Government Will Limit Imports of Textiles PDF Print E-mail

Challenges that hamper investment growth in the textile and textile products (TPT) sector, namely the import of fabric. Ministry of Industry (Kemenperin) took the Ministry of Trade to restrict textile imports in order to keep the domestic textile industry still growing.

 

Director General of Chemical, Textile and Multifarious Industries (IKTA), Achmad Sigit Dwiwahjono, said that the company is also moving upstream to encourage the growth of the domestic textile industry.

 

"We also urge the people of Indonesia to continue to use domestic products as support for the growth of national textile industry," he said in a press release on Sunday (4/24/2017).

 

Another challenge is that the majority of machinery conditions are old, especially in the weaving and knitting industries.

 

So far, the textile and textile product industry (TPT) experienced export growth of 2% in January-February 2017 compared to the same period in the previous year (year on year / yoy). The export value of this sector reached US $ 2 billion.

 

The potential of both domestic and global markets for textile industry continues to increase in line with population growth and the increasing demand for non-clothing textile needs. For example for household needs, furniture and non woven.

 

"The TPT industry, which is also an export-oriented labor-intensive sector, can be a social safety net because it absorbs a lot of workers, up to now, estimated at three million people," Airlangga Hartarto said.

 

Related to the expansion of the export market, the Ministry of Industry is encouraging to establish comprehensive cooperation agreements with Europe and the United States in order to get better tariff reductions.

 

According to Airlangga, the national textile industry for the last three years has contracted in its growth. In 2016, the investment value of TPT industry reached Rp 7.54 trillion with significant foreign exchange gain from export value of US $ 11.87 billion and able to absorb 17.03% of the total manufacturing workforce.

 

Now this is the right situation to increase investment. If not done within the next five years, the national textile industry will be difficult to compete with major competitor countries such as India, China, Vietnam and Bangladesh.

 

Currently, the Ministry of Industry is currently working on a special regulation for export-oriented labor intensive industries, which will regulate the provision of fiscal incentives in the form of tax allowance.

 

In order for the national textile industry to improve its competitiveness, which required not only the capital and technology aspects, but competent human resources are absolutely necessary. Therefore, the Ministry of Industry is making efforts to facilitate the improvement of human resources through a program of cooperation that links and match between industrial companies with Vocational High School (SMK).

 

Kemenperin able to hold as many as 117 companies to sign a cooperation agreement with 389 SMK in an effort to run industrial vocational education programs in the region of Central Java and D.I. Yogyakarta. This program is a continuation of which has been launched in Mojokerto, on 28 February 2017 involving as many as 50 companies and 234 SMK in East Java.

 

The growth of the textile industry is also driven by new investment and factory expansion in order to increase production capacity, one of which is done by PT. Sritex.

 

PT. Sritex that has increased its investment by Rp 2.6 trillion to increase production capacity in spinning mills and finishing, which will absorb a new workforce of 3,500 people.

 

President Director of PT. Sritex Iwan Setiawan Lukminto reveals, the expansion of the factory provides increased production capacity of the company.

 

"With the expansion, Sritex Group currently has 24 spinning mills, seven weaving plants, 5 finishing plants and 11 garments, with a total employee of over 50,000 people," he said.

 

Therefore, the development and improvement of human resources (HR) becomes the company's priority. "Human Resources is the company's superior asset that is formed with structured training and we apply the company culture with integrated and innovative to get the human resources that are strong, skilled, competent and character," he explained.

 

 

Pemerintah Bakal Batasi Impor Tekstil

 

Tantangan yang menghambat pertumbuhan investasi di sektor industri tekstil dan produk tekstil (TPT), yakni masih adanya impor kain. Kementerian Perindustrian (Kemenperin) menggandeng Kementerian Perdagangan untuk membatasi impor tekstil dalam rangka menjaga industri TPT dalam negeri tetap tumbuh.

 

Dirjen Industri Kimia, Tekstil, dan Aneka (IKTA) Achmad Sigit Dwiwahjono menuturkan, pihaknya juga bergerak ke hulu untuk mendorong pertumbuhan industri tekstil domestik.

 

"Kami pun mengimbau agar masyarakat Indonesia tetap menggunakan produk dalam negeri sebagai dukungan untuk pertumbuhan industri TPT nasional," ungkapnya dalam siaran pers, Minggu (24/4/2017).

 

Tantangan lainnya adalah kondisi permesinan yang mayoritas usianya sudah tua, terutama pada industri pertenunan dan perajutan.

 

Sejauh ini industri Tekstil dan Produk Tekstil (TPT) mengalami pertumbuhan ekspor sebesar 2% pada Januari-Februari 2017 dibandingkan periode yang sama di tahun sebelumnya (year on year/yoy). Nilai ekspor sektor ini mencapai US$ 2 miliar.

 

Potensi pasar domestik maupun global untuk industri TPT masih terus meningkat seiring dengan pertumbuhan penduduk dan semakin tingginya permintaan akankebutuhan tekstil non sandang. Misalnya untuk kebutuhan rumah tangga, furniture dan non woven.

 

"Industri TPT yang juga sektor padat karya berorientasi ekspor ini dapat menjadi jaring pengaman sosial karena banyak menyerap tenaga kerja. Hingga saat ini, diperkirakan mencapai tiga juta orang," kata Menteri Perindustrian Airlangga Hartarto.

 

Terkait perluasan pasar ekspor, Kemenperin tengah mendorong untuk membangun perjanjian kerja sama yang komprehensif dengan Eropa dan Amerika Serikat agar bisa mendapat keringanan tarif yang lebih baik.

 

Menurut Airlangga, industri TPT nasional selama tiga tahun terakhir ini mengalami kontraksi dalam pertumbuhannya. Pada 2016, nilai investasi industri TPT mencapai Rp 7,54 triliun dengan perolehan devisa yang signifikan dari nilai ekspor sebesar US$ 11,87 miliar dan mampu menyerap tenaga kerja sebanyak 17,03% dari total tenaga kerja industri manufaktur.

 

Sekarang inilah situasi yang tepat untuk meningkatkan investasi. Apabila tidak dilakukan dalam waktu lima tahun ke depan, industri tekstil nasional akan sulit bersaing dengan negara kompetitor utama seperti India, Cina, Vietnam dan Bangladesh.

 

Saat ini Kemenperin tengah menggodok regulasi khusus untuk industri padat karya berorientasi ekspor, di mana akan mengatur tentang pemberian insentif fiskal berupa tax allowance.

 

Agar industri TPT nasional dapat meningkatkan daya saingnya, yang diperlukan tidak hanya aspek modal dan teknologi, namun SDM yang kompeten mutlak dibutuhkan. Oleh karena itu, Kemenperin sedang melakukan upaya dengan memfasilitasi peningkatan kemampuan SDM melalui program kerja sama yang link and match antara perusahaan industri dengan Sekolah Menengah Kejuruan (SMK).

 

Kemenperin mampu menggandeng sebanyak 117 perusahaan untuk menandatangani perjanjian kerja sama dengan 389 SMK dalam upaya menjalankan program pendidikan vokasi industri di wilayah Jawa Tengah dan D.I. Yogyakarta. Program ini merupakan kelanjutan dari yang telah diluncurkan di Mojokerto, pada 28 Februari 2017 dengan melibatkan sebanyak 50 perusahaan dan 234 SMK di Jawa Timur.

 

Pertumbuhan industri tekstil juga didorong oleh investasi baru maupun perluasan pabrik dalam rangka meningkatkan kapasitas produksi, yang salah satunya dilakukan oleh PT. Sritex.

 

PT. Sritex yang telah menambah investasinya sebesar Rp 2,6 triliun guna meningkatakan kapasitas produksi di pabrik pemintalan(spinning) dan penyempurnaan kain (finishing), yang akan menyerap tenaga kerja baru sebanyak 3.500 orang.

 

Direktur Utama PT. Sritex Iwan Setiawan Lukminto mengungkapkan, perluasan pabrik memberikan peningkatankapasitas produksi perusahaan.

 

"Dengan perluasan tersebut, saat ini Sritex Grup memiliki 24 pabrik spinning, tujuh pabrik weaving, 5 pabrik finishing dan 11 garmen, dengan total karyawan lebih dari 50.000 orang," katanya.

 

Oleh karena itu,pengembangan dan peningkatan sumber daya manusia (SDM) menjadi prioritas perusahaan. "SDM adalah aset unggulan perusahaan yang dibentuk dengan pelatihan-pelatihan terstruktur. Selain itu, kami terapkan budaya perusahaan dengan terintegrasi dan inovatif sehingga mendapatkan SDM yang tangguh, terampil, berkompeten serta berkarakter," paparnya.
