Bonded Logistics Center Creating More Efficient Cost PDF Print E-mail

Trade Minister Enggartiasto Lukita confirms the existence of Bonded Logistics Center (PLB) Cikarang Dry Port (CDP) in Cikarang, Bekasi, West Java, making the cost of logistics become more efficient. This will increase the efficiency of national competitiveness. It is thanks to the implementation of the Economic Policy Package that has been launched by the government.


"In this place that we can all feel and witness the benefits for both businesses and company managers have PLB users," said Minister of Trade Enggar in Cikarang, West Java, on Friday (23/9).


The minister did Interaktifdengan Dialog Field Visits and businesses to see up close the impact of the implementation of the Economic Policy Package. Dialogue held in PLB PT Cikarang Gate Technology, CDP, the theme "Increasing Economic Competitiveness through the presence of Bonded Logistics Center."


Enggar asserted, is now a global competition so that each country vying with each other to improve saingnasionalnya, one through the improvement of the national logistics system (Sislognas). Referring to the Logistics Performance Index (LPI) issued by the World Bank, in 2016 Indonesia was ranked 63 out of 160 countries, down ten levels than in 2014.


"Indonesia's logistics performance under other ASEAN countries. In 2014 Indonesia was ranked 53 and 2016 in the ranking to 63," he said. Indonesia's position is under Singapore (5), Thailand (45), and Malaysia (32). This decrease was due to lower logistics performance score of 3.08 in 2014 to 2.98 in 2016.


"Indonesia scores declined on the four components, namely custom assessment, infrastructure, logistics quality and competence, and timeliness. Meanwhile, only two components are also increasing, with international shipment and tracking & tracing," said Enggar.


President Joko Widodo had claimed that the costs of logistics and transport costs are very burdensome state. Its value is 2-2.5 times that of Singapore and Malaysia. Therefore, the President asked to do every effort to move and pull logistics that had been stored in neighboring countries back to Indonesia. Moreover, it also cut costs and fees hoarding technical surveillance abroad. PLB even expected to be built on each island and provinces across Indonesia.


Enggar also asserted that the government has to reform the logistics system, resulting in the efficiency of logistics costs in Indonesia. "The government has responded quickly make 13 policy packages are summarized in 6 tematic . One of which is the theme of improving the competitiveness of logistics incurred in the packets to-2 in September 2015, which mandates the establishment of special education," he said.


PLB formation will streamline national logistics closer to the availability of goods for the domestic industry, both large and small industries industry and middle industry; increase investment; and making Indonesia the logistics hub of national, regional, and global.


Since the launch of the policy formation of PLB, until now has been given permission by 24 PLB with some commodities as a substitute for national industrial development needs. Looking ahead, PLB will continue to be developed both in the number of companies that received permission PLB management, as well as types of commodities that are allowed through the establishment of the mechanism of PLB.


Commodities that are currently stored in the PLB, among others, to support the cotton textile industry and textile products, product support oil and gas industry and mining, chemicals, automotive parts, and raw materials for the food and beverage industry. PLB will also be developed to support the aviation industry, the food sector, the fisheries sector, as well as other sectors that are considered essential to increase the competitiveness of Indonesia.


In the operation of the PLB, the government has issued various supporting regulations, such as Government Regulations and Regulation (Regulation of the Minister of Finance and Ministry of Commerce) including other technical regulations DG level. Various facilities jugadiberikan by the Government in the operation of the PLB mainly for the provision of fiscal facilities in terms of import duties, excise and taxation; and non-fiscal, namely ease of licensing, payment systems, and the provisions of the trade system.


"Along with the development of national industry, the government is committed to continue to develop PLB both types of commodities, warehouse capacity, as well as the location," explained the Minister of Trade.


In the short and medium term, the development of special education in addition to the expected closer to the needs of industrial raw materials in the vicinity, also supports the realization of the goal of increasing the competitiveness of the logistics and competitiveness of national industries in the global market.


"As the President hopes, we need to seek to attract maximum range of commodities that had been enjoyed by another party logistics services and stored in neighboring countries. Thus we are able to cut costs and the cost of landfilling technical inquiry abroad," he said.


The minister also expressed various PLB facilities can support efforts to stabilize food prices through the management of food stocks in warehouses PLB and interregional food distribution more efficient. In the long term, the existence of PLB also encourage the realization of Indonesia as the pivot of the maritime world that is at the equator, between the two oceans, continents and the world. For that, we need to make on Sislognas disciplined implementation (Presidential Decree No. 26 of 2012, on the Blueprint of the National Logistics System).


The minister appreciated the input from the beneficiaries of the economic policy package to enhance economic policy package. Additionally, entries businesses about supply and demand information between providers and users, it is very helpful that the existence of PLB is more optimal and efficient, and does not interfere with production.


Attending the working visit of the Minister of Industry, Minister of Transportation, Minister of Communication and Information, and also Chairman Task Force Working Group to Accelerate the Effectiveness of the Implementation of Economic Policy. Also present were the Director General of Customs and Excise, Members of Working Group I, the Deputy Chairman of the Chamber of Commerce Logistics, Chairman of the Association, Chairman of the Company, and business communities.




Pusat Logistik Berikat Membuat Biaya Lebih Efisien



Menteri Perdagangan Enggartiasto Lukita menegaskan keberadaan Pusat Logistik Berikat (PLB)Cikarang Dry Port (CDP) di Cikarang-Bekasi Jawa Barat, membuat biaya logistik menjadi lebih efisien. Efisiensi ini akan meningkatkan daya saing nasional. Hal ini berkat implementasi Paket Kebijakan Ekonomi yang telah diluncurkan pemerintah.


"Di tempat ini pula kita semua dapat merasakan dan menyaksikan langsung manfaatnya bagi pelaku usaha baik pengelola maupun perusahaan pengguna PLB ini," tegas Mendag Enggar di Cikarang, Jawa Barat, Jumat (23/9).


Mendag melakukan Kunjungan Lapangan dan Dialog Interaktifdengan pelaku usaha untuk melihat dari dekat dampak implementasi Paket Kebijakan Ekonomi. Dialog yang digelar di PLB PT Gerbang Teknologi Cikarang, CDP, ini mengusung tema“Peningkatan Daya Saing Ekonomi melalui  Kehadiran  Pusat Logistik Berikat." 


Enggar menegaskan, saat ini merupakan era persaingan global sehingga setiap negara saling berlomba meningkatkan daya saingnasionalnya, salah satunya melalui pembenahan sistem logistik nasional (Sislognas). Mengacu pada Logistic Performance Index(LPI) yang dikeluarkan Bank Dunia, tahun 2016 Indonesia berada di peringkat 63 dari 160 negara, turun sepuluh tingkat dibandingkan pada 2014.


"Kinerja logistik Indonesia di bawah negara ASEAN lainnya. Tahun 2014 Indonesia berada di urutan ke 53 dan tahun 2016 di peringkat ke 63," katanya. Posisi Indonesia berada di bawah Singapura (5), Thailand (45), dan Malaysia (32). Penurunan ini disebabkan menurunnya skor kinerja logistik dari 3,08 pada 2014 menjadi 2,98 pada 2016.


"Skor Indonesia mengalami penurunan pada empat komponen penilaian yaitu custom, infrastruktur, logistic quality & competence, dan timeliness. Sedangkan, hanya dua komponen yang mengalami peningkatan, yaitu international shipment dan tracking & tracing,"kata Enggar.


Presiden Joko Widodo sempat menyatakan bahwa biaya logistik dan biaya transportasi sangat memberatkan negara. Nilainya 2-2,5 kali lipat dari Singapura dan Malaysia. Karena itu, Presiden meminta dilakukan segala upaya memindahkan dan menarik logistik yang selama ini disimpan di negara tetangga kembali ke lndonesia. Selain itu, juga melakukan pemangkasan biaya penimbunan dan biaya penelusuran teknis di luar negeri. PLB bahkan diharapkan dapat dibangun di setiap pulau dan provinsi di penjuru Indonesia.


Enggar juga menegaskan,  pemerintah telah melakukan pembenahan sistem logistik, sehingga terjadi efisiensi biaya logistik di Indonesia. "Pemerintah telah merespons cepat denganmengeluarkan 13 paket kebijakan yang terangkum dalam 6 tematik.Salah satu di antaranya adalah tema peningkatan daya saing logistik yang dikeluarkan dalam paket ke-2 pada September 2015, yaitu memberikan mandat pembentukan PLB," tuturnya. 


Pembentukan PLB akan mengefisienkan logistik nasional;mendekatkan ketersediaan barang-barang keperluan industri di dalam negeri, baik industri besar maupun industri kecil danmenengah; meningkatkan investasi; serta menjadikan Indonesia sebagai hub logistik nasional, regional, maupun global.


Sejak diluncurkannya kebijakan pembentukan PLB, sampai saat ini telah diberikan izin sebanyak 24 PLB dengan beberapa komoditas sebagai substitusi kebutuhan pengembangan industri nasional. Ke depan, PLB akan terus dikembangkan baik dari sisi jumlah perusahaan yang mendapatkan izin pengelolaan PLB, maupun jenis komoditas yang diizinkan melalui mekanisme pendirian PLB.


Komoditas yang saat ini disimpan di dalam PLB, antara lain kapas untuk mendukung industri tekstil dan produk tekstil, produk pendukung industri migas dan pertambangan, bahan kimia, komponen otomotif, serta bahan baku untuk industri makanan dan minuman. PLB juga akan dikembangkan untuk mendukung industri penerbangan, sektor pangan, sektor perikanan, maupun sektor lain yang dianggap penting untuk meningkatkan daya saing Indonesia.


Dalam operasionalisasi PLB tersebut, pemerintah telah mengeluarkan berbagai peraturan pendukung, berupa Peraturan Pemerintah maupun Peraturan Menteri (Peraturan MenteriKeuangan dan Peraturan Menteri Perdagangan) termasuk peraturan teknis lainnya setingkat Dirjen. Berbagai fasilitas jugadiberikan oleh Pemerintah dalam pengoperasian PLB terutama berupa pemberian fasilitas fiskal dari sisi bea masuk, cukai dan pajak; dan nonfiskal, yakni kemudahan perizinan, sistem pembayaran, dan ketentuan tata niaga.


"Seiring dengan perkembangan industri nasional, pemerintah berkomitmen terus mengembangkan PLB baik dari jenis komoditasnya, kapasitas gudang, maupun lokasi," terang Mendag.


Dalam jangka pendek dan menengah, pengembangan PLB selain diharapkan mendekatkan kebutuhan bahan baku industri di sekitarnya, juga mendukung terwujudnya tujuan peningkatan daya saing logistik dan daya saing industri nasional di pasar global.


"Sebagaimana harapan Presiden, kita perlu berupaya maksimal menarik berbagai komoditas yang selama ini jasa logistiknya dinikmati pihak lain dan disimpan di negara tetangga. Dengan demikian kita mampu memangkas biaya penimbunan dan biaya penelusuran teknis di luar negeri," katanya.


Mendag juga menyatakan berbagai fasilitas PLB ini dapat mendukung upaya stabilisasi harga pangan melalui pengelolaan stok pangan di gudang-gudang PLB dan distribusi pangan antardaerah yang lebih efisien.  Dalam jangka panjang, keberadaan PLB juga mendorong perwujudan Indonesia sebagai poros maritim dunia yang berada di ekuator, antara dua samudera, dan dunia benua. Untuk itu, perlu segera dilakukan implementasi atas Sislognas secara berdisiplin (Perpres No 26 tahun 2012, tentang Cetak Biru Sistem Logistik Nasional).


Mendag menghargai masukan dari para penerima manfaat paket kebijakan ekonomi guna menyempurnakan paket kebijakan ekonomi. Selain itu, masukan pelaku usaha tentang informasi permintaan dan pasokan antara penyedia dan pengguna, sangat bermanfaat agar keberadaan PLB ini lebih optimal dan efisien, serta tidak mengganggu produksi.


Hadir dalam kunjungan kerja tersebut Menteri Perindustrian, Menteri Perhubungan, Menteri Komunikasi dan Informatika, sertaPara Ketua Pokja Satgas Percepatan dan Efektifitas Pelaksanaan Kebijakan Ekonomi. Hadir pula Direktur Jenderal Bea dan Cukai,Para Anggota Pokja I, Wakil Ketua Umum KADIN Bidang Logistik,Ketua Asosiasi, Pimpinan Perusahaan, dan Pelaku Usaha.
