Gubernur Tetapkan UMP Hari Ini



Pemerintah Provinsi Jawa Barat segera menetapkan Upah Minimum Provinsi (UMP), hari ini. Dari 27 kabupaten/kota di Jabar, Kabupaten Karawang diprediksi tetap memiliki Upah Minimum Kabupaten (UMK) tertinggi di Indonesia. Penetapan UMP Jawa Barat tersebut bakal dilakukan Gubernur Ahmad Heryawan sesuai batas waktu yang diberikan pemerintah pusat.


 “Angkanya akan ditetapkan dan ditandatangani gubernur. Mudah-mudahan paling lambat besok (hari ini ) sesuai ketentuan pusat paling lambat 1 November,” kata Kepala Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Barat Ferry Sofwan Arif, saat dihubungi, kemarin.


Dia mengungkapkan, Pemprov Jabar tetap mengacu pada Peraturan Pemerintah (PP) Nomor 78/2015 tentang Pengupahan dalam menentukan UMP tersebut. Persentase kenaikannya pun telah ditetapkan oleh pemerintah pusat sebesar 8,25% dari UMP 2016 sebesar Rp1.312.355. “Itu yang akan ditetapkan sesuai dengan PP Nomor 78/2015,” ujar dia.


Ferry mengemukakan, persentase kenaikan 8,25% itu dilihat dari angka inflasi secara nasional sebesar 3,07% dihitung sejak September 2015-September 2016. Kemudiam melihat laju pertumbuhan ekonomi nasional sebesar 5,18%. “Digabunglah menjadi 8,25%,” tutur Ferry. Disinggung mengenai tuntutan buruh agar Gubernur Jawa Barat Ahmad Heryawan tidak menetapkan UMP, menurut Ferry, sulit untuk dikabulkan. Pasalnya PP 78/2015 mewajibkan gubernur untuk menetapkan UMP.


“Ketentuannya harus. Gubernur wajib menentukan upah minimim provinsi. Itu perintah pusat,” ungkap dia. Sementara untuk rekomendasi upah minimum di kabupaten/kota hingga sekarang belum ada usulan atau rekomendasi yang telah diterima olehnya. “Untuk kabupaten/kota itu 21 November paling telah ditetapkannya. Sampai sekarang belum ada (usulan yang diterima),” tandas Ferry.


Buruh Menolak


Buruh Jawa Barat menolak penetapan upah minimum provinsi (UMP) yang rencananya dilakukan hari ini. Serikat buruh menilai, ketentuan UMP tahun ini hanya akan membuat pengusaha berlindung pada upah paling rendah yang tidak berdasarkan survey Kebutuhan Hidup Layak (KHL) itu. “UMP ini tidak berdasar survey KHL yang menjadi landasan penetapan upah minimum. Belum lagi UMP akan tumpang tindih dengan UMK.


Di daerah khusus boleh saja ada UMP karena tidak ada UMK, sedangkan di Jabar kan ada UMK jadi tidak perlu ada UMP,” ungkap Ketua Serikat Pekerja Seluruh Indonesia (SPSI) Jawa Barat Roy Jinto, tadi malam. Kalaupun mau menghilangkan UMK dan justru menerapkan UMP seperti di Jakarta, lanjutnya, maka pemerintah harus mengambil UMK tertinggi yakni Karawang.


UMK di daerah kawasan industri itu diperkirakan akan yang menjadi yang tertinggi di Indonesia dengan Rp3,6 juta per bulan. “Adanya UMP itu hanya akan membuat pengusaha menetapkan upah paling rendah. Bukan yang paling tinggi. Hapus UMK dan gunakan saja UMP? Kalau jalan itu yang diambil, maka ambilnya upah tertinggi di Karawang, jangan yang terendah. Karena gak mungkin yang tadinya Rp2 juta jadi Rp1,5 juta.


Tidak ada dalam sejarahnya upah berkurang,” kata dia. Di sisi lain, sambung Roy, kenaikan upah itu akan mendorong peningkatan produktivitas buruh. Karena memang demikian tujuannya. Para buruh berkomitmen untuk meningkatkan kinerjanya kalau upahnya naik. “Itu sudah merupakan keniscayaan,” sebut Roy.


Disinggung mengenai apakah akan merespons penetapan UMP, Roy menegaskan, pihaknya sudah melakukan aksi menyampaikan aspirasi beberapa hari lalu. Ke depannya, para buruh pun akan melakukan aksi serupa untuk mendorong agar peningkatan UMK sesuai dengan harapan. “Demo besar-besaran akan dilakukan kalau sudah mendekati penetapan UMK.


Pemanasannya akan dimulai minggu depan. Dan sekitar tanggal 17 November mendatang selama empat hari berturut-turut sebelum penetapan UMK akan ada mogok nasional dan aksi demo besarbesaran,” pungkasnya. Terpisah, pengamat ekonomi pembangunan Universitas Pasundan Acuviarta Kartabi mengemukakan, tarik ulur penetapan upah minimum dari tahun ke tahun terus terjadi.


Masingmasing pihak keukeuh dengan keinginannya. Buruh ingin upah tinggi, pengusaha ingin upah rendah, pemerintah ingin pengusaha maupun buruh patuh pada PP 78 tahun 2015 tentang Pengupahan. “Peraturan pemerintah sebaiknya lebih fleksibel, tidak kaku. Di daerah tertentu bisa saja kenaikannya sesuai dengan pertumbuhan ekonomi dan inflasi.


Sekarang kan inflasi relatif lebih terjaga, ekonomi juga mulai membaik. Jadi tidak ada salahnya kalau di beberapa daerah kenaikannya menyesuaikan tidak harus dipukul rata,” tuturnya. Peran asosiasi, kata dia, menjadi sangat penting tidak hanya saat penetapan upah minimum. Lebih dari itu, asosiasi pengusaha harus hadir saat survei pertumbuhan ekonomi.


Mereka harus jujur mengenai perkembangan bisnisnya yang di suatu saat sedang melejit atau sebaliknya memang sedang lesu. “Jangan hanya saat penetapan upah minimum saja pengusaha mengeluh kenaikan upah akan menaikkan cost produksi. Tapi mereka juga harus hadir di saat lain. Agar pemerintah juga bisa fleksibel dalam menetapkan peraturan. Asosiasi bisa jadi jembatan antara buruh dan pemerintah,” tandasnya.


Tertinggi di Indonesia


Terpisah, Kepala Dinas Tenaga Kerja dan Transmigrasi (Disnakertrans) Ahmad Suroto memastikan Upah Minimum Kabupaten (UMK) Karawang tahun 2017 nanti masih tertinggi di Indonesia. Dengan kenaikan UMK sebesar 8,25% dari UMK sebelumnya, UMK Karawang 2017 nanti belum ada satu daerah pun di Indonesia yang bisa melampaui.


Kendati begitu pihaknya mengaku khawatir tingginya UMK Karawang ini berpengaruh terhadap investasi di Karawang. “Satu sisi memang UMK Karawang tertinggi di Indonesia, namun di sisi lain kami khawatir hal ini bisa berdampak terhadap perusahaan yang kesulitan memenauhi UMK hingga mereka bisa saja hengkang dari Karawang,” kata Ahmad Suroto kemarin.


Menurut Suroto, pembahasan UMK di Karawang sudah berjalan meski belum mendapat keputusan final. Namun pihaknya memastikan jika kenaikan UMK untuk 2017 nanti sesuai dengan keputusan pemerintah pusat yaitu sebesar 8,25% dari UMK sebelumnya. Dari hasil pembahasan dengan serikat pekerja sebagian sudah menyatakan setuju dan sisanya masih memandang kenaikan 8,25% masih belum ideal.


“Berdasarkan pengalaman biasanya perwakilan pekerja selalu minta di atas keputusan pemerintah sedangkan perwakilan pengusaha (Apindo) minta di bawah ketentuan pemerintah. Makanya kami putuskan mengikuti keputusan pemerintah saja,” katanya. Dia menyebutkan, kenaikan UMK 2017 mencapai Rp3,6 juta dibandingkan UMK tahun sebelumnya yang di kisaran Rp3,3 juta.


Dengan jumlah UMK tersebut bisa dipastikan UMK Karawang 2017 masih tetap tertinggi di Indonesia seperti tahun sebelumnya. Kenaikan ini tidak bisa dilampaui daerah lain dengan asumsi daerah lain tidak akan menaikan UMK diatas keputusan pemerintah. “Asumsi kami tidak ada daerah lain yang akan menaikan UMK melebihi keputusan pemerintah. Oleh karena itu saya yakin jika seperti itu UMK kita masih paling tinggi dibandingkan daerah lainnya,” katanya.


Suroto mengungkapkan, tingginya UMK Karawang dikhawatirkan berdampak terhadap perusahaan yang bergerak di sektor tekstil, sandang, kulit (TSK). Perusahaan sektor ini bakal terpukul dengan kenaikan UMK. Sebab, industri TSK merupakan industri padat karya dan akan paling pertama yang akan terkena dampak.


Selain itu, untuk sektor perdagangan dan jasa juga akan ikut terkena dampak dari kenaikan UMK ini. “Kenaikan UMK tahun sebelumnya saja mereka masih belum pulih ditambah dengan kenaikan UMK yang baru ini tentunya bakal merepotkan mereka,”katanya. Mengantisipasi hal tersebut, lanjut Suroto, Pemkab Karawang akan menggelar pertemuan bipartit untuk mencari solusi terbaik agar perusahaan tidak hengkang dari Karawang.


Salah satunya yaitu membantu perusahaan yang belum mampu dengan kenaikan UMK dengan cara melakukan penangguhan. Dengan penangguhan ini perusahaan bisa menunda kenaikan UMK sampai dinyatakan mampu. “Iya kalau tidak kita bantu mereka bisa hengkang dari Karawang.
