He cited the dairy industry which is 79 percent of raw materials must be imported from abroad. According to Enny, the current industry growth has not been matched by the availability of raw materials. "The industry is growing faster than the availability of raw materials," he said in the same forum.


Meanwhile, conditions in the food and beverage industry are declining compared to 2016. Last year, the Gross Domestic Product (GDP) percentage of the food and beverage industry was 8.46 percent. In the first half of 2017, it fell to 7.69 percent.


In supervision, the government is actually trying to lower the ban and restrictions on imports which now reach 10,856 pieces. The percentage is about to be lowered from 48 percent to 12 percent. Johan Pandores, from the Directorate General of Customs and Excise of the Ministry of Finance, said that there are three steps the government will take to reduce that percentage. Ketua Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat meminta pemerintah membuat regulasi yang efektif, tidak tumpang-tindih, serta mendorong pertumbuhan industri dalam negeri. “Padahal di saat ini kita dituntut untuk meningkatkan daya saing,” ujarnya. FGD tersebut diikuti oleh perwakilan Kementerian Perindustrian, Kementerian Perdagangan, Kementerian Koordinator Bidang Perekonomian, Kementerian Keuangan, asosiasi industri olahan tembakau, asosiasi industri tekstil, dan sejumlah lembaga konsumen.

 

Sekretaris Direktorat Jenderal Kementerian Perindustrian, Enny Ratna Ningtyas, menyampaikan bahwa sejumlah industri memang belum bisa lepas dari impor bahan baku. Sebab pasokan bahan baku dalam negeri memang belum mencukupi. Selain industri tekstil dan olahan tembakau, sejumlah industri makanan dan minuman juga masih tergantung pada impor. Ia mencontohkan industri olahan susu yang 79 persen bahan bakunya harus didatangkan dari luar negeri. Menurut Enny pertumbuhan industri saat ini belum diimbangi dengan ketersediaan bahan baku. “Industri lebih cepat tumbuh dibanding ketersediaan bahan baku,” kata dia di forum yang sama.

 

Sementara, kondisi di Industri makanan dan minuman sedang menurun dibanding tahun 2016. Tahun lalu, terhadap Produk Domestik Bruto (PDB) prosentase industri makanan dan minuman di angka 8,46 persen. Di semester I tahun 2017, turun menjadi 7,69 persen.

 

Di pengawasan, pemerintah sebenarnya berusaha menurunkan larangan dan pembatasan impor yang kini mencapai 10,856 buah. Prosentasenya hendak diturunkan dari 48 persen menjadi 12 persen. Johan Pandores, dari Direktorat Jendral Bea Cukai Kementerian Keuangan yang mengatakan bahwa ada tiga langkah yang hendak ditempuh pemerintah untuk mengurangi prosentase itu. Melalui penyederhanaan, harmonisasi, dan simplifikasi.

 

Menjawab larangan dan pembatasan impor bahan baku industri itu, Kepala Subdirektorat Barang Konsumsi Kementerian Perdagangan, Nurika Anggraini mengatakan, pembatasan dilakukan untuk menjaga keterserapan bahan baku dalam negeri. “Dibebaskan akan meniadakan salah satu pihak. Misalnya kalau orang direm kebutuhan impor, akan mencari dari dalam negeri. Kalau dibebaskan yang kecil yang tidak diperhatikan, dan tidak ada yang membeli,” paparnya.

 

Ribut-ribut larangan dan pembatasan impor bahan baku industri itu juga membuat Asisten Deputi Pengembangan Industri Kementerian Koordinator Ekonomi, Atong Soekirman angkat suara. Kementeriannya merasa tak enak hati mendapat informasi itu. Ia meminta semua peraturan tata niaga sebelum ditandatangani dikomunikasikan ke Kementerian Koordinator Bidang Perekonomian. “Aturan pembatasan harus mempertimbangkan banyak hal, kalau asal membuat kebijakan nanti bisa membuat Presiden marah sebab kita ingin industri tumbuh,” ujarnya.
