DDTC tax observer Bawono Kristiaji said the incentive regime in Indonesia has been getting better from time to time. Kendati demikian, menurut Bawono, akan lebih baik lagi jika ada regulasi yang lebih spesifik untuk masing-masing karakteristik investasi. Sebab tren yang ada di dunia saat ini memperlihatkan banyak negara lebih membuat rezim insentif yang spesifik, seperti insentif bagi research and development (R&D), insentif untuk perusahaan jasa keuangan dan industri padat karya.

Tren Penerimaan Pajak Bulanan Terus Menurun

Realisasi penerimaan pajak secara bulanan menunjukkan tren penurunan. Performa penerimaan pajak yang menurun ini dikhawatirkan akan membuat defisit semakin membengkak. Berdasarkan data dari Direktorat Jenderal (Ditjen) Pajak, realisasi penerimaan pajak Maret tercatat Rp90 triliun lebih besar dari target yang Rp73,5 trilun. Namun demikian, sejak bulan Mei tren ini berbalik, yakni realisasi penerimaan lebih rendah dari target. Pada Mei, penerimaan pajak tercatat Rp77 triliun lebih kecil dari target yang Rp85 trilun. Tren ini berlanjut hingga Agustus di mana penerimaan pajak tercatat sebesar Rp81,2 lebih kecil dari targetnya yang sebesar Rp107,5 trilun.

 

Dinilai Tidak Rasional, Pemerintah Diminta Kaji Ulang Kenaikan Cukai Rokok

Pemerintah diminta mempertimbangkan kembali rencana menaikkan cukai rokok. Ketua Paguyuban Mitra Produksi Sigaret Indonesia (MPSI) Djoko Wahyudi menyatakan jika saat ini volume industri rokok terus turun. Dia menuturkan dalam 4 tahun terakhir sejak 2015, produksi rokok turun 348 miliar batang dan pada 2016 turun lagi menjadi 342 miliar batang. Dia mengatakan, kebijakan pemerintah menaikkan harga cukai hasil tembakau (CHT) sebesar 8,9% di 2018 dianggap tidak rasional dan membebani industri rokok.

 

Industri Padat Karya dan Hilir Perlu Tambahan Insentif Fiskal

Pemerintah diminta fokus untuk memberi insentif fiskal terhadap sektor yang menyerap banyak tenaga kerja. Tidak hanya memberikan insentif fiskal, pemerintah juga harus melakukan penataan regulasi untuk mendorong produksi domestik lebih optimal. Pengusaha menganggap regulasi di sektor hilir masih belum tertata baik. Insentif seperti tax holiday belum cukup menarik para investor. Pemerintah juga diharapkan fokus ke industri padat karya, seperti, industri TPT, industri alas kaki, furniture dan kerajinan tangan.

 

Ketimpangan Sosial Ekonomi Jadi Fokus Program 2018-2019

Penurunan angka kemiskinan dan ketimpangan ekonomi menjadi salah satu prioritas pemerintah tahun 2018 dan 2019. Dengan fokus itu, pemerintah menargetkan angka kemiskinan turun menjadi di bawah 10% dari jumlah penduduk dan angka gini ratio turun menjadi 0,37-0,38 pada 2019. Sementara tahun depan, Kementerian Perencanaan Pembangunan Nasional (PPN/Bappenas) memperkirakan tingkat kemiskinan dan gini ratio masing-masing di angka 9,5%-10% dan 0,38.

 

Rencana Kemudahan Impor, Resahkan Produsen Tekstil

Produsen tekstil mulai resah dengan adanya isu pemerintah akan mengeluarkan kebijakan untuk mempermudah impor pada 13 September 2017. Pasalnya, setelah penutupan praktik impor borongan oleh Bea dan Cukai, mereka telah mendapatkan limpahan order dari banyak pembeli baru. Sekretaris Jenderal Asosiasi Produsen Serat dan Benang Filament Indonesia Redma Gita Wiraswasta meminta pemerintah konsisten memberi dukungan dengan tidak kembali mempermudah impor.
