Giant companies from Austria, Lenzing AG, is exploring investment opportunities in Indonesia, where the parent of PT South Pacific Viscose (SPV) will produce tencel, one type of rayon fibers with quality above viscos  also used as raw material for spun yarn and non -woven numbering in the world is still very limited.

 

 

They are more expensive for expansion in Indonesia, probably will add a capacity of 300 thousand tons per year with additional special fibers, staple fibers. Here, no one has the production. PT SPV is established in Indonesia since 1978 has had rayonviscosa fiber factory in Purwakarta, West Java. The company has invested in the country around USD475,58 million to produce as much as 325 thousand tons per year for staple fiber.

 

SPV operates as a producer of staple fiber and sodium sulphate viscosa since 1982 to absorb employment reached 1,746 people.

 

According to the Minister of Industry, the Lenzing Group had asked about the fiscal incentives will be given to those investments.

Director General of Chemical Industry, Textile and Miscellaneous (IKTA) Achmad Sigit Dwiwahjono explained, investments for the production of rayon fibers viscosa can obtain tax facilities allowancesebagaimana referred to in Government Regulation No. 18 of 2015 and were renewed by PP 9 in 2016 and its implementation regulations.

 

By also referring to Permenperin No. 48 in 2015, they were entitled to be tax allowance due to the provision of investment in the textile industry a minimum of Rp 100 billion, while their investment plans amounting to 300 million euros, said Sigit.

 

Other provisions are workforce of more than 100 people for new investments, while for expansion with employment of about 50 people.

 

Sigit added, the PT SPV middle of selecting locations industrial development in some areas of West Java and Central Java.

Kemenperin noted, rayon fiber production capacity in Indonesia amounted to 470 thousand tons in 2016. Of that capacity, to meet the needs in the country reached 366 thousand tons per year, and the rest is exported with a value of approximately USD251 million.

 

Ministry of Industry also projected rayon fiber production capacity can reach 565 thousand tons in 2017. Subsequently, in 2018, projected to reach 700 thousand tons through expansion Rayon PT Makmur Utama.

 

In 2019, could reach one million tons, and in 2021 of 1.2 million tons through the additional of PT Sateri Viscose.

Perusahaan raksasa asal Austria, Lenzing AG, sedang menjajaki peluang investasi di Indonesia, di mana induk dari PT South Pacific Viscose (SPV) ini akan memproduksi tencel, salah satu jenis serat rayon dengan kualitas di atas viscosayang juga digunakan sebagai bahan baku benang pintal dan non-woven yang jumlahnya di dunia masih sangat terbatas.

 

 

Mereka lagi mempertimbangkan untuk ekspansi di Indonesia, mungkin akan tambah kapasitas 300 ribu ton per tahun dengan special additional fibers, staple fibers. Di sini belum ada yang produksi. Mereka akan bawa teknologi baru, kata Menteri Perindustrian Airlangga Hartarto seusai bertemu dengan Christian Dressler dari Lenzing AG dan Kumar Ramalingam dari PT SPV di Jakarta, seperti dilansir siaran pers Kementerian Perindustrian, Rabu (8/3).

 

PT SPV yang berdiri di Indonesia sejak tahun 1978 ini telah memiliki pabrik serat rayonviscosa di Purwakarta, Jawa Barat. Perusahaan telah menanamkan modalnya di Tanah Air sekitar USD475,58 juta dengan memproduksi sebanyak 325 ribu ton per tahun untuk serat stapel.

 

SPV beroperasi sebagai produsen serat stapel viscosa dan sodium sulfat sejak 1982 dengan menyerap tenaga kerja mencapai 1.746 orang.

 

Menurut Menperin, pihak Lenzing Group sempat menanyakan mengenai insentif fiskal yang akan diberikan untuk investasi tersebut.

 

Selain Indonesia, mereka juga melirik Thailand karena di sana menawarkan beberapa insentif. Kemudian, mereka meminta pula kepastian terkait keberlangsungan bahan baku dan tarif energi. Kalau energi dibanding Thailand, kita lebih tinggi, ungkapnya.

 

Dirjen Industri Kimia, Tekstil, dan Aneka (IKTA) Achmad Sigit Dwiwahjono menjelaskan, investasi untuk produksi serat rayon viscosa dapat memperoleh fasilitas tax allowancesebagaimana disebut dalam Peraturan Pemerintah Nomor 18 tahun 2015 dan yang diperbaharui melalui PP No. 9 tahun 2016 serta peraturan pelaksanaanya.

 

Dengan juga mengacu kepada Permenperin No. 48 tahun 2015, mereka berhak dapat tax allowance karena untuk ketentuan investasi di industri tekstil minimal Rp100 miliar, sedangkan rencana investasi mereka sebesar 300 juta Euro, papar Sigit.

 

Ketentuan lainnya adalah jumlah tenaga kerja lebih dari 100 orang untuk investasi baru, sedangkan untuk perluasan dengan penyerapan tenaga kerja sekitar 50 orang.

 

Sigit menambahkan, pihak PT SPV tengah memilih lokasi pembangunan industrinya di beberapa wilayah Jawa Barat dan Jawa Tengah.

 

Dalam waktu tiga bulan ini akan diputuskan. Semoga bisa masuk ke Indonesia. Kalau jadi masuk, investasi ini memperkuat struktur industri tekstil kita karena mampu produksi kain-kain yang high grade, tuturnya.

 

Kemenperin mencatat, kapasitas produksi industri serat rayon di Indonesia sebesar 470 ribu ton pada tahun 2016. Dari kapasitas tersebut, untuk memenuhi kebutuhan dalam negeri mencapai 366 ribu ton per tahun, dan sisanya diekspor dengan nilai sekitar USD251 juta.

 

Kemenperin juga memproyeksikan kapasitas produksi serat rayon dapat mencapai 565 ribu ton pada tahun 2017. Selanjutnya, tahun 2018, ditargetkan mencapai 700 ribu ton melalui ekspansi PT Rayon Utama Makmur.

 

Di tahun 2019, bisa mencapai satu juta ton, dan tahun 2021 sebesar 1,2 juta ton melalui tambahan dari PT Sateri Viscose.
