The textile industry and produktekstil (TPT) national increasingly worse this year. Textile exports this year is expected to grow only 1% to US $ 12.3 billion or below the target of the Indonesian Textile Association (API) by 3%, while the domestic market share fell below 30%.

 

"There is no growth in sales in the second quarter, both exports and domestic. If the second quarter of 2016 exports reached US $ 3 billion alone is good, "said

 

He noted that the first quarter of 2016, textile exports stagnated at US $ 2.6 billion. The increase in March which enunjukkan improvement in global markets did not happen in the next months. As a result, the API pessimistic exports could rise to 3%. "If it goes up, the level is only 1% and not significant," he said.

 

Ideally, according to Ade, textile exports grew 10% annually. However, at present, the domestic textile industry to compete with Vietnam. From a trading facility, Indonesia lost much of Vietnam in the European market and the United States (US). This is because Indonesia subject to tariffs (BM) 11-30% when signing in Europe, while Vietnam 0%.

"We have no FTA with Europe and the US, so the treatment is different from that has FTA," he said. In fact, he stated, Lebaran period is not able to boost sales of the textile industry in the domestic market. If nothing changes, the domestic industry could lead to the closure of the mass, as production decreases and the market is still weak.

Alternatives that could do the industry, he said, is to widen the export market to non-traditional countries, such as Iran and Turkey. Earlier, the Minister of Industry (Industry) Saleh Husin encourage the textile industry in Indonesia to develop or diversify product for fashion needs. The move is in line with the development of the fashion industry and design creations by designers.

 

"Diversification was a strategic move, given the current development of the market demand for raw materials for the sake of fashion is relatively specific higher and unfortunately largely met from imports," said Minister of Industry while visiting PT Sinar The Youth and Sipata Moda, (Sipatatex group), in Batujajar, Bandung regency, recently.

Industri TPT Tahun Ini Menurun

 

 

 

Industri tekstil dan produktekstil (TPT) nasional kian terpuruk tahun ini. Ekspor TPT tahun ini diperkirakan hanya tumbuh 1% menjadi US$ 12,3 miliar atau di bawah target Asosiasi Pertekstilan Indonesia (API) sebesar 3%, sedangkan pangsa pasar domestik jatuh di bawah 30%.

 

Ketua Umum API Ade Sudrajat  mengatakan, kinerja industri TPT hingga semester I-2016 stagnan. API menargetkan ekspor TPT kuartal II-2016 mencapai US$ 3 miliar.

 

“Tidak ada pertumbuhan penjualan pada kuartal II, baik ekspor maupun domestik. Kalau kuartal II-2016 ekspor mencapai US$ 3 miliar saja sudah bagus,” kata

 

Dia mencatat, kuartal I-2016, ekspor TPT stagnan sebesar US$ 2,6 miliar. Kenaikan pada Maret yang  enunjukkan perbaikan di pasar global ternyata  tidak terjadi pada bulan-bulan berikutnya. Alhasil, API pesimistis ekspor bisa naik sampai 3%. “Kalaupun naik, levelnya hanya 1% dan tidak signifikan,” kata dia.

 

Idealnya, menurut Ade, ekspor TPT tumbuh 10% setiap tahun. Namun, saat ini, industri TPT dalam negeri kalah bersaing dengan Vietnam. Dari fasilitas perdagangan, Indonesia kalah jauh dari Vietnam di pasar Eropa dan Amerika Serikat (AS). Ini lantaran Indonesia kena tarif bea masuk (BM) 11-30% saat masuk Eropa, sedangkan Vietnam 0%.

 

Ade pesimistis kondisi pasar global dan domestik membaikhingga akhir 2016, jika melihat posisi industri TPT Indonesia dalam beberapa tahun belakangan.

 

“Kita tidak ada FTA dengan Eropa dan AS, sehingga perlakuannya berbeda dengan yang punya FTA,” kata dia. Stimulus Melempem Sementara itu, dia menegaskan, industri TPT tidak bisa mengembangkan pasar domestik, karena daya beli masyarakat masih lemah. Bahkan, porsi TPT lokal di pasar domestik semakin tertekan. Hingga akhir tahun, jumlahnya diperkirakan jauh di bawah 30%.

 

“Stimulus pemerintah berupa diskon tarif listrik tidak mampu mendongkrak kinerja industri tekstil. Yang diperlukan industri TPT adalah perubahan dalam sistem perdagangan, terutama dalam kebijakan anti-dumping.

 

Selama tidak ada perubahan pola pikir dan tata niaga, kita tetap dalam kesulitan. Jangankan tahun ini, kalau pola pikir tidak berubah, tetap saja kita kalah, harus ada siasatnya,” papar Ade.

 

Bahkan, dia menyatakan, periode Lebaran tidak mampu mendongkrak penjualan industri TPT di pasar domestik. Jika tidak ada perubahan, industri dalam negeri bisa mengarah pada penutupan massal, karena produksi semakin berkurang dan pasar masih lemah.

 

“Industri dalam negeri sekarang seperti hidup segan mati tak mau. Ini bisa mengarah penutupan massal tapi tidak tahu kapan, karena produksi berkurang dan ongkos-ongkos produksi mahal. Stimulus dari pemerintah juga tidak jalan. Stimulus ini kami pikir bisa bantu ternyata tidak,” kata Ade.

 

Alternatif yang bisa dilakukan industri, kata dia, adalah melebarkan pasar ekspor ke negara-negara nontradisional, seperti Iran dan Turki. “Kami akan mencoba berangkat ke Turki dan Iran dalam waktu dekat untuk bertemu dengan buyer di sana. Kami akan mengadakan b to b dan berharap ada respons positif dan terjadi peningkatan,” kata Ade.

 

Sebelumnya, Menteri Perindustrian (Menperin) Saleh Husin mendorong industri tekstil di Indonesia melakukan pengembangan atau diversifikasi produk untuk kebutuhan fashion. Langkah ini seiring dengan berkembangnya industri fashion dan kreasi desain oleh para desainer.

 

“Diversifikasi itu menjadi langkah strategis, mengingat saat ini perkembangan permintaan pasar terhadap bahan baku untuk kepentingan fashion yang relatif spesifik semakin tinggi dan sayangnya sebagian besar dipenuhi dari impor,” kata Menperin saat mengunjungi PT Sinar Para Taruna dan Sipata Moda, (Sipatatex group), di Batujajar, Kabupaten Bandung, belum lama ini.

 

Dorongan diversifikasi tersebut diungkapkan langsung oleh Menperin di depan manajemen Sinar Para Taruna dan Sipata Moda. Sinar Para Taruna merupakan perusahaan yang memproduksi kain rajut, sedangkan Sipata Moda menghasilkan kain brokat.
