Textile Industry Demanding Promise PLN To Cuts Electricity Tariff PDF Print E-mail

Meanwhile, the electric load in the spinning and weaving industry each recorded 18 to 25 per cent and 15 to 22 percent of total production costs.

Because it does not find a solution, then the association proposed a reduction in the price of gas for Gas Fired Power Plant (Power Plant) owned by PLN. Because the price of gas is declining can reduce electricity tariffs produced PLTGU.

 

If the request is granted, then a decrease in electricity rates PLTGU not only be enjoyed by the textile industry, since 30 percent of PLN's power plant is running on gas. Nevertheless, Ade consider it not an incentive, given the facilities are not enjoyed by the industry directly.

 

"Rather than a dead end, we finally asked for lowering the price of gas as a primary energy, because the price of Indonesia at US $ 12 per MMBTU turned out to be more expensive than neighboring countries which only US $ 4 per MMBTU. If for example, gas prices could fall to US $ 8 per MMBTU, electricity rates will inevitably decline, "he explained.

 

Although discount electricity is not in line with expectations, Ade said that the program delay payment of utility bills up to 40 percent of the electricity bill first six or ten months running well.

 

However, this policy is considered as the wind passes. Indeed, at first the industry enjoy cheap electricity bills. However, because this is in arrears, then the industry will have to pay the bills that swell in the next period.

 

"Suppose I had arrears of electricity bills amounting to Rp3 billion. Later, 3 billion that will be paid gradually over a period of one year. That is, the electric bill no change, only different way of billing only. Thus, no effect is also to finance the company, "he said.

 

Having regard to the two programs, he considers related policy package volume III of electricity has not been successful over the last year.

Industri Tekstil Menuntut Janji PLN Pangkas Tarif Listrik

 

 

Asosiasi Pertekstilan Indonesia (API) menganggap kebijakan diskon tarif listrik sebesar 30 persen sepanjang dini hari, sesuai dengan isi paket kebijakan ekonomi jilid III, tidak pernah terealisasi hingga sekarang. Ketua Umum API Ade Sudradjat mengatakan, pada awalnya industri senang dengan adanya kebijakan ini.

 

Pasalnya, ada kesempatan untuk efisiensi biaya produksi yang signifikan, mengingat listrik merupakan salah satu komponen biaya yang terbesar.

 

Menurut Ade, beban listrik di industri hulu tekstil berkisar antara 25 persen hingga 28 persen dari total komponen ongkos produksi. Sementara itu, beban listrik di industri pemintalan dan pertenunan masing-masing tercatat 18 hingga 25 persen dan 15 hingga 22 persen dari total biaya produksi.

 

Seiring waktu berjalan, impian industri untuk melakukan efisiensi kandas begitu saja. Lantaran, PT PLN (Persero) terikat Undang-Undang (UU) Korporasi yang menyebut bahwa PLN tidak bisa memberikan tarif listrik yang tidak sesuai dengan keekonomiannya.

 

Akibatnya, perusahaan setrum pelat merah itu tidak bisa memberlakukan diskriminasi tarif listrik dari jam 23.00 hingga 08.00.

 

“Kami dengar, PLN baru mau melaksanakan kebijakan ini kalau ada subsidi bagi diskon tarif 30 persen itu. Ternyata, pemerintah tak punya uang untuk memberikan subsidi itu. Maka dari itu, sampai sekarang implementasinya tidak pernah jalan,” jelas Ade kepada CNNIndonesia.com, Kamis (8/9).

 

Karena tidak menemukan solusi, asosiasi kemudian mengusulkan penurunan harga gas bagi Pembangkit Listrik Tenaga Gas Uap (PLTGU) milik PLN. Pasalnya, harga gas yang menurun bisa meredam tarif listrik yang diproduksi PLTGU.

 

Jika permintaan ini dikabulkan, maka penurunan tarif listrik PLTGU tak hanya bisa dinikmati industri tekstil, mengingat 30 persen pembangkit PLN dijalankan dengan tenaga gas. Kendati demikian, Ade menganggap ini bukanlah insentif, mengingat fasilitasnya tidak dinikmati industri secara langsung.

 

“Daripada buntu, akhirnya kami minta turunkan harga gas sebagai energi primer saja, karena harga Indonesia yang sebesar US$12 per MMBTU ternyata lebih mahal dibanding negara tetangga yang hanya US$4 per MMBTU. Kalau misalnya harga gas bisa turun US$8 per MMBTU, tarif listrik pasti akan menurun,” jelasnya.

 

Meski diskon listrik tak sesuai dengan harapan, Ade mengatakan bahwa program penundaan pembayaran tagihan listrik hingga 40 persen dari tagihan listrik enam atau sepuluh bulan pertama berjalan dengan baik.

 

Namun, kebijakan ini dianggapnya seperti angin yang berlalu. Memang pada awalnya industri menikmati tagihan listrik yang murah. Namun karena ini bersifat tunggakan, maka industri harus membayar tagihan yang membengkak di periode berikutnya.

 

“Anggap saya punya tunggakan tagihan listrik sebesar Rp3 miliar. Nantinya, Rp3 miliar itu akan dibayar bertahap dalam jangka waktu setahun. Artinya, tagihan listik kan tidak ada perubahan, cuma beda cara penagihannya saja. Dengan demikian, tidak berpengaruh juga ke keuangan perusahaan,” tegasnya.

 

Dengan memperhatikan dua program itu, ia menganggap paket kebijakan jilid III terkait listrik belum berhasil selama setahun terakhir.

 

“Ya mau bagaimana lagi, tidak ada dampaknya apa-apa ke industri,” pungkas Ade.
