Income Tax cuts of Textile Workers Not Enough Impact to Industry PDF Print E-mail

The government will cut income tax (VAT) for the textile and footwear. Chairman of the Indonesian Textile Association (API) Ade Sudrajat said the cuts will not be an adverse impact on the textile and footwear companies that pay taxes employees. Because through the previous regulation, the government has raised the limits PKP.

With these cuts, meaning that there are few employees of textile and footwear salary employees later get tax cuts of Article 21 in accordance with the new regulations. "Yes little influence from 2,000 apt only 50 to 75 people," said Ade.

 

Ade explained, these tax cuts are likely to encourage companies are not hampered by all the policies that started to push the textile and footwear industries. However, should the government can encourage the growth of this industry from other policies.

 

For example, by the non-application of VAT when buying new materials from within the country that can later be sold abroad. In addition, employers are also hoping for a more integrated supply chain so that there is relief for the industry in reducing production costs.

 

Previously, the government has poured this policy through government regulation (Candy) No. 41 of 2015 on the treatment of Article 21 of the Income Tax on Income Employees of the Employer With Certain criteria, which are then published October 17, 2016. In this Candy explained, if during this time workers with a salary range of income tax is levied by five percent, then starting from July 2016 to December 2017 the rate cut to 2.5 percent.

 

During this time, according to Director General of Taxation regulations, income up to Rp 50 million will be taxed at five per se, earning between Rp 50-250 million hit 15 percent, earning between Rp 250-500 million hit 25 percent. Income over USD 500 million by 30 percent, employees without a TIN will hit 20 percent higher than the air-TIN employees.

 

Despite the cuts, the candy also include a number of requirements that must be owned by the company, by employing at least 2,000 employees, 21 employees bear the income tax, to export at least 50 percent of total annual sales in the previous year, had a collective bargaining agreement, engage employees in BPJS BPJS Health and Labor, as well as being not enjoy other tax breaks.

 

 

Pemotongan PPh Buruh Tekstil Tidak Cukup Berdampak ke Industri

 

 

Pemerintah akan memangkas pajak penghasilan (PPh) bagi perusahaan tekstil dan alas kaki. Ketua Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat mengatakan, pemotongan ini tidak akan memberikan dampak besar bagi perusahaan tekstil dan alas kaki yang membayar pajak pegawainya.

 

Sebab melalui Peraturan sebelumnya, pemerintah telah menaikan batasan PKP. "Kalau operator rasakanya nggak mungkin bisa ikut karena pendapatan mereka kan masih di bawah PKP kena pajak yang ditetapkan Dirjen Pajak sebesar Rp 4 juta tidak dipungut," kata Ade, Ahad (30/10).

 

Dengan pemotongan tersebut, artinya hanya ada sedikit pegawai perusahaan tekstil dan alas kaki yang gaji pegawainya kemudian mendapatkan ‎pemotongan PPh pasal 21 sesuai dengan peraturan baru. "‎Ya kecil pengaruhnya dari 2.000 yg kena cuma 50 sampai 75 orang, " ungkap Ade‎.

 

Ade menjelaskan, pemotongan pajak ini kemungkinan besar untuk mendorong agar perusahaan tidak terhambat dengan semua kebijakan yang mulai menekan industri tekstil dan alas kaki. Namun, seharusnya pemerintah bisa mendorong pertumbuhan industri ini dari kebijakan lain.

 

Misalnya dengan ‎tidak diberlakukannya pajak PPN ketika membeli bahan baru dari dalam negeri yang nantinya bisa dijual ke luar negeri. Selain itu, pengusaha juga berharap adanya rantai pasok yang lebih terintegrasi sehingga ada kemudahan bagi industri dalam menekan biaya produksi.

 

Sebelumnya, Pemerintah telah menuangkan kebijakan ini melalui Peraturan Pemerintah (Permen)Nomor 41 Tahun 2015 tentang Perlakuan Pajak Penghasilan Pasal 21 Atas Penghasilan Pegawai dari Pemberi Kerja Dengan Kriteria Tertentu, yang kemudian diterbitkan 17 Oktober 2016.  Dalam Permen ini menerangkan, jika selama ini pekerja dengan kisaran gaji yang dimaksud dipungut PPh sebesar lima persen, maka terhitung sejak Juli 2016 hingga Desember 2017 tarifnya dipangkas menjadi 2,5 persen‎.

 

Selama ini, sesuai dengan peraturan Dirjen Pajak, penghasilan sampai dengan Rp 50 juta akan dikenai pajak sebesar lima perse, penghasilan antara Rp 50-250 juta terkena 15 persen, penghasilan antara Rp 250-500 juta terkena 25 persen. Penghasilan di atas Rp 500 juta sebesar 30 persen, pegawai tanpa NPWP akan terkena 20 persen lebih tinggi dari pegawai ber-NPWP.

 

Meski ada pemotongan, dalam Permen ini juga terdapat sejumlah persyaratan yang harus dimiliki perusahaan yakni, ‎dengan mempekerjakan minimal 2.000 pegawai, menanggung PPh 21 pegawai, melakukan ekspor minimal 50 persen dari total penjualan tahunan pada tahun sebelumnya, memiliki perjanjian kerja bersama, ‎mengikutsertakan pegawai dalam BPJS Kesehatan dan BPJS Ketenagakerjaan, serta tidak sedang menikmati fasilitas keringanan pajak lainnya.
