Imports Swell, stifling Polyester Manufacturers PDF Print E-mail

Redma Gita Wirawasta, Secretary General of the Association Fiber and Filament Yarn Indonesia (APSyFI), explains, polyester imports rising in recent months (see table). "The market is reduced because imports met," said Redma. Flow of imports of polyester staple fiber (polyester) make stifling domestic producers. The increase in imports of polyester used as raw material for polyester textiles that eroded sales of the company's production in the country.

 

Of the 20 member APSyFI polyester manufacturers, there are close one factory, due to lack of sales. While members of other APSyFI forced to reduce production by 50% utilization.

 

Related causes of the increase in imports of polyester, Redma pointed out to manufacturers who import polyester fabric to be sold again.

 

Referring to Minister of Trade Regulation (Regulation) No. 85/2015 On Imports of Textiles and Textile Products, a manufacturer of polyester fabrics can be imported only for production. "Manufacturers that turned out to sell more of the raw materials in the country," said Redma.

 

Because the importer sells polyester to the market, eventually flooded the polyester market. This is what make headache for local polyester producer. Customers who normally purchase polyester, these days not to make another purchase.

 

Redma say, there are currently ten medium-scale fabric manufacturers are aggressively importing polyester and cotton, both woven and knitted fabrics which are sold back to the market. Now, the company is being investigated tenth Task Force (Task Force) Coordinating Ministry for the Economy.

 

To be imported polyester restrained, Redma asked the government to revise Decree No. 85/2015. APSyFI calls for a clause that obliges manufacturers of textile imports have the recommendation of the Ministry of Industry prior to importation. "Now, the Ministry of Commerce issued only recommendations," he said.

 

Achmad Sigit Dwiwahjono, Director General of Chemical, Textile and Miscellaneous of the Ministry of Industry (Kemperin) said, revising Regulation 85/2015 is being discussed in the Ministry of Trade. Kemperin position, make suggestions and technical input for the benefit of local industry.

 

Achmad said that imports of polyester with the goal of trading is not allowed. Which may is used alone for the sake of its own production. "We have to protect them as well (fabric manufacturers)," said Achmad.

 

 

Impor membengkak, produsen poliester gerah

 

 

Redma Gita Wirawasta, Sekretaris Jenderal Asosiasi Produsen Serat dan Benang Filament Indonesia (APSyFI), menjelaskan, impor poliester naik dalam beberapa bulan terakhir (lihat tabel). “Pasar berkurang karena dipenuhi impor," kata Redma.

 

Arus impor polyester staple fiber (poliester) membikin gerah produsen dalam negeri. Kenaikan impor poliester yang digunakan sebagai bahan baku tekstil itu menggerus penjualan poliester produksi perusahaan dalam negeri.

 

Dari 20 produsen poliester anggota APSyFI, ada yang menutup salah satu pabrik, karena minimnya penjualan. Sementara anggota APSyFI lain terpaksa menurunkan produksi dengan utilisasi 50%.

 

Terkait penyebab kenaikan impor poliester, Redma menuding ada produsen kain yang mengimpor poliester untuk dijual lagi.

 

Merujuk Peraturan Menteri Perdagangan (Permendag) No 85/2015 Tentang Ketentuan Impor Tekstil dan Produk Tekstil, produsen kain bisa impor poliester hanya untuk produksi. “Produsen itu ternyata menjual lagi bahan baku tersebut di dalam negeri,” kata Redma.

 

 

Karena pengimpor menjual polister ke pasar, alhasil pasar kebanjiran poliester. Inilah yang membikin pusing para produsen poliester lokal. Pelanggan yang biasa membeli poliester, belakangan ini tidak melakukan pembelian lagi.

 

Redma bilang, saat ini ada sepuluh produsen kain skala menengah yang gencar mengimpor poliester dan katun,  baik kain tenun maupun kain rajut yang dijual lagi ke pasar. Kini, kesepuluh perusahaan tersebut tengah diselidiki Satuan Tugas (Satgas) Kementerian Koordinator Perekonomian.

 

Agar impor poliester terkendali, Redma meminta pemerintah merevisi Permendag No 85/2015. APSyFI meminta adanya klausul yang mewajibkan produsen tekstil mengantongi rekomendasi impor dari Kementerian Perindustrian sebelum impor dilakukan. “Sekarang, rekomendasi hanya dikeluarkan Kementerian Perdagangan saja,” katanya.

 

Achmad Sigit Dwiwahjono, Direktur Jenderal Industri Kimia, Tekstil dan Aneka Kementerian Perindustrian (Kemperin) bilang, revisi Permendag 85/2015 sedang dibahas di Kemendag. Posisi Kemperin, memberikan usulan dan masukan teknis untuk kepentingan industri lokal.

 

Achmad menyatakan, impor poliester dengan tujuan untuk diperdagangkan tidak dibolehkan. Yang boleh adalah  digunakan sendiri untuk kepentingan produksi sendiri. "Kita harus lindungi mereka juga (produsen kain)," kata Achmad.
