Activities textile industry and textile products (TPT) in the production center in Central Java is still difficult to predict until the second half of 2016, due to the prolonged global crisis and the increasingly strong influence on consumer purchasing power decline, after a number of buyers reduce order bookings.

 

Chairman of the Indonesian Textile Association (API) Komda Semarang Agung Wahono said the worst era for the textile industry is now beginning to be seen since the last 15 years and this year will all depend on the government leader or his guide.

 

According to him, the textile and the textile industry is getting worried, if before the end of the year usually can predict the number of orders are coming in, now the very opposite occurs, even experienced stagnag.

 

"Almost all textile entrepreneurs complain can not predict what will happen to this industry. The problem is no one is buying the goods, then where are we going to sell if not to the domestic market, '' he said Wednesday. (23/11)

 

In the first half of 2016, he added, the textile business operators are still hit by fears. But optimism should continue to be built, given the government's efforts spawned a variety of macro policies to encourage the growth of the real sector.

 

"We should not be pessimistic continue, because a lot of government efforts to improve, '' he said.

 

He considered the gravity of the situation TPT this year have been aware of the role of the textile industry is so large. Sectors which absorb very much of this workforce should be protected from government policies that favor the sector.

Textile manufacturers in Central Java, Agung added increasingly difficult to develop because of various government policies continue to urge its activities. "Manufacturers are being hit not only by policies on electricity tariffs, fuel and taxes and the increase in MSE repeatedly applied, but the prolonged sluggish international market has also resulted in the production of textile activity continues to decline," he said.

 

According to him, towards the end of the year increased production generally result buyers and traders booking flooding the domestic market, now this year there is no increase at all.

 

Production of textiles and textile is the largest export commodities from Central and absorb the most labor many thousands.

 

In Java there are currently 84 of the textile industry is still in operation and almost entirely to make efficiency, due to the condition of the global economy has not shown signs of improving.

 

According to him, various efforts have been made in various ways manufacturers to be a going concern, either by a reduction of working hours, lowered production and reduce operating costs.

 

"But the fact that these measures were not able to produce results as expected, because of obstacles popping up incessantly until today," he said.

 

He said the threat seriously start confronting the textile industry, followed by fears of the workforce that will be dragged down in the event of termination of employment (FLE) was massive.

 

"After the buildup of stocks, the decline in production, reduction of working hours of employees, let alone that should be pursued for the textile industry to survive in the future," he said.

 

The current situation, he added, is the most difficult era for the textile industry of any scale because there are no policies that could encourage the development of their activities, both for the manufacture needs of the local market and export-oriented.

 

 

Aktivitas Industri Tekstil Dan TPT Menjelang Akhir Tahun Diprediksi Bakal Menurun

 

 

Aktivitas industri tekstil dan produk tekstil (TPT) di sentra produksi Jateng masih sulit diprediksikan hingga semester II-2016, akibat imbas krisis global yang berkepanjangan dan semakin berpengaruh kuat pada penurunan daya beli masyarakat, setelah sebelumnya sejumlah buyer mengurangi order pemesanan .

 

Ketua Asosiasi Pertekstilan Indonesia (API) Komda Kota Semarang Agung Wahono mengatakan era terburuk bagi industri tekstil kini mulai terlihat sejak 15 tahun terakhir dan tahun ini semua akan bergantung pada leader atau pemandunya yakni pemerintah.

 

Menurutnya, kalangan industri tekstil dan TPT semakin mengkhawatirkan, jika sebelum akhir tahun biasanya sudah bisa diprediksi jumlah pesanan atau order yang masuk, sekarang yang terjadi sangat berlawanan, bahkan mengalami stagnag.

 

“Hampir semua pengusaha tekstil mengeluhkan tidak bisa memperkirakan bagaimana nasib industri ini. Masalahnya nggak ada yang membeli barangnya, lalu kemana kita akan jual kalau tidak ke pasar domestik,’’ ujarnya, Rabu. (23/11)

 

Pada semester I 2016, lanjutnya, pelaku usaha tekstil memang masih dilanda kekhawatiran. Namun optimisme harus terus dibangun, mengingat upaya pemerintah menelurkan berbagai kebijakan makro untuk mendorong tumbuhnya sektor riil.

 

“Kami tidak boleh pesimistis terus, karena banyak upaya pemerintah untuk memperbaiki,’’ tuturnya.

 

Dia menilai beratnya situasi TPT tahun ini telah menyadarkan betapa peran industri tekstil ini begitu besar. Sektor yang menyerap tenaga kerja sangat banyak ini sudah seharusnya mendapatkan perlindungan dari pemerintah dengan kebijakan yang berpihak kepada sektor tersebut.

 

Tidak dipungkuri memang, aktivitas sejumlah produsen tekstil di Jateng terus menerus mengalami hambatan dan semakin terjepit tidak hanya saat kenaikan BBM, tetapi juga kebijakan kenaikan tarif  daftar listrik (TDL), restribusi pajak dan kenaikan UMK, di tengah sulitnya menjual stok hasil produksinya.

 

Produsen tekstil di Jateng, Agung menambahkan semakin sulit berkembang karena berbagai kebijakan pemerintah terus mendesak aktivitasnya. Bahkan saat ini kondisi industri tekstil cukup memprihatinkan akibat harus menahan berbagai pukulan yang dilancarkan dari kebijakan-kebijakan kurang mendukung.

 

“Produsen dihantam tidak saja oleh kebijakan mengenai kenaikan tarif listrik, BBM dan pajak serta kenaikan UMK yang berulang kali diberlakukan, tetapi lesunya pasar internasional yang berkepanjangan juga mengakibatkan aktivitas produksi tekstil terus menurun,” tuturnya.

 

Menurutnya, menjelang akhir tahun yang umumnya produksinya meningkat akibat membanjir pesanan buyer maupun pedagang pasar domestik, kini tahun ini tidak ada peningkatan sama sekali.

 

Produksi tekstil dan TPT merupakan komoditas ekspor terbesar dari Jawa Tengah dan menyerap tenaga kerja paling banyak mencapai ribuan orang.

 

Di Jateng saat ini terdapat 84 industri tekstil yang masih beroperasi dan hampir keseluruhannya harus melakukan efisiensi,  akibat kondisi perekonomian global belum menunjukkan adanya tanda-tanda membaik.

 

Menurutnya, berbagai upaya memang telah dilakukan produsen dengan berbagai cara untuk dapat mempertahankan kelangsungan usahanya, baik dengan melakukan pengurangan jam kerja, menurunkan produksi dan menekan biaya operasional.

 

“Tetapi kenyataannya upaya tersebut belum mampu membuahkan hasil sesuai harapan, karena kendala bermunculan tak henti-hentinya hingga saat ini,” tuturnya.

 

Dia mengatakan ancaman serius mulai menghadang bagi industri tekstil yang diikuti dengan kekhawatiran para tenaga kerjanya yang bakal terseret pada kejadian pemutusan hubungan kerja (PHK) besar-besaran.

 

“Setelah terjadi penumpukan stok, penurunan produksi, pengurangan jam kerja karyawan, apalagi yang harus diupayakan bagi industri tekstil untuk dapat bertahan ke depan,”  ujarnya.

 

Situasi sekarang ini, lanjutnya, merupakan era paling sulit bagi industri tekstil skala apapun karena tidak ada kebijakan yang mampu mendorong perkembangan aktivitas mereka, baik untuk yang memproduksi kebutuhan pasar lokal maupun yang berorientasi ekspor.
