The footwear, leather and apparel industry is a strategic sector and a priority to continue to develop because it is able to contribute significantly to the national economy.

 

 

This is evidenced through the achievement of gross domestic product (GDP) of this industry group which rose from Rp 31.44 trillion in 2015 to Rp 35.14 trillion in 2016.

 

"This industry contributes about 0.28% to the state revenue," said Director General of Small and Medium Industry (IKM) of the Ministry of Industry, Gati Wibawanigsih in his written statement on Sunday (21/05/2017).

 

To that end, Kemenperin actively spur the productivity and competitiveness of SME sector actors in this sector in order to meet domestic needs and expand export markets.

 

Gati revealed, for the footwear industry sector, Indonesia managed to occupy the fifth position as an exporter in the world after China, India, Vietnam, and Brazil. Then, its market share in the international market reached 4.4%.

 

In fact, based on Trade Map data, export growth is positive from US $ 4.85 billion in 2015, up 3.3% to US $ 5.01 billion in 2016.

 

"The increase in Indonesian footwear export performance exceeds the growth of world export value which is only about 0.19%, indicating that domestic footwear product has the competitiveness above the world average," he explained.

 

Gati exemplifies, Equator, international premium shoe berkualtas international is believed to be able to penetrate the global market in the future.

 

"Shoes that have been pioneered by the Ministry of Industry through the Indonesian Center for Industrial Development (BPIPI) have fulfilled the level of domestic component (TKDN) up to 80% .At the end of 2017, the Equator will be present at one of the prestigious trade shows in continental Europe," he said.

 

Director of IKM Kimia, Clothing, Various and Craft Ministry of Industry E Ratna Utarianingrum convey, the growth of footwear is encouraged because of the rapidly evolving fashion trends.

 

"By 2020, the national footwear market share is targeted at 10 percent to the world market, we are optimistic it can be achieved because along with the increase of population, the higher the need of shoes," he said.

 

Ratna said, the national footwear industry is mostly produced by large and medium industries both in terms of value and in the amount of production. For the distribution of small and micro footwear industries throughout Indonesia, as many as 82% are in the provinces of West Java and East Java.

 

The concentration of these sectors in West Java, including Bogor, Bandung, and Tasikmalaya. Meanwhile, East Java, located in Pasuruan, Sidoarjo, Mojokerto, Jombang, and Magetan.

 

But for the domestic tannery industry, the challenges currently faced, among them is the lack of raw raw materials of skin. Because the supply from the new domestic meets about 36% of the total capacity of the leather tanning industry.

 

"Itupun the quality of raw materials still need to be improved again for the next production process," said Ratna.

 

In addition, quarantine procedures for skin and restriction of origin of imported leather country also become another obstacle.

 

"Then, the high dependence of imported raw materials, auxiliary materials and accessories, so the increase in dollar exchange rate is also very influential on the footwear production cost structure," he said.

 

To further improve the competitiveness of the footwear, leather and clothing industries in the country, Kemenperin provides facilitation and machine restructuring to the industry. In addition, the Ministry of Industry also develops an industry vocational education program to create a competent workforce.

 

"We have been working with footwear and garment companies to prepare skilled labor that can be directly absorbed by the industry," added Ratna.

 

 

Industri Alas Kaki RI Peringkat Ke-5 Dunia

 

 

Industri alas kaki, produk kulit dan pakaian jadi merupakan sektor strategis dan menjadi prioritas untuk terus dikembangkan karena mampu memberikan kontribusi cukup signifikan terhadap perekonomian nasional.

 

Hal tersebut, dibuktikan melalui capaian produk domestik bruto (PDB) kelompok industri ini yang naik dari Rp 31,44 triliun pada tahun 2015 menjadi Rp 35,14 triliun tahun 2016.

 

"Berarti industri ini menyumbang sekitar 0,28% terhadap penerimaan negara," kata Dirjen Industri Kecil dan Menengah (IKM) Kementerian Perindustrian, Gati Wibawanigsih dalam keterangan tertulisnya, Minggu (21/5/2017).

 

Untuk itu, Kemenperin aktif memacu produktivitas dan daya saing para pelaku IKM sektor ini agar bisa memenuhi kebutuhan dalam negeri dan memperluas pasar ekspor.

 

Gati mengungkapkan, untuk sektor industri alas kaki, Indonesia berhasil menduduki posisi ke-5 sebagai eksportir di dunia setelah Tiongkok, India, Vietnam, dan Brasil. Kemudian, market share-nya di pasar internasional mencapai 4,4%.

 

Bahkan, berdasarkan data Trade Map, pertumbuhan ekspornya positif dari US$ 4,85 miliar pada tahun 2015 atau naik 3,3% menjadi US$ 5,01 miliar tahun 2016.

 

"Peningkatan kinerja ekspor alas kaki Indonesia tersebut melebihi pertumbuhan nilai ekspor dunia yang hanya sekitar 0,19%. Hal ini menunjukkan bahwa produk alas kaki dalam negeri memiliki daya saing di atas rata-rata dunia," paparnya.

 

Gati mecontohkan, Ekuator, sepatu premium lokal berkualtas internasional diyakini mampu menembus pasar global ke depannya.

 

"Sepatu yang dirintis oleh Kemenperin melalui Balai Pengembangan Industri Persepatuan Indonesia (BPIPI) ini telah memenuhi tingkat komponen dalam negeri (TKDN) hingga 80%. Pada akhir tahun 2017, Ekuator akan hadir pada salah satu trade show bergengsi di benua Eropa," tuturnya.

 

Direktur IKM Kimia, Sandang, Aneka dan Kerajinan Kemenperin E Ratna Utarianingrum menyampaikan, pertumbuhan alas kaki didorong karena tren fashion yang cepat berkembang.

 

"Pada tahun 2020, pangsa pasar alas kaki nasional ditargetkan sebesar 10% ke pasar dunia. Kami optimis bisa tercapai karena seiring dengan pertambahan penduduk, maka semakin tinggi kebutuhan sepatu," ucapnya.

 

Ratna menuturkan, industri alas kaki nasional lebih banyak dihasilkan oleh industri besar dan menengah baik dari segi nilai maupun dalam jumlah produksi. Untuk sebaran industri kecil dan mikro alas kaki di seluruh Indonesia, sebanyak 82% berada di provinsi Jawa Barat dan Jawa Timur.

 

Konsentrasi sektor tersebut di wilayah Jawa Barat, meliputi Bogor, Bandung, dan Tasikmalaya. Sedangkan, Jawa Timur, berada di Pasuruan, Sidoarjo, Mojokerto, Jombang, dan Magetan.

 

Namun untuk industri penyamakan kulit di dalam negeri, tantangan yang tengah dihadapi saat ini, di antaranya adalah kekurangan bahan baku kulit mentah. Pasalnya, pasokan dari domestik baru memenuhi sekitar 36% dari total kapasitas industri penyamakan kulit.

 

"Itupun kualitas bahan bakunya masih perlu ditingkatkan lagi untuk proses produksi selanjutnya," ungkap Ratna.

 

Selain itu, prosedur karantina untuk kulit dan pembatasan asal negara impor kulit juga menjadi kendala lainnya.

 

"Kemudian, tingginya ketergantungan impor bahan baku, bahan penolong dan aksesoris, sehingga kenaikan kurs dollar juga sangat beRp engaruh terhadap struktur biaya produksi alas kaki," sebutnya.

 

Untuk lebih meningkatkan daya saing industri alas kaki, produk kulit dan pakaian jadi dalam negeri, Kemenperin memberikan fasilitasi pendampingan dan restrukturisasi mesin kepada industri. Selain itu, Kemenperin juga menyusun program pendidikan vokasi industri untuk menciptakan tenaga kerja yang kompeten.

 

"Kami telah berkerja sama dengan perusahaan alas kaki dan garmen untuk menyiapkan tenaga kerja terampil yang dapat langsung terserap oleh dunia industri," imbuh Ratna.
