In addition to increasing the competitiveness of national industries, Airlangga said TPT vocational education establishments in Solo also aims to answer the shortage of supervision in the textile industry of Central Java. In Central Java, there are 516 textile industry with a workforce reached 223 583 people. With reference to the survey, the minimal needs of the labor supervision level in Soloraya many as 4,670 people, while in Central Java reached 8496 people.

 

"We scale up cooperation with vocational schools and the existing industries that need supervision personnel in Soloraya high enough can be met in a relatively quick time," he said.

Soloraya Jadi Prioritas Pengembangan Tekstil dan Produk Tekstil Nasional

 

 

 

Kementerian Perindustrian membidik wilayah Soloraya sebagai prioritas pengembangan industri tekstil dan produk tekstil (TPT) nasional. Peta investasi industri padat karya tersebut sejak 2015 lalu mengarah ke Jawa Tengah. Menteri Perindustrian Airlangga Hartarto mengemukakan industri tekstil dan produk tekstil merupakan andalan nasional karena bisa bersaing di pasar global.

 

Selain itu, penyerapan tenaga kerja di sektor industri ini juga cukup tinggi mencapai hampir tiga juta orang.

 

“Soloraya jadi prioritas saya. Dalam briefing dengan eselon satu, salah satu stakeholder perindustrian [nasional] ada di wilayah Soloraya,” katanya di sela acara peletakan batu pertama pendirian Akademi Komunitas Industri TPT di Solo Technopark (STP).

 

Data dari Kementerian Perindustrian menunjukkan, realisasi investasi di sektor industri TPT semester pertama 2015 lalu naik 57,7% dibandingkan periode yang sama tahun sebelumnya.

 

Sedangkan realisasi investasi sektor industri pada periode tersebut, menunjukkan kecenderungan pergerakan investasi industri TPT mengarah ke Jawa Tengah. Hal itu dipicu kenaikan upah pekerja di Jabodetabek yang membuat sebagian pengusaha TPT merelokasi  pabriknya ke wilayah Jawa Tengah. “Soloraya ini kompetensi di bidang tekstil kuat, pemerintah membantu dalam bidang pendidikan.”

 

Airlangga menjelaskan pemerintah pusat mendorong penyiapan tenaga kerja di daerah dengan jalur pendirian pendidikan vokasi, salah satunya akademi komunitas (setara Diploma 2). Pembangunan sumber daya manusia berbasis vokasi tersebut, sambungnya, mampu memotong kurva pembelajaran sehingga bisa meningkatkan daya saing pekerja.

 

“Begitu masuk industri, tenaga kerja sudah siap. Efisiensinya menjadi tinggi. Program seperti ini mengikuti sistem di Jerman. Bapak Presiden sudah ke sana dan beliau meminta program itu [vokasi] dikloning. Program di sini [Akademi Komunitas Industri TPT Solo] akan dicontoh di akademi komunitas lain,” jelas dia.

 

Menperin berharap peningkatan daya saing pekerja industri TPT di daerah bisa mengerek pertumbuhan industri nasional yang saat ini berada di urutan ke-8 ASEAN. “Salah satu shortcut peningkatan daya saing industri dilakukan lewat vocational training,” katanya.

 

Di samping meningkatkan daya saing industri nasional, Airlangga berujar pendirian pendidikan vokasi TPT di Solo juga bertujuan menjawab kekurangan tenaga supervisi di industri TPT Jawa tengah. Dari survei yang dilakukan Kementerian Perindustrian pada 2014 lalu, di Soloraya terdapat 273 industri TPT dengan jumlah tenaga kerja mencapai 122.916 orang.

 

Di Jawa Tengah terdapat industri TPT sebanyak 516 dengan jumlah tenaga kerja mencapai 223.583 orang. Dengan acuan survei tersebut, kebutuhan minimal tenaga kerja level supervisi di Soloraya sebanyak 4.670 orang sedangkan di Jawa Tengah mencapai 8.496 orang.

 

“Kami scale up dengan menggandeng SMK dan industri yang ada sehingga kebutuhan tenaga supervisi di Soloraya yang cukup tinggi bisa dipenuhi dalam waktu yang relatif cepat,” ujar dia.

 

Selain mendukung lewat pendidikan, Kementerian Perindustrian juga sedang mengusulkan percepatan pembangunan transportasi via pelabuhan darat (terminal peti kemas). “Jalur transportasi dari dry port harus dipercepat. Solo sampai sekarang belum ada kereta api ke pelabuhan padahal kita butuh bawa banyak barang dari sini. Harus dipercepat,” pesan Menperin.

 

Sementara itu, Kepala Pusdiklat Industri Kementerian Perindustrian Mujiyono menyampaikan pemerintah pusat mendukung pembangunan sumber daya manusia di bidang industri TPT dengan membantu pendirian gedung Akademi Komunitas Industri TPT di Solo Technopark.

 

“Gedung dibangun empat lantai untuk ruang workshop pemintalan, pertenunan, garmen, ruang kelas, studio, sampai lab uji,” tambahnya.

 

Pendirian Akademi Komunitas Industri TPT Solo, menurut Mujiyono, dilakukan Kementerian Perindustrian bekerja sama dengan pelaku industri TPT Soloraya mulai dari penyusunan kurikulum hingga penempatan kerja lulusan. “Di sini sistemnya 30% teori dan 70% praktek. Mereka mendapatkan beasiswa ikatan kerja minimal tiga tahun,” jelasnya.

 

Wali Kota Solo, F.X. Hadi Rudyatmo, berharap pendirian gedung baru di areal Solo Technopark bisa berdampak positif bagi pertumbuhan ekonomi wilayah. “Target saya tempat ini bisa jadi tempat yang layak setahun ke depan. Sehingga tempat ini bisa menjadi lahan bagi warga untuk sarana mencari penghidupan bagi keluarganya,” kata dia.
