National Textile Industry Writhing Ahead of Free Trade PDF Print E-mail

Indonesian Textile Association (API) is optimistic the growth of the textile industry next year back stretch, along with the preparation of the implementation of the free trade agreement with the EU that started in 2018. API rate, the fire chicken will be a turning point in the textile sector business growth, after posting negative growth in the last two years.

 

Ade Sudradjat, Chairman of API believes the growth of the textile industry around 1.6 percent-1.8 percent by the end of 2017, as calculated by the Ministry of Industry.

 

"Actually, next year the sentiment is still negative. However, since Indonesia will move toward agreement EU Comprehensive Economic Partnership Agreement (EU-CEPA) in 2018, so preparations can be felt next year. Output could be felt next year," he said

 

This optimism is seen in the increase of investment of textile and textile products which reflected positively on this year and is expected to start operating next year. According to data from the Investment Coordinating Board (BKPM) to the third quarter of 2016, textile investment amounted Rp6,75 trillion. This realization increased by 15.38 percent compared with the same period the previous year, namely Rp5,85 trillion.

 

"This means that, indeed, many investors are getting ready to take advantage of access to the textile market increasingly open. Due to weakening growth this year due to lack of access to free trade to Europe and the United States (US). Thus, our textiles subject to import duties of 11 percent . This is compounded by the decline in world demand as well right, "said Ade.

 

Nevertheless, the textile industry still seek government assistance to boost the competitiveness of the textile industry. One of them with the bill promises the government through economic policy package volume III, which cut electricity bills by 30 percent during the early hours. It's known, the electrical load is one of the largest cost components that need to be borne by employers.

 

Ade detailing, the electrical load on the upstream textile industry ranging from 25 percent to 28 percent of the total component cost of production. Meanwhile, the electric load in the spinning and weaving industry each recorded 18 percent to 25 percent, and 15 percent-22 percent of total production costs.

 

"This year'm not so applied, due to PT PLN (Persero) is still waiting for subsidies in order to impose discount that. So, yeah hopefully next year this can be implemented, because it affects the competitiveness of the textile industry as well," he added.

 

For information, the Ministry of Industry predicts weakening of the textile industry growth of 0.4 percent-0.8 percent by the end of this year. The figure was better than previous years with the weakening growth of six percent.

 

Industri Tekstil Nasional Menggeliat Jelang Perdagangan Bebas

 

 

Asosiasi Pertekstilan Indonesia (API) optimis pertumbuhan industri tekstil tahun depan kembali menggeliat, seiring dengan persiapan pelaksanaan perjanjian perdagangan bebas dengan Uni Eropa yang dimulai pada 2018 mendatang.

 

API menilai, tahun ayam api akan menjadi titik balik pertumbuhan bisnis sektor tekstil, setelah mencatatkan pertumbuhan negatif dalam dua tahun terakhir ini. Ade Sudradjat, Ketua Umum API meyakini, pertumbuhan industri tekstil berkisar 1,6 persen-1,8 persen hingga akhir 2017 nanti, sesuai perhitungan Kementerian Perindustrian.

 

"Sebetulnya, tahun depan itu sentimennya masih negatif. Tetapi, karena Indonesia akan bergerak ke arah perjanjian EU Comprehensive Economic Partnership Agreement (EU-CEPA) pada 2018, jadi persiapannya sudah bisa dirasakan tahun depan. Output sudah bisa dirasakan tahun depan," ujarnya.

 

Optimisme ini terlihat dari kenaikan investasi tekstil dan produk tekstil yang tercermin positif pada tahun ini dan diharapkan sudah bisa mulai beroperasi tahun depan. Menurut data Badan Koordinasi Penanaman Modal (BKPM) hingga kuartal III 2016, investasi tekstil tercatat sebesar Rp6,75 triliun. Realisasi ini meningkat 15,38 persen jika dibandingkan dengan periode yang sama tahun sebelumnya, yaitu Rp5,85 triliun.

 

"Ini artinya, memang, banyak investor bersiap-siap untuk memanfaatkan akses pasar tekstil yang semakin terbuka. Karena pelemahan pertumbuhan tahun ini disebabkan oleh minimnya akses perdagangan bebas ke Eropa dan Amerika Serikat (AS). Sehingga, tekstil kita dikenakan bea masuk sebesar 11 persen. Hal tersebut diperparah dengan penurunan permintaan dunia juga kan," terang Ade.

 

Kendati demikian, industri tekstil tetap meminta bantuan pemerintah untuk menggenjot daya saing industri tekstil. Salah satunya dengan menagih janji pemerintah lewat paket kebijakan ekonomi jilid III, yaitu memotong tagihan listrik sebesar 30 persen sepanjang dini hari. Maklumlah, beban listrik merupakan salah satu komponen biaya terbesar yang perlu ditanggung pengusaha.

 

Ade merinci, beban listrik di industri hulu tekstil berkisar antara 25 persen hingga 28 persen dari total komponen ongkos produksi. Sementara itu, beban listrik di industri pemintalan dan penenunan masing-masing tercatat 18 persen hingga 25 persen, dan 15 persen-22 persen dari total biaya produksi.

 

"Tahun ini kan tidak jadi diberlakukan, karena PT PLN (Persero) masih menunggu subsidi agar bisa memberlakukan diskon itu. Jadi, ya semoga tahun depan ini bisa dilaksanakan, karena memengaruhi daya saing industri tekstil juga," imbuhnya.

 

Sebagai informasi, Kementerian Perindustrian memprediksi pelemahan pertumbuhan industri tekstil sebesar 0,4 persen-0,8 persen hingga akhir tahun ini. Angka tersebut lebih baik ketimbang tahun sebelumnya dengan pelemahan pertumbuhan sebesar enam persen.
