Upstream Textile Industry Requests Tax Exemption PDF Print E-mail

The upstream textile industry is proposing to the Fiscal Policy Office to waive the raw materials taxes supplied by local manufacturers.Redma Gita Wirawasta, Secretary General of the Association of Fiber and Filament Yarn Manufacturers (APSyFI), said it has discussed the proposal in meetings with the Fiscal Policy Office (BKF).

 

In the last meeting, industry players were asked to submit a report on the ability of local industries to supply raw materials to  export-oriented textile industries

 

"We are preparing the production of raw materials to local industries, the owner of the ease of export facility [KLTE] to export-oriented manufacturers, maybe in 2 weeks we will go to BKF," Redma said.

 

Currently the government only provides tax exemption for imported raw materials for the owner of the facility ease of import export destination (KITE) only. Production is also only allowed for the export market. Textile manufacturers supplying raw materials to KITE facility owners are subject to a 10% value added tax (VAT).

 

"This causes the KITE facility owners to choose imported raw materials compared to local ones, with a 10 percent VAT charge to make local raw material producers unable to compete with raw material export companies," he said.

 

He considered the domestic KLTE to be a similarity of KITE facilities previously owned by several textile industries today. But KLTE is fighting for tax exemptions for local raw material producers, in order for its commodities to be absorbed by export-oriented industries. Redma hopes the plan can be implemented soon to encourage the growth of national exporters taking raw materials from domestic producers.

 

APSyFI data shows that the volume of garment exports in 2016 reached 550,000 tons, while the import of 724,000 tons of cloth. The KLTE policy is expected to encourage import substitution. The use of local products replacing 100,000 tons of imports could save up to US $ 500 million of foreign exchange, drive utility producers by 7%, and absorb more than 50,000 workers.

 

 

Industri Hulu Tekstil Minta Pembebasan Pajak

 

Industri hulu tekstil mengajukan usulan ke Badan Kebijakan Fiskal untuk membebaskan pajak bahan baku yang dipasok pabrikan lokal.

 

Redma Gita Wirawasta, Sekretaris Jenderal Asosiasi Produsen Serat dan Benang Filamen (APSyFI), menyampaikan pihaknya telah membahas usulan tersebut dalam sejumlah pertemuan dengan Badan Kebijakan Fiskal (BKF). Dalam pertemuan terakhir, pelaku industri diminta mengajukan laporan mengenai kemampuan industri lokal dalam menyuplai kebutuhan bahan baku bagi industri tekstil berorientasi ekspor

 

"Kami siapkan jumlah produksi bahan baku ke industri lokal, pemilik fasilitas kemudahan lokal tujuan ekspor [KLTE] kepada produsen berorientasi ekspor. Mungkin dalam 2 pekan lagi kami akan ke BKF," kata Redma .

 

Saat ini pemerintah hanya memberikan pembebasan pajak bagi bahan baku impor untuk pemilik fasilitas kemudahan impor tujuan ekspor (KITE) saja. Hasil produksi juga hanya boleh untuk pasar ekspor. Produsen tekstil yang menyuplai bahan baku kepada pemilik fasilitas KITE masih dikenai pajak pertambahan nilai (PPN) sebanyak 10%.

 

"Hal ini yang menyebabkan pemilik fasilitas KITE memilih bahan baku impor dibandingkan dengan lokal. Beban PPN sebanyak 10% membuat penjualan produsen bahan baku lokal tidak dapat bersaing dengan perusahaan ekspor penyuplai bahan baku," katanya.

 

Dia menilai KLTE domestik adalah persamaan dari fasilitas KITE yang lebih dahulu dimiliki oleh beberapa industri tekstil saat ini. Namun KLTE memperjuangkan pembebasan pajak bagi produsen bahan baku lokal, agar komoditasnya terserap industri yang berorientasi ekspor. Redma berharap rencana tersebut dapat segera diimplementasikan untuk mendorong pertumbuhan eksportir nasional yang mengambil bahan baku dari produsen domestik.

 

Data APSyFI menunjukkan volume ekspor garmen pada 2016 mencapai 550.000 ton, sedangkan impor kain 724.000 ton. Kebijakan KLTE diharapkan dapat mendorong terjadinya substitusi impor. Penggunaan produk lokal yang menggantikan impor sebesar 100.000 ton dapat menghemat devisa hingga US$500 juta, mendorong utilitas produsen kain sebesar 7%, dan menyerap tenaga kerja lebih dari 50.000 orang.
