Manufacturers of Textiles Support Customs Stop Import of Wholesale PDF Print E-mail

Textile producers fully support the Customs and Excise policy in prohibiting wholesale imports. Secretary General of Filament Indonesia Filament Association (APSyFI), Redma Gita Wirawasta stated that the flood of illegal imported products is one of the main causes of stagnation of the performance of the textile industry in the last 5 years. "The main mode is the import of bulk and seepage from bonded area" he explained.

 

As reported earlier that after the ban on bulk import practices by SATGAS High Imported Risk Behavior, the demand for local fabrics in the domestic market began to increase so that weavers and knitting manufacturers began to get increased orders. This condition then pushed the yarn sales volume increase by about 30% in the last 1 month.

 

Redma also explained that at this time the importers of traders are still trying to lobby the government to create new import holes on the grounds of the market shortage of supply of raw materials for small and medium industries (IKM). "The current national fabric production capacity is 2.7 million tons while the national fabric needs 1.95 million tons and exports of about 210 thousand tons, so there is still additional production space of about 500 thousand tons," said Redma.

 

Then Redma confirms that the next "Homework" of SATGAS is to curb illegal imports from Bonded Zones and bonded Warehouses with seepage mode. "Earlier this year, Customs has arrested 3 companies, other bonded companies that do this mode are still many" he explained. "So not to Bonded Logistics Center (PLB) also used as a means of seepage goods" he press.

 

 

IKM Starts Using Local Fabrics

 

Vice Chairman of the Indonesian Textile Experts Association (IKATSI), Cecep Daryus separately explained that IKM convection is now using local cloth and they hope that the government remains consistent with this policy. "It is important that manufacturers continue to believe that once they are in production, the market is not harmed by imported goods" he added.

 

"Last week the IKM Tenun, Rajut until garment convention gathering at the Directorate General of IKM Ministry of Industry and confirming that they started using local raw materials" explained Cecep. Even the SMEs explicitly ask for imports to be closed because imported goods have been causing price volatility. "So the government does not have to worry about IKM convection shortage of raw materials, if necessary cloth, contact only IKM Rajut Binong, IKM Tenun Majalaya, Rancaekek, Pekalongan and others" he said.

 

Then Cecep explained that basically imported fabric and yarns are much cheaper than local products, but in fact it has more to lose. "If today we use imported cloth for hijab, 2 months later will come importing hijab with much cheaper price" he explained. "2 months before Lebaran IKM use imported yarn to make sarong, month of fasting come 1 million cloth of imported sarongs that sold with much cheaper price, IKM direct loss because selling price forced to join selling price of imported sarong" he added.

 

Cecep also emphasized that it is ready to support and assist the Material Center program being undertaken by the Directorate General of IKM Kemenperin for the need for raw materials for the IKM both yarn and cloth in the future can be more coordinated. "So that the future of SMEs do not need to search here and there for raw materials, and used as an excuse to open imported faucets" he concluded.

 

 

 

 

 

Produsen Tekstil Dukung Bea Cukai Stop Impor Borongan

 

 

Produsen tekstil mendukung penuh kebijakan Bea dan Cukai dalam melarang impor borongan. Sekretaris Jenderal Asosiasi Produsen Serat dan Benang Filament Indonesia (APSyFI), Redma Gita Wirawasta menyatakan bahwa banjirnya produk impor ilegal adalah salah satu penyebab utama stagnasi kinerja industri tekstil dalam 5 tahun terakhir. “Modus utamanya adalah impor borongan dan rembesan dari kawsan berikat” jelasnya.

 

Seperti diberitakan sebelumnya bahwa pasca pelarangan praktik impor borongan oleh SATGAS Penertiban Impor Beresiko Tinggi, permintaan untuk kain lokal dipasar domestik mulai meningkat sehingga produsen kain tenun dan rajut mulai mendapatkan peningkatan pesanan. Kondisi ini kemudian mendorong kenaikan volume penjualan benang sekitar 30% dalam 1 bulan terakhir.

 

Redma pun menjelaskan bahwa saat ini para importir pedagang masih terus berupaya melobi pemerintah untuk membuat lubang impor baru dengan alasan pasar kekurangan pasokan berupa bahan baku untuk industri kecil menengah (IKM). “Kapasitas produksi kain nasional saat ini 2,7 juta ton sedangkan kebutuhan kain nasional 1,95 juta ton dan ekspor sekitar 210 ribu ton sehingga masih ada ruang tambahan produksi sekitar 500 ribu ton” jelas Redma.

 

Kemudian Redma menegaskan bahwa “Pekerjaan Rumah” SATGAS selanjutnya yaitu menertibkan impor ilegal dari Kawasan Berikat dan Gudang Berikat dengan modus rembesan. “Awal tahun ini kan Bea Cukai sudah tangkap 3 perusahaan, perusahaan berikat lain yang melakukan modus seperti ini masih banyak” jelasnya. “Jadi jangan sampai Pusat Logistik Berikat (PLB) juga dijadikan sarana barang rembesan” tekannya.

 

 

IKM Mulai Gunakan Kain Lokal

 

Wakil Ketua Umum Ikatan Ahli Tekstil Indonesia (IKATSI), Cecep Daryus secara terpisah menjelaskan bahwa IKM konveksi saat ini sudah menggunakan kain lokal dan mereka berharap agar pemerintah tetap konsisten dengan kebijakan ini. “Ini penting agar produsen tetap percaya bahwa setelah mereka berproduksi, pasar tidak diganggu oleh barang impor” tambahnya.

 

“Minggu kemarin para IKM Tenun, Rajut hingga konveksi garment kumpul di Direktorat Jenderal IKM Kemenperin dan mengkonfimasi bahwa mereka mulai menggunakan bahan baku lokal” jelas Cecep. Bahkan para IKM secara tegas meminta impor ditutup karena barang imporlah yang selama ini menyebabkan ketidakstabilan harga. “Jadi pemerintah tidak perlu khawatir IKM konveksi kekurangan bahan baku, kalau perlu kain, kontak saja IKM Rajut Binong, IKM Tenun Majalaya, Rancaekek, Pekalongan dan lain-lain” tegasnya.

 

Kemudian Cecep menjelaskan bahwa pada dasarnya memang kain dan benang impor memang jauh lebih murah dibanding produk lokal, namun pada kenyataannya lebih banyak ruginya. “Kalau hari ini kita pakai kain impor untuk hijab, 2 bulan kemudian akan datang hijab impor dengan harga jauh lebih murah” jelasnya. “2 bulan sebelum lebaran IKM pakai benang impor untuk buat sarung, bulan puasa datang 1 juta kain sarung impor yang dijual dengan harga jauh lebih murah, IKM langsung rugi karena harga jualnya terpaksa ikut harga jual sarung impor” tambahnya.

 

Cecep pun menegaskan bahwa pihaknya siap untuk mendukung dan membantu program Material Center yang sedang dikerjakan oleh Direktorat Jenderal IKM Kemenperin agar kebutuhan bahan baku untuk IKM baik benang maupun kain kedepan dapat lebih terkoordinasi. “Supaya kedepan IKM tidak perlu cari sana-sini untuk bahan baku, dan dijadikan alat alasan untuk buka kran impor” pungkasnya.
