The Ministry of Industry (Ministry of Industry) targets eksportekstil and textile products (TPT) this year rose 7 percent. Data from the Indonesian Textile Association (API) said last year textile exports only about US $ 11.9 billion. Director General of Chemical Industry, Textile and Miscellaneous (IKTA) Kemenperin Dwiwahjono Achmad Sigit said, for the textile industry is a strategic sector that contributes greatly to the national economy.

 

Industries included in the export-oriented labor-intensive sectors being prioritized development to be more positive performance and global competitiveness.

 

But unfortunately, during the development of the industry is still experiencing a number of obstacles. One of them is the textile machinery in Indonesia was out of date and did not work well. The average age was 20 years and above.

 

"Therefore, we also need to pay attention to the tools and textile machinery that can affect the outcome of the textile production," he said in Jakarta, Tuesday (04/18/2017).

 

In addition, the supply of raw materials in the domestic textile industry is still very dependent on imports. Currently 70 percent of the raw material cotton is supplied from the United States (US). "Weaving industry we also 70 percent are still dependent on US cotton," he said.

 

However, Sigit still optimistic this year Indonesian textile exports could grow 7 percent. This is supported by world economic conditions are expected to continue to improve.

 

"Therefore, employers textiles and textile products is expected to create new innovations and able to competitiveness," he said.

 

Earlier, Chairman of API Ade Sudrajat said, in recent years, textile exports Indonesia has experienced a downward trend. In 2013, the value of textile exports had reached US $ 13.3 billion. But in subsequent years began to decline to only US $ 11.9 billion in 2016.

 

"We experienced a downward trend, especially for export. There are some things that need to be explored. The world is changing to seek new export system. This is the highest US $ 13.3 billion in 2013, now low, only $ 11.9 billion. So down approximately uS $ 1.2 billion. our exports are still dominated by the apparel, textile only a percentage of the sheets, thread and others, "he explained.

 

However, the presence of a free trade agreement between Indonesia and the European Union, namely Indonesia-European Union Comprehensive Economic Partnership Agreement (Indonesia-EU CEPA) is expected to increase Indonesia's textile exports to the countries of the Blue Continent. This free trade agreement is targeted to begin in 2020.

 

"The cooperation with the EU free trade negotiations had begun in 2015, to be completed in 2019 so diharapkn started 2020. Although we asked for priority TPT but could not so well because of its wide scoop. If this has been agreed must be discussed in parliament (state ) respectively, "he said.

 

With the free trade agreement could boost Indonesian textile exports to the EU by 300 percent. Such improvements could be even higher if there is the hard work of the government to fix the bureaucracy and licensing for the industrial sector.

 

"In 2025 Indonesia already has free trade with the EU. Trade we could increase 300 percent, if diimplentasikan in 2020. Now exporting US $ 1.2 billion, could be US $ 3 billion to the EU. It is with a mediocre job . If we add the effort, this improved export-import policy, licensing, infrastructure improvements, (exports) could rise even higher, "he said.

 

 

Pemerintah Targetkan Ekspor meningkat 7%

 

 

Kementerian Perindustrian (Kemenperin) menargetkan eksportekstil dan produk tekstil (TPT) pada tahun ini naik 7 persen. Data dari Asosiasi Pertekstilan Indonesia (API) menyatakan pada tahun lalu ekspor TPT hanya sekitar US$ 11,9 miliar.

 

Dirjen Industri Kimia Tekstil dan Aneka (IKTA) Kemenperin Achmad Sigit Dwiwahjono mengatakan, selama ini industri TPT merupakan sektor strategis yang memberikan kontribusi besar terhadap perekonomian nasional. Industri yang termasuk dalam sektor padat karya berorientasi ekspor ini tengah diprioritaskan pengembangannya agar semakin berkinerja positif dan berdaya saing global.

 

Namun sayangnya, selama ini pengembangan industri tersebut masih mengalami sejumlah hambatan. Salah satunya soal permesinan tekstil di Indonesia sudah banyak yang usang dan tidak bekerja dengan baik. Rata-rata usianya sudah 20 tahun ke atas.

 

"Oleh sebab itu kita juga perlu memperhatikan alat dan permesinan tekstil yang bisa mempengaruhi hasil produksi pertekstilan," ujar dia di Jakarta, Selasa (18/4/2017).

Selain itu, pasokan bahan baku industri tekstil di dalam negeri juga masih sangat bergantung pada impor. Saat ini 70 persen bahan baku kapas masih dipasok dari Amerika Serikat (AS). ‎"Industri pertenunan kita juga 70 persen masih tergantung dari kapas AS," kata dia.

 

Namun, Sigit masih optimistis pada tahun ini ekspor TPT Indonesia bisa tumbuh 7 persen. Hal ini didukung oleh kondisi ekonomi dunia yang diprediksi akan terus membaik.

 

"Oleh sebab itu, para pengusaha tekstil dan produk tekstil diharapkan mampu menciptakan inovasi baru dan mampu berdaya saing," kata dia.

 

Sebelumnya, Ketua API Ade Sudrajat menyatakan, dalam beberapa tahun terakhir, ekspor TPT Indonesia memang tengah mengalami tren penurunan. Pada 2013, nilai ekspor TPT sempat mencapai US$ 13,3 miliar. Namun pada tahun-tahun berikutnya mulai mengalami penurunan hingga hanya US$ 11,9 miliar di 2016.

 

‎"Kita alami tren menurun khususnya untuk ekspor. Ada beberapa hal yang perlu digali. Dunia berubah untuk mencari sistem ekspor baru. Ini yang tertinggi US$ 13,3 miliar di 2013, sekarang rendah, hanya US$ 11,9 miliar. Jadi turun sekitar US$ 1,2 miliar.‎ Ekspor kita juga masih didominasi pakaian jadi, sekian persen hanya tekstil lembaran, benang dan lain-lain," jelas dia.

 

‎Namun, adanya perjanjian perdagangan bebas‎antara Indonesia dengan Uni Eropa yaitu Indonesia-European Union Comprehensive Economic Partnership Agreement (Indonesia-EU CEPA) diharapkan dalam meningkatkan ekspor tekstil Indonesia ke negara-negara Benua Biru. ‎Perjanjian perdagangan bebas ini ditarget bisa dimulai pada 2020.

 

"Kerja sama perdagangan bebas dengan Uni Eropa perundingan sudah dimulai 2015, diharapkn bisa selesai 2019 jadi baru dimulai 2020.‎ Walau kita minta prioritas TPT tapi tidak bisa gitu juga karena scoop-nya luas. Kalau ini sudah disepakati pun harus dibahas di parlemen (negara) masing-masing," kata dia.

 

Dengan adanya perjanjian perdagangan bebas ini bisa meningkatkan ekspor TPT Indonesia ke Uni Eropa hingga 300 persen. Peningkatan tersebut bisa lebih tinggi lagi jika ada kerja keras dari pemerintah untuk membenahi birokrasi dan perizinan bagi sektor industri.

 

"Di 2025 Indonesia sudah punya free trade dengan Uni Eropa. Perdagangan kita bisa meningkat 300 persen, kalau diimplentasikan di 2020. Sekarang ekspor US$ 1,2 miliar, bisa jadi US$ 3 miliar ke Uni Eropa. Ini dengan kerja biasa-biasa saja. Kalau kita tambah effort, ini dibenahi kebijakan ekspor impor, perizinan, perbaikan infrastruktur, (ekspor) bisa meningkat lebih tinggi lagi," tandas dia. (
