Energy Incentives for Proposed Textile Industry PDF Print E-mail

The Ministry of Industry proposes special incentives in the form of energy refund program to boost exports of textile and textile products (TPT). This proposal will be coordinated by the Ministry of Finance, and later discussed at the Coordinating Ministry for the Economy.

 

"We are reviewing the energy refund incentives to boost exports. Industry TPT as a pilot project," said Director General of Chemical, Textile and Miscellaneous, the Ministry of Industry, Harjanto, yesterday. In the energy refund program, he explained, the funds given by the government to the industry to replace electricity costs already incurred.

 

Chairman of the Indonesian Textile Association Ade Sudrajat said electricity rates are high is one of the main problems the textile sector. He compares electricity rates in Indonesia, which amounted to US $ 10.5 cents per kilowatt hour (kWh), more expensive than in South Korea and Vietnam, which only US $ 6 cents per kWh. "We are the most expensive in Asia," he said.

 

Minister of Industry Saleh Husin said the government also deregulated a number of rules to support the textile industry. "The regulations, licensing and bureaucracy that inhibits in various institutions has been cut," he said during a visit to PT Sinar Para Taruna and Sipata Moda, (Sipatatex Group), in Batujajar, Bandung regency, on Saturday last week.

 

The government has also devised a lawyer-wage system to ensure certainty for workers and businesses. In addition, the decline in gas prices, discounts, delay in payment of electricity bills for the industry, and the development of bonded logistics center.

 

 

All these measures were taken because the Ministry of Industry noted the development of the textile industry and textile products (TPT) during the last two years are likely to stagnate, both in domestic and international markets, due to a slowing world economy.

 

The textile industry is a strategic sector for being the motor manufacturing industry. The export value of the industry until April 2016 reached US $ 3.96 miliar. Contribution textile industry and its derivatives significantly to foreign exchange earnings with export value reaching US $ 12.28 billion in 2015, and created employment 10.6 percent of the total workforce manufacturing industry.

 

But Minister Saleh asked the textile industry not only expect government incentives. He encouraged entrepreneurs to diversify their products in order to meet the needs of fashion. "Diversification was a strategic move, given the current development of the market demand for raw materials for the benefit of relatively specific fashion," he said.

 

Director of Sinar The Midshipman Slamet Wijono stated during the diversified products were quite high. The company has been exporting to 28 countries from Asia to Europe.

 

Insentif Energi bagi Industri Tekstil Diusulkan

 

 

Kementerian Perindustrian mengusulkan pemberian insentif khusus berupa program energy refund untuk mendongkrak ekspor industri tekstil dan produk tekstil (TPT). Usulan ini akan dikoordinasikan dengan Kementerian Keuangan, dan nantinya dibahas di tingkat Kementerian Koordinator Perekonomian.

 

"Kami mengkaji pemberian insentif energy refund untuk mendongkrak nilai ekspor. Industri TPT sebagai pilot project-nya," kata Direktur Jenderal Industri Kimia, Tekstil, dan Aneka, Kementerian Perindustrian, Harjanto, kemarin. Dalam program energy refund, ia menjelaskan, dana diberikan pemerintah kepada industri untuk mengganti biaya listrik yang telah dikeluarkan.

 

Ketua Umum Asosiasi Pertekstilan Indonesia Ade Sudrajat mengatakan tarif listrik yang tinggi merupakan salah satu masalah utama sektor tekstil. Ia membandingkan tarif listrik di Indonesia, yang sebesar US$ 10,5 sen per kilowatt jam (kWh), lebih mahal ketimbang di Korea Selatan dan Vietnam, yang cuma US$ 6 sen per kWh. "Kita yang termahal di Asia," katanya.

 

Menteri Perindustrian Saleh Husin menyatakan pemerintah juga menderegulasi sejumlah aturan untuk mendukung industri tekstil. "Berbagai peraturan, perizinan, dan birokrasi yang menghambat di berbagai lembaga sudah dipangkas," ujarnya saat berkunjung ke PT Sinar Para Taruna dan Sipata Moda, (Sipatatex Group), di Batujajar, Kabupaten Bandung, Sabtu pekan lalu.

 

Pemerintah juga telah menyusun sistem peng-upahan untuk menjamin kepastian bagi tenaga kerja dan pelaku usaha. Selain itu, penurunan harga gas, diskon, penundaan pembayaran rekening listrik bagi industri, dan pengembangan pusat logistik berikat.

 

Semua langkah tersebut diambil karena Kementerian Perindustrian mencatat perkembangan industri tekstil dan produk tekstil (TPT) selama dua tahun terakhir cenderung stagnan, baik di pasar domestik maupun internasional, akibat melambatnya perekonomian dunia.

 

Industri tekstil merupakan sektor strategis karena menjadi motor penggerak industri manufaktur. Nilai ekspor industri ini hingga April 2016 mencapai US$ 3,96 miliar.Kontribusi industri tekstil dan produk turunannya cukup signifikan terhadap perolehan devisa dengan nilai ekspor mencapai US$12,28 miliar pada 2015, dan menyerap tenaga kerja 10,6 persen dari total tenaga kerja industri manufaktur.

 

Tapi Menteri Saleh meminta pelaku industri tekstil tidak hanya mengharap insentif pemerintah. Ia mendorong pengusaha melakukan diversifikasi produk agar dapat memenuhi kebutuhan fashion. "Diversifikasi itu menjadi langkah strategis, mengingat saat ini perkembangan permintaan pasar terhadap bahan baku untuk kepentingan fashion relatif spesifik," katanya.

 

Direktur Utama Sinar Para Taruna Slamet Wijono menyatakan selama ini diversifikasi produknya cukup tinggi. Perusahaan telah mengekspor ke 28 negara dari Asia hingga Eropa.
