Domestic Market Controlled by Foreign, Domestic Threatened Loss PDF Print E-mail

The significant increase of imports of raw materials and finished products textile industry (textile and clothing) in recent years threaten the sustainability of the domestic industry and the national economy. This forced domestic producers of raw materials to reduce the activity of production and led to a large number of layoffs (layoffs), which has started several companies.

 

Average of the last 5 years shows the increase in imports of 11.2% polyester fiber and filament yarn by 20.2% in the third quarter of this year while in a matter of year-on-year showed imports of polyester fiber and filament rose to 30% and 45% ,

 

This trend will have a negative impact on the stability of the national economy considering the whole chain of the textile industry is one of the main contributors to national employment.

 

The difference in price as the basis for proclamation import activities not wholly acceptable because the amount is contrary to the business logic.

 

The prices of some commodities were below the cost of production which can be confirmed on the international market.

 

Allegedly, the price of an effort by the dumping of certain countries. Dependence on imported commodities would threaten the sustainability of the business.

 

The textile industry has been growing since the mid-90s where there are a lot of facilities and processing plant is established on the basis of integrated technologies.

 

In that period, the industry has formed a vertical value chain that can be destroyed if the rate of imports can not be arrested.

 

Chairman of the Association of Fiber and Filament Yarn Indonesia (APSyFI) V Ravi Shankar stated that excessive imports would undercut the upstream industry which can damage the structure of the textile industry in Indonesia. TPT current consumption tends to grow ramps so they can drive the domestic industry.

 

"Vertical supply chain that we have built together with the hard work and cooperation of all actors of the textile industry can not just be rebuilt, unless we all start from upstream, between, and downstream can stick together to defend it," he said.

 

But it is unfortunate that the request is actually turning into foreign hands.

 

"This is contrary to government policy in the National Industrial Development Master Plan (RPIN) 2015-2035 which puts TPT as a national priority," commentator Ravi.

 

APSyFI called on the government to give serious attention to this critical condition. Policies and implementation of appropriate regulation is expected that this strategic industry can be rescued from this barrage attack.

 

"TTP has the ability to rise up again, but certainly should be supported by strict regulations to protect us," added Ravi.

Kenaikan signifikan impor bahan baku dan produk jadi industri TPT (Tekstil dan Produk Tekstil) dalam tahun-tahun terakhir mengancam keberlanjutan industri dalam negeri dan perekonomian nasional. Hal ini memaksa produsen bahan baku dalam negeri mengurangi aktivitas produksi dan berujung pada sejumlah besar pemutusan hubungan kerja (PHK) yang telah dimulai beberapa perusahaan.

 

Rata-rata 5 tahun terakhir menunjukan kenaikan impor serat polyester sebesar 11,2% dan benang filamen sebesar 20,2% hingga kuartal III tahun ini sedangkan dalam hitungan year-on-year menunjukkan impor serat polyester dan filamen naik menjadi 30% dan 45%.

 

Kecenderungan ini akan berdampak negatif pada kestabilan ekonomi nasional mengingat seluruh rantai industri TPT merupakan salah satu kontributor utama penyerapan tenaga kerja nasional.

 

Selisih harga sebagai dasar pemakluman aktivitas impor tidak sepenuhnya dapat diterima karena besarannya bertentangan dengan logika usaha.

 

Harga sejumlah komoditas tersebut berada di bawah biaya produksi yang dapat dikonfirmasi pada pasar internasional.

 

Disinyalir, harga tersebut merupakan upaya dumping oleh pihak dari negara tertentu. Ketergantungan pada komoditas impor tentu mengancam keberlanjutan usaha.

 

Industri TPT telah berkembang sejak dekade 90an dimana terdapat banyak fasilitas pabrik dan pengolahan didirikan dengan basis teknologi yang terintegrasi.

 

Dalam jangka waktu itu, industri telah membentuk rantai nilai vertikal yang dapat hancur jika laju impor tidak dapat ditahan.

 

Ketua Umum Asosiasi Produsen Serat dan Benang Filamen Indonesia (APSyFI) V Ravi Shankar menyatakan bahwa impor berlebihan akan melemahkan industri hulu yang dapat merusak struktur industri TPT Indonesia. Konsumsi TPT saat ini cenderung bertumbuh landai sehingga masih dapat menggerakkan industri dalam negeri.

 

"Vertical supply chain yang telah kita bangun bersama dengan usaha keras dan kerja sama semua pelaku industri TPT tidak akan bisa begitu saja dibangun kembali, kecuali kita semua mulai dari hulu, antara, hingga hilir dapat tetap bersama-sama mempertahankannya," ujarnya.

 

Namun sangat disayangkan bahwa permintaan tersebut justru beralih ke tangan asing.

 

"Hal ini sangat bertentangan dengan kebijakan pemerintah dalam Rencana Induk Pembangunan Industri Nasional (RPIN) 2015-2035 yang menempatkan TPT sebagai prioritas nasional," ulas Ravi.

 

APSyFI menghimbau pemerintah untuk dapat memberikan perhatian serius terhadap kondisi kritis ini. Kebijakan dan implementasi regulasi yang tepat sangat diharapkan agar industri strategis ini dapat segera diselamatkan dari serangan bertubi ini.

 

"TPT punya kemampuan untuk bangkit lagi, tapi tentu harus didukung oleh regulasi yang tegas untuk memproteksi kita," tutup Ravi.
