Indonesian Textile Association (API) proposed three concrete steps to improve the national logistics system by optimizing the role of land ports (dry port). It was considered urgent in order to improve the competitiveness of national industries and facilitate the flow of exports and imports.

 

"If you talk logistics, should refer to the competitiveness and efficiency. The role of the dry port has led to supply chain efficiency, because it needs to be optimized with government support, "said Secretary General (Secretary General) API Ernovian G Ismy in Jakarta, Wednesday (26/10).

 

According to him, it is necessary to optimize the national industry at a time when global competition is increasingly tight. With a variety of packages that carried the government policy, he added, is currently the appropriate momentum in order to optimize the role of the dry port with three concrete steps.

 

"First, strengthening the synergies between the dry port, port management, and related agencies at the harbor. SOE port of the IPC should be in synergy with the dry port, not compete. It is important to maintain continuity and certainty, "he said.

 

Ernovian confirms the synergy as it should be interpreted as national interests, so that Indonesian products competitive compared with foreign products. "In fact, if the government needs to be encouraged to have a stake in the dry port so that integration can walk to shore up an efficient national logistics system," he said.

 

Integration was one of them the government's plan to move the process of checking containers, in the form of pre-custom clearance, custom clearance, and post-custom clearance, to the dry port and not at the harbor as the Tanjung Priok. The aim was to reduce the waiting time and loading and unloading (dwelling time) at the port.

 

The second step, according to him, the dry port reproduced in the central areas / industrial area and is supported by an efficient multimodal transport. The third step, to the flow of exports and imports, further development should be directed toward augmenting the transportation schedule boats in the harbor.

 

Ernovian assess the national logistics system reform momentum needs to be accelerated in line with the demands of global competition leads to efficiency and competitiveness. Without competitiveness, national industry will be difficult to fight with foreign products, not only in the international market, but also in the local market.

 

"We need to realize, many national industrial raw materials are imported like cotton. So the industry's competitiveness was also influenced by a strategy to make competitive raw material prices, one way to streamline and speed up supply lines, "he said.

 

Coordinating Minister maritime Luhut Binsar Pandjaitan previously insisted optimization of dry port becomes the fastest solution to overcome the problem dwelling time. Because the dwelling time in Cikarang Dry Port is currently only 2.12 days, lower than the Tanjung Priok port in the range of 3-4 days.

 

 

API: Usulkan 3 Langkah Kongkret Benahi Sistem Logistik

 

 

Asosiasi Pertekstilan Indonesia (API) mengusulkan tiga langkah konkret untuk membenahi sistem logistik nasional dengan cara mengoptimalkan peran pelabuhan darat (dry port). Hal itu dinilai mendesak guna meningkatkan daya saing industri nasional serta memperlancar arus ekspor-impor.

 

“Kalau berbicara logistik, harus mengacu pada daya saing dan efisiensi. Peran dry port sudah mengarah pada efisiensi supply chain, karena itu perlu dioptimalisasi dengan dukungan pemerintah,” kata Sekretaris Jenderal (Sekjen) API Ernovian G Ismy di Jakarta, Rabu (26/10).

 

Menurut dia, optimalisasi itu sangat dibutuhkan industri nasional di saat persaingan global makin ketat. Dengan berbagai paket kebijakan yang diusung pemerintah, lanjut dia, saat ini menjadi momentum tepat guna melakukan optimalisasi peran dry port dengan tiga langkah konkret.

 

“Pertama, perkuatan sinergi antara dry port, pengelola pelabuhan, dan instansi yang terkait di pelabuhan. BUMN pelabuhan yakni Pelindo mesti bersinergi dengan dry port, bukan bersaing. Hal ini penting untuk menjaga kesinambungan serta kepastian berusaha,” ujarnya.

 

Ernovian menegaskan sinergi seperti itu mesti dimaknai sebagai kepentingan nasional, agar produk Indonesia berdaya saing dibanding produk luar. “Bahkan, kalau perlu pemerintah didorong memiliki saham di dry port agar integrasi bisa berjalan untuk menopang sistem logistik nasional yang efisien,” tuturnya.

 

Integrasi itu salah satunya rencana pemerintah memindahkan proses pemeriksaan kontainer, berupa pre-custom clearance, custom clearance, dan post-custom clearance, ke dry port, bukan di pelabuhan seperti Tanjung Priok. Tujuannya, untuk mengurangi waktu tunggu dan bongkar muat (dwelling time) di pelabuhan.

 

Langkah kedua, menurut dia, dry port diperbanyak di daerah sentra/kawasan industri dan didukung dengan multimoda transportasi yang efisien. Langkah ketiga, untuk arus ekspor-impor, pengembangan lebih lanjut perlu diarahkan pada memperbanyak jadwal pengangkutan kapal di pelabuhan.

 

Ernovian menilai momentum pembenahan sistem logistik nasional perlu dipercepat seiring dengan tuntutan persaingan global yang mengarah pada efisiensi dan daya saing. Tanpa daya saing, industri nasional akan kesulitan bertarung dengan produk luar, bukan hanya di pasar internasional, tapi juga di pasar lokal.

 

“Kita perlu sadari, bahan baku industri nasional banyak masih diimpor seperti kapas. Jadi daya saing industri itu juga dipengaruhi strategi membuat harga bahan baku kompetitif, salah satunya dengan cara mengefisienkan dan mempercepat jalur logistik,” kata dia.

 

Menteri Koordinator Kemaritiman Luhut Binsar Pandjaitan sebelumnya menegaskan optimalisasi dry port menjadi solusi paling cepat mengatasi masalah dwelling time. Pasalnya, dwelling time di Cikarang Dry Port saat ini hanya 2,12 hari, lebih rendah dibanding Pelabuhan Tanjung Priok yang berkisar 3-4 hari.
