The Indonesia-Australia Comprehensive Economic Partnership (IA-CEPA) negotiations resulted in a commitment for both countries to utilize and seek market opportunities from third countries or world markets.


Indonesian Negotiator Chairman Deddy Saleh said that the two countries are committed to cooperate in various fields that not only take advantage of their respective markets, but also target the third country market or world market or commonly referred to as the principle of "economic powerhouse".


"This principle continues to be discussed and will be clarified later in various cooperation programs under Chapter Economic Cooperation," said Deddy, in a written statement received on Sunday (28/05/2017).


Deddy added that the two countries' commitments were expressed in the seventh round of IA-CEPA. At the negotiations, the two managed to complete the negotiations by generating a positive discussion including issues related to economic cooperation (EC).


Both sides feel optimistic that they can finish the negotiations by the end of 2017. One of the good developments of the round is the agreed upon element that will form the basis of the draft text of economic cooperation (EC).


"EC is an integral part of the negotiations and that distinguishes IA CEPA from other Free Trade Agreements," said Deddy.


In FTA, continued Deddy, there is only agreement on market access, while in CEPA there is article "Economic Cooperation" in which Indonesia can take positive benefits with the partner country.


According to Deddy, in this seventh round of the two countries resulted in a significant discussion, both in the discussion of market access and discussion of the text agreement. Therefore, it is hoped that this negotiation will bring the two countries closer to the solution.


"If in the last round there is still a session of exchange of views, this round has conical at the stage of discussion of text and market access negotiations," added Deddy.


The main issues of IA-CEPA discussed are trade in goods including provisions of origin, customs procedures, and trade facilitation, technical barriers to trade and sanitary and phytosanitary.


It also concerns the trading of services including financial services, individual and telecommunications movements and investments, electronic commerce, business competition, and institutional framework provisions.



Kerja sama Indonesia-Australia incar pasar dunia




Perundingan kerja sama Indonesia-Australia Comprehensive Economic Partnership (IA-CEPA) membuahkan komitmen bagi kedua negara untuk memanfaatkan dan mencari peluang pasar dari negara ketiga atau pasar dunia.


Ketua Tim Perunding Indonesia Deddy Saleh mengatakan bahwa kedua negara berkomitmen untuk bekerja sama di berbagai bidang yang bukan hanya memanfaatkan pasar masing-masing, tetapi juga menyasar pasar negara ketiga atau pasar dunia atau yang biasa disebut sebagai prinsip "economic powerhouse".


"Prinsip ini terus digodok dan akan diperjelas nantinya dalam berbagai program kerja sama di bawah Chapter Economic Cooperation," kata Deddy, dalam keterangan tertulis yang diterima, Minggu (28/05/2017).


Deddy mengambahkan, komitmen kedua negara tersebut diutarakan pada putaran ketujuh IA-CEPA. Pada perundingan tersebut, keduanya berhasil menyelesaikan perundingan dengan menghasilkan pembahasan positif termasuk isu terkait kerja sama ekonomi (economic cooperation/EC).


Kedua belah pihak merasa optimistis dapat menyelesaikan perundingan pada akhir 2017. Salah satu perkembangan baik dari putaran tersebut adalah disepakatinya elemen yang akan menjadi dasar penyusunan konsep teks kerja sama ekonomi (EC).


"EC merupakan bagian integral dari perundingan dan yang membedakan IA CEPA dari Free Trade Agreement lainnya," kata Deddy.


Pada FTA, lanjut Deddy, hanya terdapat kesepakatan terkait akses pasar, sedangkan dalam CEPA terdapat pasal "Kerja Sama Ekonomi" di mana Indonesia dapat mengambil manfaat positif dengan negara mitra tersebut.


Menurut Deddy, pada putaran ke-7 ini kedua negara menghasilkan pembahasan yang signifikan, baik dalam pembahasan akses pasar maupun pembahasan text agreement. Untuk itu, diharapkan perundingan ini membawa kedua negara satu langkah lebih dekat menuju penyelesaian.


"Jika pada putaran lalu masih terdapat sesi pertukaran pandangan, putaran ini telah mengerucut pada tahapan pembahasan teks dan perundingan akses pasar," tambah Deddy.


Isu utama IA-CEPA yang dibahas adalah perdagangan barang termasuk ketentuan asal barang, prosedur kepabeanan, dan fasilitasi perdagangan, hambatan teknis perdagangan serta sanitari dan phitosanitari.


Selain itu juga soal perdagangan jasa termasuk jasa keuangan, pergerakan perseorangan dan telekomunikasi serta investasi, perdagangan elektronik, persaingan usaha, dan ketentuan kerangka kelembagaan.
