Next year, Jokowi's government will make sure to raise the Provincial Minimum Wage (UMP) standard by 8 percent each. Employment Minister Hanif Dhakiri told Kontan the calculation formula used by the Government of Indonesia to raise the UMP of each province is calculated by multiplying national economic growth and inflation rate (increase in goods prices).

 

"The UMP determination still uses the existing regulation of PP No.78 / 2015," said Hanif.

 

If this year's inflation is around 3% and national economic growth assumption is around 5.17% by year-end, it means that the 2018 UMP increase is only about 8.17% from this year. If the UMP in DKI Jakarta Province this year is Rp 3.35 million, it means that in 2018, UMP in DKI Jakarta is around Rp 3.62 million.

 

The number of UMP standards will vary according to the province. So, UMP DKI Jakarta will be different with UMP West Java or South Sulawesi, for example.

 

But this figure is considered too low. President of the Association of Indonesian Workers Union (ASPI) Mirah Sumirat said ASPI requested a UMP increase in 2018 amounting to Rp 700,000 or about 20% of the UMP this year. The proposed UMP increase is based on consideration of 60 items in the survey of decent living needs (KHL), inflation, economic growth and rising prices of staples in the market.

 

"But if the mirror in the previous year, the proposed increase in UMP 19%, only approved about 6.4% because there PP No.8 / 2015 as the legal basis," he said.

 

Upah minimum di Indonesia akan naik 8% tahun depan

 

Tahun depan, Pemerintah Jokowi memastikan akan menaikkan standar Upah Minimum Provinsi (UMP) masing-masing sebesar 8 persen. Menteri Ketenagakerjaan Hanif Dhakiri mengatakan kepada Kontan, formula hitungan yang dipakai Pemerintah Indonesia untuk menaikkan UMP masing-masing provinsi tersebut dihitung dengan dikalikan pertumbuhan ekonomi nasional dan tingkat inflasi (kenaikan harga-harga barang).

 

“Penetapan UMP tetap pakai aturan yang ada yaitu PP No.78/2015,” kata Hanif.

 

Jika inflasi tahun ini sekitar 3% dan asumsi pertumbuhan ekonomi nasional sekitar 5,17% hingga akhir tahun, artinya kenaikan UMP tahun 2018 hanya sekitar 8,17% dari tahun ini. Bila UMP di Provinsi DKI Jakarta pada tahun ini adalah sebesar Rp 3,35 juta, maka artinya pada tahun 2018, UMP di DKI Jakarta sekitar Rp 3,62 juta.

 

Jumlah standar UMP akan berbeda-beda sesuai dengan provinsi. Jadi, UMP DKI Jakarta akan berbeda dengan UMP Jawa Barat atau Sulawesi Selatan, misalnya.

 

Namun angka ini dinilai terlalu rendah. Presiden Asosiasi Serikat Pekerja Idonesia (ASPI) Mirah Sumirat bilang, ASPI meminta kenaikan UMP tahun 2018 sebesar Rp 700.000 atau sekitar 20% dari UMP tahun ini. Usulan kenaikan UMP ini berdasarkan pertimbangan 60 item dalam survei kebutuhan hidup layak (KHL), inflasi, pertumbuhan ekonomi dan kenaikan harga bahan pokok di pasar.

 

“Namun jika berkaca pada tahun sebelumnya, usulan kenaikan UMP 19%, hanya disetujui sekitar 6,4% karena ada PP No.78/2015 sebagai dasar hukum,” ungkapnya.
