Government Launches Dashboard Application System for Export Control of Import (PEPI) PDF Print E-mail

The Ministry of Commerce (Kemdag) launched the Dashboard Application System for Export Control of Import (PEPI) in Surabaya, East Java. Trade Minister Enggartiasto Lukita said, the existence of a system of information technology (IT) is expected to encourage the various efforts to improve the balance of trade by the government.

 

"The government seeks to continue controlling imports, in addition to continue to increase exports. Use of information technology is a breakthrough that should be supported, "said Enggartiasto in a statement at the launch, Wednesday (15/3).

 

According to him, PEPI application is intended to collect export data, as well as identify problems and barriers to the export process. The app will also monitor the activities of export and import goods shows the development of specific and periodic, and know the value of the transaction and the percentage comparison goods.

 

"This application will be able to support the East Java provincial government program as an effort to improve the quality of local products, especially SMEs in East Java, and protect consumers from dangerous imported goods coming into East Java," he said.

 

 

According to BPS East Java, non-oil sector in February 2017 reached US $ 1,438.9 million, an increase of 12.55% compared to January 2017. Meanwhile, exports of industrial sector amounted to US $ 1,326.6 million, or an increase of 13.29% compared to the month previous.

 

On that occasion, the trade minister also inaugurated the Bonded Logistics Center (PLB) PT Indra Jaya Swastika in Tanjung Perak and signing an agreement of cooperation between local governments and businesses in order to expand maritime outlets.

 

Amenities PLB given to support efficiency, lowering logistics costs of industrial activity, supporting the availability of raw materials, and facilitate the export and import of raw materials.

 

PLB is a mandate from the Economic Policy Package Volume III which has been followed up by the release of the Ministry of Trade Regulation No. 64 / M-DAG / PER / 9/2016 on Provisions on Import and Export of Goods Customs Area Home Affairs to and from PLB.

 

 

This provision gives leeway to importers of industrial raw materials that utilize warehouse PLB, which delays the provision of import up to a maximum of three years, delaying the obligation to pay customs duties and delays in import taxes, as well as imported goods entering PLB (except non-B3 waste) can be exempted from the obligation verification or technical surveillance of import at the port of loading (country of origin).

 

Now, there are already 32 PLB which among others are located in Java (Surabaya Karawang and Cikarang, Cibitung, Purwakarta, Cilegon, Cakung, Bandung), Bali (Denpasar), Aceh and Kalimantan (Balikpapan). PLB is there supports a variety of industry sectors, including oil and gas, mining, textile, chemical, food, cosmetics, and automotive.

 

He believes these breakthroughs will be able to raise Indonesia's trade balance. "During 2016 our trade balance surplus of US $ 8.8 billion, an increase over the 2015 surplus of US $ 7.6 billion. In 2017, the Government launched a national economic growth from 5.5 to 5.8% from the previous 5.1%, and is expected to grow 6.1% in 2018, "said Enggar.

 

Pemerintah Luncurkan Sistem Aplikasi Dashboard Peningkatan Ekspor Pengendalian Impor (PEPI)

 

 

Kementerian Perdagangan (Kemdag) meluncurkan Sistem Aplikasi Dashboard Peningkatan Ekspor Pengendalian Impor (PEPI) di Surabaya, Jawa Timur. Menteri Perdagangan Enggartiasto Lukita mengatakan, keberadaan sistem teknologi informasi (TI) tersebut diharapkan bisa mendorong berbagai upaya peningkatan neraca perdagangan yang dilakukan pemerintah.

 

“Pemerintah berupaya terus mengendalikan impor, di samping terus meningkatkan ekspor. Pemanfaatan teknologi informasi merupakan terobosan yang harus didukung,” ujar Enggartiasto dalam pernyataannya saat peluncuran, Rabu (15/3).

 

Menurutnya, aplikasi PEPI ini ditujukan untuk mengumpulkan data ekspor impor, serta mengidentifikasi masalah dan hambatan proses ekspor. Aplikasi tersebut juga akan memonitor aktivitas ekspor impor yang memperlihatkan perkembangan barang secara spesifik dan periodik, serta mengetahui nilai transaksi dan persentase perbandingan barang.

 

“Aplikasi ini nantinya mampu menunjang program Pemprov Jatim sebagai upaya peningkatan kualitas produk lokal, khususnya UMKM Jatim, dan melindungi konsumen dari barang-barang impor berbahaya yang masuk ke Jatim,” katanya.

 

Menurut BPS Jawa Timur, sektor non migas pada Februari 2017 mencapai US$ 1.438,9 juta, naik 12,55% dibandingkan Januari 2017. Sementara itu, ekspor sektor industri sebesar US$ 1.326,6 juta, atau tumbuh 13,29% dibandingkan bulan sebelumnya.

 

Dalam kesempatan itu, Mendag juga meresmikan Pusat Logistik Berikat (PLB) PT Indra Jaya Swastika di Tanjung Perak dan melakukan penandatanganan perjanjian kerjasama antar pemerintah daerah dan pelaku usaha dalam rangka ekspansi gerai maritim.

 

Fasilitas PLB diberikan untuk mendukung efisiensi, menurunkan biaya logistik kegiatan industri, mendukung ketersediaan bahan baku, dan mempermudah ekspor dan impor bahan baku.

 

PLB merupakan amanat dari Paket Kebijakan Ekonomi Jilid III yang telah ditindaklanjuti Kementerian Perdagangan dengan dikeluarkannya Permendag No. 64/M-DAG/PER/9/2016 tentang Ketentuan Pemasukan dan Pengeluaran Barang Asal Luar Daerah Pabean ke dan dari PLB.

 

Ketentuan ini memberi kelonggaran kepada importir bahan baku industri yang memanfaatkan gudang PLB, yaitu penundaan ketentuan impor sampai paling lama tiga tahun, penundaan kewajiban membayar bea masuk dan penundaan pajak impor, serta barang impor yang masuk PLB (kecuali limbah non B3) dapat dikecualikan dari kewajiban verifikasi atau penelusuran teknis impor di pelabuhan muat (negara asal).

 

Kini, sudah ada 32 PLB yang antara lain berlokasi di Jawa (Surabaya, Karawang, Cikarang, Cibitung, Purwakarta, Cilegon, Cakung, Bandung), Bali (Denpasar), Aceh, dan Kalimantan (Balikpapan). PLB yang ada mendukung berbagai sektor industri, meliputi minyak dan gas, pertambangan, tekstil, kimia, makanan, kosmetik, dan otomotif.

 

Ia meyakini, berbagai terobosan ini akan mampu menaikkan neraca perdagangan Indonesia. “Selama 2016 neraca perdagangan kita surplus US$ 8,8 miliar, naik dibandingkan surplus 2015 yang US$ 7,6 miliar. Pada 2017 ini Pemerintah mencanangkan pertumbuhan ekonomi nasional 5,5-5,8% dari sebelumnya 5,1%, serta ditargetkan tumbuh 6,1% pada 2018,” ujar Enggar.
