Problems trade system for textiles and textile products not merely a matter of illegal imports, it is the biggest leak through the exploitation of the rules. Chairman of the Indonesian Textile Association (API) Ade Sudrajat said the problem of the trade system is one of the main factors weighing on the ability of textiles and textile products to grow and perform competencies.


"But it's not the main problem of illegal imports, or imports with no papers. Many industry players who take advantage of the holes (loopholes) in the existing rules, "said Ade


Holes rules that are often exploited is the ease of import of raw materials for export-oriented industries in bonded areas or industries that can take advantage of the ease of import export (KITE).


The first mode is the submission of the allocation of imported raw material requirements far above the production capacity utilization. Companies can benefit by selling raw materials directly to the market.


The second way is the act of a textile manufacturer in the bonded area that sell the majority of their production to the domestic market whereas the rule states 50% of the industrial production in the bonded area must be exported.


"It should be a closer scrutiny of the government. Sales of bonded zones to the domestic market should be controlled. The government should also conduct post-audit on the use of imported raw materials, "said Ade.


Ade added that the government also had to find a solution to labor regulations that overlap. He explained that the double burden of the various benefits and labor protections applied in Indonesia make labor-intensive industries uncompetitive.


"Essentially the government in the next 3-4 years should be inward looking. The global market seems to be difficult to recover. At that time the domestic market should be a mainstay. Supervision must be more stringent, "said Ade.


President Joko Widodo this afternoon led the cabinet meeting about the textile industry and textile products in the Office of the President.

"I ask all ministries concerned to conduct a groundbreaking step in overcoming the existing problems in the textile industry and textile products we. Should continue to be pursued policies that support the textile and textile products in the country should be more competitive, "the president said in opening the meeting.






Permasalahan tata niaga industri tekstil dan produk tekstil tidak sebatas soal impor ilegal, Kebocoran terbesar justru lewat eksploitasi aturan. Ketua Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat mengatakan permasalahan tata niaga merupakan salah satu faktor utama yang membebani kemampuan industri tekstil dan produk tekstil untuk tumbuh dan berkompetesi.


“Tapi permasalahan utamanya bukan impor ilegal, atau impor yang tanpa surat-surat. Banyak pelaku industri yang memanfaatkan lubang-lubang (loopholes) dalam aturan yang ada,” kata Ade


Lubang aturan yang sering dieksploitasi adalah kemudahan impor bahan baku bagi industri berorientasi ekspor di kawasan berikat atau industri yang bisa menggunakan fasilitas kemudahan impor tujuan ekspor (KITE).

Modus pertama adalah pengajuan alokasi kebutuhan bahan baku impor jauh di atas utilisasi kapasitas produksi. Perusahaan-perusahaan bisa mengambil keuntungan dengan menjual bahan baku langsung ke pasar.

Cara kedua adalah tindakan produsen tekstil di kawasan berikat yang menjual mayoritas hasil produksi mereka ke pasar domestik padahal aturan menyatakan 50% dari hasil produksi industri di kawasan berikat harus diekspor.

“Ini harus ada pengawasan yang lebih ketat dari pemerintah. Penjualan dari kawasan berikat ke pasar domestik harus dikontrol. Pemerintah juga harus melakukan post-audit atas penggunaan bahan baku impor,” kata Ade.

Ade menambahkan pemerintah juga harus mencari solusi atas aturan ketenagakerjaan yang tumpang tindih. Dia menjelaskan beban berganda dari berbagai tunjangan dan perlindungan tenaga kerja yang diterapkan di Indonesia membuat industri padat karya tidak kompetitif.

“Intinya pemerintah dalam 3–4 tahun ke depan harus inward looking. Pasar global sepertinya sulit pulih. Pada saat itu pasar dalam negeri harus jadi andalan. Pengawasan harus semakin ketat,” kata Ade.

Presiden Joko Widodo sore ini memimpin rapat kabinet terbatas soal industri tekstil dan produk tekstil di Kantor Presiden.

“Saya minta seluruh kementerian terkait untuk melakukan langkah terobosan dalam mengatasi masalah yang ada di industri tekstil dan produk tekstil kita. Harus terus diupayakan kebijakan yang mendukung tekstil dan produk tekstil dalam negeri sehingga lebih kompetitif," kata Presiden dalam pembukaan rapat.
