 

Sekretaris Apindo Jabar Martin B. Chandra mengatakan saat ini dunia usaha di dalam negeri harus bisa menekan efisiensi sekaligus menciptakan inovasi produk terutama tekstil yang berbeda agar daya saing bisa meningkat.

 

Menurutnya, produk dalam negeri yang sebagian besar mirip dengan negara lain membuat daya saing menjadi semakin rendah.

 

"Kalau berbicara perdagangan internasional sudah tidak bisa dihindari, karena dalam bisnis daya saing merupakan hal wajar," katanya.

 

Martin menuturkan, untuk menekan efisiensi sekaligus inovasi produk maka dukungan dari pemerintah diperlukan. Setidaknya bisa memberikan kebijakan agar dunia usaha bisa melakukan hal itu semua.

 

Dia menjelaskan, penyamaan persepsi antara hulu dan hilir industri diperlukan untuk melakukan efisiensi dan inovasi produk tersebut.

 

"Mulai dari hulu hingga hilir pemerintah harus bisa menyamakan persepsi. Karena kalau satu instrumen saja yang melakukan efisiensi tidak akan berpengaruh," ujarnya.

 

Sekretaris Asosiasi Pertekstilan Indonesia (API) Jabar Kevin Hartanto mengatakan pesanan tekstil dan produk tekstil (TPT) di Jabar saat ini masih dalam tahap pemulihan seiring anjloknya permintaan pada tahun lalu.

 

"Kondisi tahun ini jauh lebih baik dibanding 2015 yang ekstrem akibat perlambatan ekonomi nasional," ujarnya.

 

Kendati lebih baik dari 2015, Kevin menuturkan jumlah permintaan TPT tahun ini belum sebaik pada 2013 dan 2014. Saat itu, lonjakan permintaan sudah terjadi di awal tahun yang dimulai dari produksi hulu seperti benang dan kain sangat bagus. Kondisi di hulu tersebut berimbas pada hilir di mana permintaan pasar cukup tinggi.

 

Kevin menjelaskan, pada awal 2016 hanya sebagian industri hulu yang menerima permintaan cukup besar. Hal ini terjadi karena impor TPT dari China terus membanjiri pasar domestik.
