Chairman of the Indonesian Textile Association (API) Ade Sudrajat assessed the government's move, in this case the Ministry of Industry and Trade Ministry restricted textile imports to encourage the growth of the domestic textile industry is appropriate.

That is, do not let the import ban policy actually inhibits the process of transactions that have been done entrepreneurs, especially with overseas buyers.

 

Because often the buyers overseas, want raw materials from certain countries, such as from South Korea, because in Indonesia is not available, so inevitably have to import.

 

"The policy is already on the way and in our opinion have been on the track.Policies that support the increase of employment and support to the industry of course we support.If also certainly does not become an obstacle for the industry.Therefore, the government should also have extensive knowledge related to Kind of variety of textile products itself, "said Ade, Wednesday (17/5).

 

Currently, demand for textiles is more abroad. From within the country, even before Lebaran, there has been no surge in demand. Not surprisingly, in terms of export performance, also remained positive, up 2% in January-February 2017 compared to the same period in the previous year (year on year).

 

In the first quarter of this year, exports minus imports was still a surplus of US $ 1.29 billion.

 

"The government must make the right policy in line with the interest of supporting the domestic industry," he said. "We support policies that are oriented to increase employment," he said. "Instead of creating counterproductive policies, it would have an impact on reducing the workforce."

 

Increased demand for exports from abroad because of the quality of Indonesia's textile industry products can already compete with similar products from other countries. Especially countries in the Asean region.

 

Domestic policy support such as reduced dwelling time at ports, increasing number of garment operators from vocational education, to incentives given by the Ministry of Finance, triggered an improvement in the export performance of the textile industry. Improvement of loading and unloading makes exporting process faster.

 

On the other hand, America's exit from the Trans-Pacific Partnership agreement could also be an additional driver for the export performance of Indonesia's textile products to America to increase. Because the products of Indonesia will directly have the same competitiveness with similar products from Vietnam and other countries.

 

"Of course we hope that the performance of our textile exports to America is more positive," said Ade.

 

Ade is optimistic that the performance of textile sector this year will continue to grow positively. He hopes that the industry's positive outcomes in the first quarter, should also be assisted by the government by presenting policies that really protect and encourage the domestic textile industry to become more competitive and become a market leader.

 

Data from the Central Bureau of Statistics (BPS) states, from January February 2017 the value of Indonesian garment exports US $ 1.26 billion, up 6.5% over the same period last year. Meanwhile, textile exports dropped 2.5 percent to US $ 733 million in January-February this year.

 

Previously, the Director General of Textile and Multifarious Chemical Industry (IKTA), Ministry of Industry, Achmad Sigit Dwiwahjono, said that the steadily increasing textile imports have hampered the growth of domestic industry, which must be controlled immediately.

 

Imports that jumped by up to 300% mainly for fabrics, are generally carried out by producer importers (IPs). If the IP is imported, the product can not be transferred.

 

Kemenperin will conduct kroscek data on import demand of textile producers given by the Ministry of Trade and then reviewed its import demand with its production capacity.

 

"So we will inform the Ministry of Trade, if the producers concerned actually do not need to import segini, because the production capacity is only this segment. We continue to coordinate and need to be supervised, because it is feared that imported textiles are transferred, "said Sigit.

 

He appealed that Indonesian people continue to use domestic products as support for the growth of the national textile industry.

 

Kebijakan tekstil harus bisa serap tenaga kerja

 

Ketua Umum Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat menilai langkah pemerintah, dalam hal ini Kementerian Perindustrian dan Kementerian Perdagangan membatasi impor tekstil demi mendorong pertumbuhan industri tekstil dalam negeri sudah tepat.

 

Namun, ia memberi catatan, bahwa kebijakan tersebut juga harus diimbangi dengan pengetahuan mendasar berkaitan dengan beragam jenis produk tekstil.

Maksudnya, jangan sampai kebijakan larangan impor justru menghambat proses transaksi yang sudah dilakukan pengusaha terutama dengan pembeli luar negeri.

 

Karena seringkali misal para buyer di luar negeri, ingin bahan bakunya dari negara tertentu, seperti dari Korea Selatan, karena di Indonesia belum tersedia, sehingga mau tak mau harus impor.

 

"Kebijakan itu memang sudah jalan dan menurut kami sudah on the track.Kebijakan yang mendukung peningkatan penyerapan tenaga kerja dan dukungan ke industri tentu kami dukung. Asalkan juga tentu tidak menjadi hambatan bagi industri. Untuk itu, pemerintah juga harus punya pengetahuan yang luas berkaitan dengan jenis ragam produk tekstil itu sendiri," ucap Ade, Rabu (17/5).

 

Saat ini, permintaan tekstil justru lebih banyak dari luar negeri. Dari dalam negeri, meski menjelang lebaran, belum ada lonjakan permintaan. Tak heran, dari sisi kinerja ekspor, juga tetap positif yakni naik 2% pada Januari-Februari 2017 dibandingkan periode yang sama di tahun sebelumnya (year on year).

 

Di kuartal pertama tahun ini kalau ekspor dikurangi impor masih surplus US$ 1,29 miliar.

 

"Pemerintah tentu harus membuat kebijakan yang benar benar seiring sejalan dengan kepentingan mendukung industri dalam negeri. Kami mendukung kebijakan yang ujungnya berorientasi menambah tenaga kerja. Sebaliknya jangan sampai dibuat kebijakan yang kontraproduktif, alias justru berdampak ke pengurangan tenaga kerja," kata Ade.

 

Peningkatan permintaan ekspor dari luar negeri karena dari sisi kualitas produk industri tekstil Indonesia sudah bisa bersaing dengan produk sejenis dari negara lain. Terutama negara-negara di kawasan Asean.

 

Dukungan kebijakan di dalam negeri seperti berkurangnya waktu bongkar muat (dwelling time) di pelabuhan, meningkatnya jumlah operator garmen hasil pendidikan vokasi, hingga insentif yang diberikan Kementerian Keuangan, jadi pemicu perbaikan kinerja ekspor industri tekstil. Perbaikan bongkar muat menjadikan proses ekspor lebih cepat.

 

Di sisi lain, keluarnya Amerika dari perjanjian Trans-Pacific Partnership juga bisa menjadi pendorong tambahan agar kinerja ekspor produk tekstil Indonesia ke Amerika makin meningkat. Pasalnya, produk Indonesia akan langsung memiliki daya saing yang sama dengan produk sejenis dari Vietnam dan negara lain.

 

"Tentu kita berharap agar kinerja ekspor tekstil kita ke Amerika makin positif," ujar Ade.

 

 

 

Ade optimis kinerja sektor tekstil tahun ini akan tetap tumbuh positif. Ia berharap, capaian positif industri di kuartal satu, juga harus dibantu pemerintah dengan menghadirkan berbagai kebijakan yang benar-benar melindungi dan mendorong industri tekstil dalam negeri makin memiliki daya saing dan menjadi pemimpin pasar.

 

Data Badan Pusat Statistik (BPS) menyebutkan, dari Januari Februari 2017 nilai ekspor garmen Indonesia US$ 1,26 miliar, naik 6,5% dibanding periode sama tahun lalu. Sementara ekspor produk tekstil tertekan 2,5% menjadi US$ 733 juta di Januari-Februari tahun ini.

 

Sebelumnya, Dirjen Industri Kimia Tekstil dan Aneka (IKTA), Kementerian Perindustrian, Achmad Sigit Dwiwahjono mengatakan, impor tekstil yang terus melonjak telah menghambat pertumbuhan industri dalam negeri sehingga harus segera dikendalikan.

 

Impor yang melonjak hingga 300% terutama untuk kain, umumnya dilakukan oleh kalangan importir produsen (IP). Kalau IP yang impor, produknya tidak bisa dipindahtangankan.

 

Kemenperin akan melakukan kroscek data permintaan impor para produsen tekstil yang diberikan oleh Kemendag untuk kemudian ditinjau permintaan impornya dengan kapasitas produksinya.

 

“Jadi nanti kita informasikan kepada pihak Kemendag, kalau produsen bersangkutan sebetulnya tidak perlu impor segini, karena kapasitas produksinya hanya segini. Kami terus berkoordinasi dan perlu diawasi, karena dikhawatirkan tekstil impor itu dipindahtangankan,” ujar Sigit.

 

Ia mengimbau agar masyarakat Indonesia tetap menggunakan produk dalam negeri sebagai dukungan untuk pertumbuhan industri TPT nasional.
