Agung explained, indicators electricity tariff adjustments this month is the exchange rate, oil prices (Indonesian crude oil price / ICP), and inflation. The rupiah against the US dollar in August 2016 amounted Rp46,18 weakened from the previous (July 2016) of Rp13.118,82 / USD to Rp 13165.00.


The ICP price in August 2016 rose $ 0.41 / bbl from the previous (July 2016) amounted to $ 40.70 / barrel to $ 41.11 / barrel. As for inflation in August 2016 decreased 0.71% from the previous (July 2016) by 0.69% to minus 0.02%. According to him, the tariff adjustment of electric power in accordance with Regulation (Candy) Energy and Mineral Resources (ESDM) No. 31/2014, as amended by ESDM No. 09/2015.


Candy stated that the adjustment applied each month, adapts to changes in the exchange rate of the rupiah against the US dollar, oil prices, and monthly inflation. "With the tariff adjustment mechanism, electricity tariff every month it is possible to go down, fixed or increased based on changes in these three indicators," he said.


Agung said that, as a result of changes in the value of these three indicators, electricity rates in October 2016 at low voltage (TR) into Rp1.459,74 / kWh, electricity rates in medium voltage (TM) into Rp1.111,34 / kWh electricity price in high voltage (TT) into Rp994,80 / kWh, and electricity in particular a service Rp1.630,49 / kWh.


"Electricity tariffs in October 2016 decreased when compared to the same period the previous year (October 2015). Rates decreased in line with a reduction in production costs (BPP) and changes in macroeconomic variables, "he said. As previously known, electricity tariffs (TTL) consists of 37 class fare.


Twelve groups applied rates increase with TA mechanism is that rates are not subsidized by the government. The 12 groups that rate is the domestic R-1 / low voltage (TR) power 1,300 VA, household R-1 / TR power 2,200 VA, household R-2 / TR power 3500 VA up to 5500 VA, household R -3 / TR 6600 VA power up.


Furthermore, the B-2 / TR power of 6,600 VA to 200 kVA, the B-3 / medium voltage (TM) power above 200 kVA, industrial I-3 / TM power above 200 kVA, industrial I-4 / high voltage ( TT) power of 30,000 kVA and above, government offices P-1 / TR power of 6,600 VA to 200 kVA, government offices P-2 / TM power above 200 kVA, public street lighting P-3 / TR, and special services TR / TM / TT. Meanwhile, 25 other rate classes of which consist of small household customers of 450 VA and 900 VA, small business and industry as well as the social customer.



Perubahan Nilai Tukar dan Harga Minyak



Agung memaparkan, indikator penyesuaian tarif listrik bulan ini adalah nilai tukar rupiah, harga minyak (Indonesian crude oil price/ICP), dan inflasi. Nilai tukar rupiah terhadap dolar Amerika pada Agustus 2016 melemah sebesar Rp46,18 dari sebelumnya (Juli 2016) sebesar Rp13.118,82/USD menjadi Rp 13.165,00.


Adapun harga ICP pada Agustus 2016 naik 0,41 USD/ barel dari sebelumnya (Juli 2016) sebesar 40,70 USD/barel menjadi 41,11 USD/barel. Adapun inflasi pada Agustus 2016 menurun 0,71% dari sebelumnya (Juli 2016) sebesar 0,69% menjadi minus 0,02%. Menurutnya, penyesuaian tarif tenaga listrik ini sesuai dengan Peraturan Menteri (Permen) Energi dan Sumber Daya Mineral (ESDM) Nomor 31/ 2014 sebagaimana telah diubah dengan Permen ESDM Nomor 09/2015.


Permen menyatakan bahwa penyesuaian diberlakukan setiap bulan, menyesuaikan dengan perubahan nilai tukar mata uang rupiah terhadap dolar Amerika, harga minyak, dan inflasi bulanan. “Dengan mekanisme tariff adjustment, tarif listrik setiap bulan memang dimungkinkan untuk turun, tetap atau naik berdasarkan perubahan ketiga indikator tersebut,” ucapnya.


Agung menuturkan, akibat dari perubahan nilai ketiga indikator tersebut, tarif listrik pada Oktober 2016 di tegangan rendah (TR) menjadi Rp1.459,74/ kWh, tarif listrik di tegangan menengah (TM) menjadi Rp1.111,34/kWh, tarif listrik di tegangan tinggi (TT) menjadi Rp994,80/kWh, dan tarif listrik di layanan khusus menjadi Rp1.630,49/kWh.


“Tarif listrik Oktober 2016 menurun jika dibandingkan dengan periode yang sama tahun sebelumnya (Oktober 2015). Tarif menurun sejalan dengan penurunan biaya pokok produksi (BPP) dan perubahan variabel makroekonomi,” tuturnya. Seperti diketahui sebelumnya, tarif tenaga listrik (TTL) terdiri atas 37 golongan tarif.


Dua belas golongan tarif yang diberlakukan kenaikannya dengan mekanisme TA adalah tarif yang tidak disubsidi pemerintah. Ke-12 golongan tarif tersebut adalah rumah tangga R-1/ tegangan rendah (TR) daya 1.300 VA, rumah tangga R-1/ TR daya 2.200 VA, rumah tangga R-2/TR daya 3.500 VA sd 5.500 VA, rumah tangga R-3/ TR daya 6.600 VA ke atas.


Selanjutnya bisnis B-2/TR daya 6.600 VA sd 200 kVA, bisnis B-3/tegangan menengah (TM) daya di atas 200 kVA, industri I-3/TM daya di atas 200 kVA, industri I-4/tegangan tinggi (TT) daya 30.000 kVA ke atas, kantor pemerintah P-1/ TR daya 6.600 VA sd 200 kVA, kantor pemerintah P-2/TM daya di atas 200 kVA, penerangan jalan umum P-3/TR, dan layanan khusus TR/TM/TT. Sementara itu, 25 golongan tarif lainnya di antaranya terdiri atas pelanggan rumah tangga kecil daya 450 VA dan 900 VA, bisnis dan industri kecil serta pelanggan sosial.
