Governor Set UMP Today PDF Print E-mail

West Java Provincial Government immediately establish the Provincial Minimum Wage (UMP), today. Of the 27 districts / cities in West Java, Karawang predicted to retain the Minimum Wages District (UMK), the highest in Indonesia. UMP West Java Governor Ahmad Heryawan would be done by deadline given by central government.

"The numbers will be assigned and signed by the governor. Hopefully by tomorrow (today) in accordance with the center no later than 1 November, "said Head of Jakarta Manpower and Transmigration of West Java province Ferry Sofwan Arif, when contacted yesterday.

He said the provincial government still refers to the Government Regulation (PP) No. 78/2015 on Equal Remuneration in determining the UMP. The percentage increase is also set by the central government amounted to 8.25% of the UMP in 2016 amounted Rp1.312.355. "It will be set in accordance with Government Regulation No. 78/2015," he said.

Ferry argues, the percentage increase of 8.25% was seen on national inflation rate of 3.07% calculated from September 2015 to September 2016. Kemudiam see the national economic growth rate of 5.18%. "Digabunglah to 8.25%," said Ferry. Speaking about the demands of workers to West Java Governor Ahmad Heryawan not set a minimum wage, according to Ferry, it is difficult to be granted. Because PP 78/2015 requires the governor to set the UMP.

"Conditions should be. Governor shall determine wages minimim province. It was a command center, "he said. As for the minimum wage recommendation in the district / city until now no proposal or recommendation has been accepted by him. "For the district / town 21 November most enactment. Until now there has been no (proposals received), "said Ferry.

Workers Reject

Workers rejected the West Java provincial minimum wage (UMP) which is planned to be done today. Assessing trade unions, UMP provisions this year will only make employers take refuge in the lowest wages are not based survey Living Needs (KHL) it. "The UMP is unfounded KHL survey on which the minimum wage. Not to mention the UMP will overlap with the MSE.

In special areas may only exist because there is no UMK UMP, whereas in the West Java UMK so there is no need for the UMP, "said Chairman of Indonesian Workers Union (SPSI) Roy Jinto West Java, last night. If want to eliminate UMK and precisely apply the UMP like in Jakarta, he added, the government must take the highest MSE Karawang.

MSE in an industrial park area which is expected to be the highest in Indonesia with Rp 3.6 million per month. "The existence of the UMP will only make employers set a minimum wage. Not the most high. Remove UMK and use the UMP? If that road is taken, then get it the highest wages in Karawang, not the lowest. Because not possible previously Rp2 million so Rp1.5 million.

Nothing in history reduced wages, "he said. On the other hand, continued Roy, a wage increase that would encourage increased labor productivity. Because this is so objective. The workers are committed to improve its performance if wages rose. "It's a necessity," said Roy.

Being asked about whether to respond to the determination of the UMP, Roy asserted, it had to take action to convey the aspirations few days ago. In the future, workers will perform a similar action to encourage an increase in MSE in line with expectations. "Massive Demo will be done when it approached the establishment of UMK.

Heating begins next week. And around the 17th November for four consecutive days prior to the MSE will be a national strike and demonstrations ia, "he concluded. Separately, an economic observer Acuviarta Kartabi development Pasundan University points out, the tug of minimum wages from year to year continue to occur.

Each party keukeuh wishes. Workers want higher wages, employers want low wages, the government wants employers and workers comply with the PP 78 2015 on Equal Remuneration. "Government regulations should be more flexible, not rigid. In certain areas may increase in accordance with economic growth and inflation.

Now the inflation is relatively more secure, the economy also began to improve. So there is no harm if in some areas do not have to adjust the increase hit rate, "he said. The role of the association, he said, is very important not only when the minimum wage. Moreover, employers must be present when the survey of economic growth.

They should be honest about the development of its business in a time of booming or otherwise is being lethargic. "Do not just when the minimum wage only businessmen complain wage increase will raise the cost of production. But they also have to be present at other times. That the government should also be flexible in setting the rules. Associations can be the bridge between the workers and the government, "he said.

The highest in Indonesia

Separately, Head of Manpower and Transmigration (Manpower) Ahmad Suroto ensure Minimum Wages District (UMK) Karawang 2017 is the highest in Indonesia. With the increase of 8.25% of the UMK UMK before, UMK Karawang 2017 there has been no single region in Indonesia who can surpass.

Nevertheless it claimed to worry about height affects the UMK Karawang investment in Karawang. "One side is the highest in Indonesia Karawang UMK, but on the other hand we are concerned that this could have an impact on companies the trouble memenauhi UMK until they could pull out of Karawang," said Ahmad Suroto yesterday.

According Suroto, discussion MSE in Karawang is already running, although not yet received a final decision. But it ensures if UMK rise to 2017 in accordance with the decision of the central government in the amount of 8.25% from the previous MSE. From the discussion with unions partly agreed and the rest is still looking at the increase of 8.25% is still not ideal.

"Based on the experience of workers' representatives usually always ask over government decisions while representatives of employers (Apindo) requested under government regulations. So we've decided to follow the government's decision, "he said. He said the rise in 2017 UMK UMK Rp3.6 million compared to the previous year is in the range of 3.3 million.

With a certain amount of MSE MSE 2017 is still the highest Karawang in Indonesia as the previous year. This increase can not be exceeded other areas assuming other areas will not raise the government's decision on MSEs. "Our assumption is no other area that will raise UMK exceed the government's decision. Therefore I believe if such UMK we are still high compared to most other regions, "he said.

Suroto reveal, UMK high Karawang feared impact on the company engaged in the textile, clothing, leather (TSK). This sector companies would be hit by the increase in MSE. Therefore, the TSK industry is labor-intensive industry and will be the very first to be affected.

In addition, for the trade and services sector will also be affected by the increase in these MSEs. "The increase in the previous year UMK they are still recovering coupled with the increase in the new MSE is certainly going to bother them," he said. Anticipating this, further Suroto, Karawang regency will hold bipartite meetings to find the best solution for the company did not pull out of Karawang.

One of them is to help companies that have not been able to rise UMK by way of suspension. With this suspension UMK companies could delay the increase until otherwise afford. "Yeah if we do not help them to leave Falkirk.

Gubernur Tetapkan UMP Hari Ini

Kemudiam melihat laju pertumbuhan ekonomi nasional sebesar 5,18%. “Digabunglah menjadi 8,25%,” tutur Ferry. Disinggung mengenai tuntutan buruh agar Gubernur Jawa Barat Ahmad Heryawan tidak menetapkan UMP, menurut Ferry, sulit untuk dikabulkan. Pasalnya PP 78/2015 mewajibkan gubernur untuk menetapkan UMP.

“Ketentuannya harus. Gubernur wajib menentukan upah minimim provinsi.

Makanya kami putuskan mengikuti keputusan pemerintah saja,” katanya.
