The import volume of fiber, yarn, and strip-made filament rose 6.34% from 149 624 tonnes in January-August 2015 to 159 109 tonnes in January-August 2016. The volume of imports of man-made fibers rose 13.62% from 162 058 tonnes to 184 137 tonnes in the period the same one.

 

UPSTREAM-DOWNSTREAM

On the other hand, Chairman of the Indonesian Textile Association (API) Ade Sudrajat considers measures for protection upstream producers anti-dumping duties (BMAD) which makes the flow of products imported yarn and fiber is increasingly heavy. He said the Ministry of Industry is collecting data about the capacity and performance of the entire textile manufacturers from upstream to downstream, including through meetings with all players in the industry. Ministry of Industry will then use these results to harmonize policy in the textile industry sector with the main goal of improving the absorption of labor and export value. The government wants to encourage self-sufficiency in the sector-based textile industry rayon and polyester raw materials available in Indonesia while maintaining the competitiveness of the cotton-based industries have to import cotton as a raw material.

 

 

Pemerintah Akan Awasi Impor TPT

 

 

Kementerian Perindustrian menegaskan perlunya pengecekan secara berkala terhadap impor produk tekstil guna menghindari importir nakal yang menjual kembali barang yang diiDirjen Industri Kimia, Tekstil, dan Aneka Kementerian Perindustrian Achmad Sigit Dwiwahjono mengatakan Kemenperin sudah meminta kepada Kementerian Perdagangan untuk segera mencari solusi terhadap pembengkakan impor produk tekstil seperti kain dan benang.

 

Namun, hingga saat ini belum ada respons dari Kementerian Perdagangan. “Hal ini masih akan dibahas untuk menentukan seberapa besar yang wajar boleh diimpor oleh produsen serta persyaratan lainnya berupa verifikasi di pelabuhan muat dan sebagainya,” ujarnya .

 

Dengan dilakukan pengawasan, pemerintah bisa melakukan penilaian terhadap setiap perusahaan sehingga bagi perusahaan yang ketahuan mengimpor barang melebihi kapasitas produksinya dapat langsung ditindak dan diberi sanksi jika memang terbukti memperdagangkan barang yang diimpornya. Data BPS menunjukkan kenaikan

volume impor atas hampir seluruh produk tekstil dan produk tekstil pada periode Januari—Agustus 2016 dibandingkan dengan periode yang sama pada 2015.

 

Volume impor kain tenunan naik 34,39%, kain rajutan naik 2,99%, sedangkan benang pintal naik 11,81%. Adapun volume impor pakaian jadi naik 38,38%, perlengkapan  pakaian naik 64,66%, sedangkan kaos kaki rajutan dan sejenisnya naik 106,53%. Kenaikan volume impor juga terjadi di sektor industri tekstil hulu yang memproduksi serat dan benang. Volume impor serat, benang, dan strip filamen buatan naik 6,34% dari 149.624 ton pada Januari—Agustus 2015 menjadi 159.109 ton pada Januari—Agustus 2016. Adapun volume impor serat buatan naik 13,62% dari 162.058 ton menjadi 184.137 ton pada periode yang sama.

 

HULU-HILIR

 

Tren kenaikan volume impor yang menyeluruh menimbulkan perdebatan antara pelaku industri tekstil di hulu dan hilir. Sekjen Asosiasi Produsen Serat dan Benang Filamen Indonesia (Apsyfi) Redma Wirawasta mengatakan harga bahan baku tekstil asal China mu rah karena perlambatan ekonomi global mendorong produsen TPT di Negeri Tiongkok menjalankan aktivitas dumping.

 

Produsen China, lanjutnya, tidak hanya melakukan dumping padaproduk bahan baku tekstil. Produk benang dan kain asal China juga dilempar ke pasar global dengan harga yang tidak wajar dengan selisih harga dengan produk domestik 20%—25%. “Industri kita jadinya tidak dapat apa-apa. Serat murah, industri benang pilih impor.  Benang murah, industri kain am bil dari luar negeri. Industri garmen juga ambil kain impor,” kata Redma.

 

Dia mengatakan pelaku usaha sudah sejak lama melaporkan keanehan membludaknya impor kain tersebut. Pada dasarnya, impor kain hanya dapat dilakukan oleh  produsen sebagai bahan baku dan tidak dapat dipindah tangankan seperti diatur dalam Permendag No.85/ 2015. Namun, pada kenyataannya barang- barang impor ini membanjiri pasar. “Importir main dua kaki, pakai izin sebagai produsen tapi jualan, ngakalin peraturan. Satgas sudah tahu jadi tinggal menunggu aksinya. katanya mau merevisi Permendag itu. Yang kami usulkan adalah minta rekomendasi dari Ke menperin. Kami minta dicek kapasitas riilnya,” tuturnya.

 

Di sisi lain, Ketua Umum Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat menganggap langkah produsen hulu meminta perlindungan bea masuk anti dumping (BMAD)  yang membuat aliran impor produk benang dan serat semakin deras. Dia menegaskan per lindungan pada produk industri hulu tidak tepat. Langkah terbaik bagi industri TPT adalah proteksi pada produk industri hilir, khususnya pakaian jadi dan kain lembaran.

 

 

Dia mengatakan Kemenperin sedang mengumpulkan data soal kapasitas dan kinerja seluruh produsen TPT dari hulu hingga ke hilir, termasuk melalui pertemuan dengan seluruh pelaku industri. Kemenperin kemudian akan menggunakan hasil kajian tersebut untuk melakukan harmonisasi kebijakan di sektor industri TPT dengan tujuan utama meningkatkan serapan tenaga kerja dan nilai ekspor. Pemerintah ingin mendorong kemandirian di sektor industri TPT berbasis rayon dan poliester yang bahan bakunya tersedia di Indonesia sambil menjaga daya saing industri berbasis katun yang harus mengimpor kapas sebagai bahan baku.
