The Ministry of Industry continues to improve the performance of textile and textile products industry (TPT) in the country because it is one of the priority sector of development to contribute significantly to the national economy.

 

This export-oriented labor-intensive sector is targeted to grow by 1.6 to 1.8 percent by 2017 or up from 2016 to 1.2 percent.

 

"Therefore, the incentives needed to boost the performance of TPT industry are among others reduction of electricity and gas energy tariffs, domestic market protection from illegal imports and ease of access to domestic sales and export incentives," said Director General of Chemical, Textile and Multifarious Industries IKTA) Achmad Sigit Dwiwahjono in Jakarta, Sunday (9/7/2017).

 

Ministry of Industry noted that TPT industry can contribute USD11.87 billion of foreign exchange or 8.2 percent of total national exports in 2016. Meanwhile, the export value of this sector in the period of January to May 2017 around USD5, 11 million or 3.40 Percent over the same period of the previous year.

 

The TPT industry is considered to be a social safety net by absorbing labor. In January-May 2017, it absorbed 2.69 million workers in the textile sector sector or 17.03 percent of the total workforce of the manufacturing industry. In 2016, the investment value of TPT industry reaches Rp7.54 trillion.

 

"Over the past three years, the national textile industry has contracted in its growth. This is driven by new investment and factory expansion, "said Sigit.

 

The investment value of TPT industry until the first quarter of 2017 for foreign investment reached USD174.51 thousand or increased by 17.98 percent compared to the same period in the previous year amounted to USD147.92 thousand.

 

Furthermore, Sigit said, the gross domestic product (GDP) on the basic price applied for textile industry until the first quarter of 2017 reached Rp35, 98 trillion, up from the same period the previous year amounted to Rp35, 60 trillion.

 

"The growth of TPT industry in the first quarter of 2017 also increased by about 0.03 percent compared to the same period in 2016," he said.

 

According to Sigit, the increasing trend of production growth experienced by the textile and apparel industry is contributed by the micro and small sectors with each contributing about 7.96 percent and 5.40 percent. "This shows that micro, small and medium scale industries are the main suppliers for the domestic market," he said.

 

Previously, Minister of Industry of Airlangga Hartarto conveyed that domestic and global market potential for textile industry is still increasing along with population growth and the increasing demand for textile non-clothing. For example for household and furniture needs.

 

"We are optimistic that the national textile industry will be able to compete globally. Moreover, this industry has been integrated from upstream to downstream and its products are known to have good quality in the international market, "he said. However, the industry is still experiencing various challenges, one of which is the condition of machinery that the majority of its age is old, especially in the weaving and knitting industry.

 

"The efforts to rejuvenate TPT machinery and equipment industry that we have been doing actually have shown a positive development, but need to be continued with acceleration program of increasing competitiveness more effectively and integrated," Airlangga continued.

 

Sumbang Devisa Hingga USD 12 Miliar, Kemenperin Targetkan Industri TPT Semakin Tumbuh

 

Kementerian Perindustrian terus berupaya meningkatkan kinerja industri tekstil dan produk tekstil (TPT) dalam negeri karena merupakan salah satu sektor yang diprioritaskan pengembangannya untuk memberikan kontribusi yang signifikan terhadap perekonomian nasional.

 

Sektor padat karya berorientasi ekspor ini ditargetkan dapat tumbuh sekitar 1,6-1,8 persen pada tahun 2017 atau naik dibanding tahun 2016 yang mencapai 1,2 persen.

 

“Untuk itu, insentif yang diperlukan guna mendorong kinerja industri TPT antara lain penurunan tarif energi listrik dan gas, perlindungan pasar dalam negeri dari impor ilegal serta kemudahan akses penjualan ke dalam negeri serta insentif ekspor,” kata Dirjen Industri Kimia, Tekstil, dan Aneka (IKTA) Achmad Sigit Dwiwahjono di Jakarta, Minggu (9/7/2017).

 

Kemenperin mencatat, industri TPT mampu menyumbang devisa negara sebesar USD11,87 miliar atau 8,2 persen dari total ekspor nasional pada tahun 2016. Sementara itu, nilai ekspor sektor ini pada periode Januari-Mei 2017 sekitar USD5,11 juta atau naik 3,40 persen dibandingkan periode yang sama tahun sebeiumnya.

 

Industri TPT dinilai dapat menjadi jaring pengaman sosial dengan menyerap tenaga kerja. Pada Januari-Mei 2017, terserap sebanyak 2,69 juta tenaga kerja di sektor TPT atau 17,03 persen dari total tenaga kerja industri manufaktur. Pada tahun 2016, nilai investasi industri TPT mencapai Rp7,54 triliun.

 

“Selama tiga tahun terakhir, industri TPT nasional mengalami kontraksi dalam pertumbuhannya. Hal ini didorong oleh investasi baru maupun perluasan pabrik,” ungkap Sigit.

 

Nilai investasi industri TPT sampai triwulan I tahun 2017 untuk penanaman modal asing, mencapai USD174,51 ribu atau naik 17,98 persen dibandingkan periode yang sama tahun sebelumnya sebesar USD147,92 ribu.

 

Lebih lanjut, Sigit menyampaikan, produk domestik bruto (PDB) atas harga dasar berlaku untuk Industri TPT sampai dengan triwulan I tahun 2017 mencapai Rp35,98 triliun atau naik dibandingkan periode yang sama tahun sebelumnya sebesar Rp35,60 triliun.

 

“Pertumbuhan industri TPT pada triwulan I-2017 juga mengalami kenaikan sekitar 0,03 persen dibandingkan periode yang sama tahun 2016,” tuturnya.

 

Menurut Sigit, tren kenaikan pertumbuhan produksi yang dialami industri tekstil dan pakaian jadi tersebut, dikontribusikan dari sektor skala mikro dan kecil dengan masing-masing menyumbang sekitar 7,96 persen dan 5,40 persen. “Hal ini menunjukkan industri skala mikro, kecil dan menengah menjadi pemasok utama untuk pasar dalam negeri,” ujarnya.

 

Sebelumnya, Menteri Perindustrian Airlangga Hartarto menyampaikan, potensi pasar domestik maupun global untuk industri TPT masih terus meningkat seiring dengan pertumbuhan penduduk dan semakin tingginya permintaan akan kebutuhan tekstil non-sandang. Misalnya untuk kebutuhan rumah tangga dan furniture.

 

“Kami optimistis industri TPT nasional mampu berdaya saing global. Apalagi industri ini telah terintegrasi dari hulu sampai hilir dan produknya dikenal memiliki kualitas yang baik di pasar internasional,” ungkapnya. Namun, industri ini masih mengalami berbagai tantangan, salah satunya adalah kondisi permesinan yang mayoritas usianya sudah tua, terutama pada industri pertenunan dan perajutan.

 

“Upaya peremajaan mesin dan peralatan industri TPT yang selama ini kami lakukan sebenarnya telah menunjukkan perkembangan yang positif, namun perlu dilanjutkan dengan program akselerasi peningkatan daya saing yang lebih efektif dan terintegrasi,” lanjut Airlangga.
