3 Government Strategy To Facing FTA PDF Print E-mail

Indonesia will prioritize the negotiation of two free trade (free trade agreement / FTA), the Indonesia-Australia Comprehensive Economic Partnership Agreement (CEPA IA) and Indonesia-European Union CEPA, next year. The Ministry of Industry (Ministry of Industry) prepared three strategies to deal with the negative impact of the two FTAs ​​to some sub-sectors, namely secure the domestic market, expanding the Indonesian National Standard (SNI), and consistently implement a program increase the use of domestic products (P3DN).

 

Director General of the Security and Development of the International Industrial Access Kemenperin Harjanto said two FTA could develop a national industrial market access. Negotiations with the European Union (EU) was expected to be completed in two years, so that Indonesia can more quickly get to the tariff preferences in the region.

 

"The point is how we are faster, because in some industrial sectors, such as textile (textiles and textile products), the problem is how to get a better tariff preferences. We've seen neighbors have formed an FTA with tardisionalnya market. The result is a more optimal access to their markets, "said Harjanto in Jakarta, recently.

 

Harjanto said, in the process of negotiations, most countries persist with their respective interests. Therefore, the level of development of each country is different, especially for developing countries like Indonesia. Developing countries tend to have many limitations than developed countries. For example, in the case of Indonesia-European Union CEPA, Indonesia industry expo fare will get preference. However, on the other hand, Indonesia is also threatened by the invasion of imported goods.

 

As a result, he claimed, the negotiations had been halted because of the potential market is considered less. However, in the FTA negotiations, the trade balance is not the only consideration. Indonesia could benefit from the investment side, the utilization of natural resources (SDA) and the exchange of technology.

 

 

3 Strategi Pemerintah Menghadapi FTA

 

 

Indonesia akan memprioritaskan negosiasi dua perdagangan bebas (free trade agreement/FTA), yakni Indonesia-Australia Comprehensive Economic Partnership Agreement (IA CEPA) dan Indonesia-European Union CEPA, tahun depan.

 

Kementerian Perindustrian (Kemenperin) menyiapkan tiga strategi untuk menghadapi dampak negatif dua FTA itu terhadap beberapa subsektor industri, yakni mengamankan pasar dalam negeri, memperluas penerapan Standar Nasional Indonesia (SNI), dan konsisten menerapkan program peningkatan penggunan produk dalam negeri (P3DN).

 

Direktur Jenderal Ketahanan dan Pengembangan Akses Industri Internasional Kemenperin Harjanto mengatakan, dua FTA itu bisa mengembangkan akses pasar industri nasional. Negosiasi dengan Uni Eropa (UE) pun diharapkan dapat selesai dalam dua tahun, sehingga Indonesia bisa lebih cepat mendapatkan preferensi tarif ke kawasan itu.

 

“Intinya bagaimana kita lebih cepat, karena di beberapa sektor industri, seperti TPT (tekstil dan produk tekstil), permasalahannya adalah bagaimana bisa mendapatkan preferensi tarif lebih baik. Kita sudah lihat negara tetangga yang sudah menjalin FTA dengan pasar tardisionalnya. Hasilnya akses pasar mereka lebih optimal,” kata Harjanto di Jakarta, belum lama ini.

 

Harjanto mengatakan, dalam proses perundingan, kebanyakan negara bertahan dengan kepentingannya masing-masing. Sebab, tingkat perkembangan masing-masing negara berbeda, terutama untuk negara berkembang seperti Indonesia. Negara berkembang cenderung memiliki banyak keterbatasan ketimbang negara maju. Contohnya, dalam kasus Indonesia-European Union CEPA, industri Indonesia akan mendapatkan preferensi tarif ekspo. Namun, di sisi lain, Indonesia juga terancam oleh serbuan barang impor.

 

Alhasil, dia menyatakan, negosiasi sempat terhenti, karena dari sisi pasar dinilai kurang potensial. Meski demikian, dalam perundingan FTA, neraca perdagangan bukanlah satu-satunya pertimbangan. Indonesia bisa mengambil manfaat dari sisi investasi, pemanfaatan sumber daya alam (SDA) maupun pertukaran teknologi.

 

 

“Misalnya dengan Australia, di mana negara itu memiliki SDA yang mungkin cukup banyak dibandingkan di Indonesia, misalnya raw sugar. Ini bisa dimanfaatkan industri mamin. Jadi kita impor produk itu dari luar, lalu kita bangun nilai tambahnya di dalam negeri. Kita harus melihat dunia ini untuk membangun nilai tambah dan kerja sama. Intinya, menciptakan nilai tambah lebih maksimal,” kata Harjanto.
