Textile industry players asked for legal certainty with regard to the rise of imported goods that do not qualify rules of origin of goods coming into Indonesia by utilizing cooperation schemes Asean Economic Community. He explained, a textile product which is said to qualify rules of origin must meet two processes, ie, fabrics manufactured and sewn in the country.

According to the Ministry of Industry, textile imports from Vietnam in 2015 reached US $ 227.40 million, Thailand US $ 341.60 million, and Singapore US $ 65.20 million.

 

 

ONE OF THE AGREEMENT

 

 

Acting Head of Certification Body Accreditation Center of the National Standardization Agency (BSN) Donny Purnomo said, katentuan origin of the goods into one of the agreements in the MEA.

He explained, in order to distribute the products to the Asean market, countries must meet Asean Harmonized Standard for realizing the Asean as a single market and the next as a single production base.

 

 

Sectoral agreements me state that for products manufactured in Asean, each member shall receive products coming from other Asean countries to circulate freely in the country.

 

 

Meanwhile, the products originating outside ASEAN in ne negotiated again in a bilateral free trade agreement between Asean and other regional countries or regions.

 

 

"In principle, BSN provide inputs to the ministry responsible in each sector in order for Asean context, acceptability of the product only for Asean. The hope of reciprocity applies to products that are approved, "said Donny.

 

 

 

Produsen Tekstil Membutuhkan Kepastian Tentang Produk Impor yang Belum Memenuhi Syarat

 

 

Pelaku industri pertekstilan meminta kepastian hukum berkaitan dengan maraknya barang impor yang tidak memenuhi syarat ketentuan asal barang yang masuk ke Indonesia dengan memanfaatkan skema kerja sama Masyarakat Ekonomi Asean.

 

 

Presiden Direktur PT Sri Rejeki Isman Tbk. (SRIL) Iwan Lukminto mengatakan Masyarakat Ekonomi Asean (MEA) yang telah berjalan selama sembilan bulan masih dihadapkan dengan beberapa tantangan, seperti keaslian produk yang menyebabkan tidak adanya kepastian hukum terhadap produk dalam negeri.

 

 

“Product originality yang masuk di Indonesia banyak yang impor bukan asli dari negara tersebut, tapi di transshipment mengatasnamakan MEA. Kalau ingin jadi pemeran dunia, good governance-nya harus diperbaiki, masalah legal terutama,” ujarnya, belum lama ini.

 

 

Menurutnya, kepastian hukum menjadi sangat penting bagi industri tekstil nasional agar dapat bersaing dengan industri sejenis dari negara Asean lainnya.

 

 

Di samping kepastian hukum, Sekretaris Jen deral Asosiasi Pertekstilan Indonesia (API) Ernovian G. Ismy mengatakan, adanya ketidakpatuhan terhadap ketentuan asal barang akan memberikan keuntungan bagi negara non-Asean yang mengimpor barang mereka dari Asean untuk menikmati bea masuk 0%.

 

 

“Itu pelanggaran karena menyangkut perindungan pasar dalam negeri. Negara non- Asean itu menikmati fasilitas MEA dengan bea masuk 0%, padahal dia cuma jahit saja. Kalau produk umum bea masuk sampai 15%,” katanya .

 

 

Dia menjelaskan, suatu produk tekstil yang dikatakan memenuhi syarat ketentuan asal barang harus memenuhi dua proses, yakni kain diproduksi dan dijahit di dalam negeri.

 

 

Di samping masalah kepastian hukum, Iwan menyebutkan, pemerintah perlu memperbaiki sistem logistik agar setiap komponennya menjadi murah.

 

 

“Jangan cuma menjadi pen jahit, tapi produsen yang baik dan brand yang hebat. Negara maju menangnya dari merek. Itu adalah suatu keputusan emosional yang memengaruhi keputusan membeli konsumen. Kalau dibilang made in Italy harga produknya naik,” tuturnya.

 

 

Menurut data Kementerian Perindustrian, impor tekstil dari Vietnam pada 2015 tercatat US$227,40 juta, Thailand US$341,60 juta, dan Singapura US$65,20 juta.

 

 

SALAH SATU PERJANJIAN

 

 

Pelaksana Tugas Kepala Pusat Akreditasi Lembaga Sertifikasi Badan Standardisasi Nasional (BSN) Donny Purwono mengatakan, katentuan asal barang menjadi salah satu perjanjian dalam MEA.

 

 

“Sektor tekstil termasuk yang belum mencapai kesepakatan. Dalam negosiasi, kami selalu bertentangan dengan Singapura karena dia negara transit sehingga Singapura bisa rugi kalau di semua sektor berlaku rule of origin,” ungkapnya kepada Bisnis.

 

 

Dia menjelaskan, untuk bisa mengedarkan produk ke pasar Asean, negara harus memenuhi Asean Harmonized Standard untuk mewujudkan Asean sebagai pasar tunggal dan berikutnya sebagai basis produksi tunggal.

 

 

Perjanjian sektoral me nyatakan bahwa untuk produk yang diproduksi di Asean, setiap anggota wajib menerima produk yang berasal dari negara Asean lain untuk bebas beredar di negaranya.

 

 

Sementara itu, produk yang berasal di luar Asean di ne gosiasikan lagi dalam perjanjian perdagangan bebas bilateral antara Asean dan negara atau kawasan regional lainnya.

 

 

“Secara prinsip, BSN memberi masukan kepada kementerian yang bertanggung jawab di setiap sektor agar untuk konteks Asean, keberterimaan hanya untuk produk Asean. Harapannya berlaku timbal balik untuk produk yang disepakati,” ujar Donny.
