The Right Momentum of Investment for the Textile Industry PDF Print E-mail

Currently considered as the right time for the textile industry to invest in Indonesia or expand its industrial capacity. Globally, based on United Nations Industrial Development Organization (UNIDO) data, Indonesia is currently ranked ninth in the world for Manufacturing Value Added. This position is parallel to Brazil and the UK, even higher than Russia, Australia, and other ASEAN countries.

 

Minister of Industry (Menperin) Airlangga Hartarto said that textile industry becomes one of the priority industries, so it is included in National Development Master Plan of 2015 to 2035. Targeted in 2019, textile and textile industry (TPT) exports could reach USD15 billion and able to absorb the labor as much as 3.11 million people.

 

"That is why the Ministry of Industry (Kemenperin) include them in the category of export-oriented industries and also the labor-intensive industrial sector," he said in an official statement in Jakarta.

 

Airlangga continued, to achieve these targets, new investment and expansion is required in every sector of textile industry. "We estimate at that time there will be additional production capacity of 1,638 thousand tons per year with an investment value of Rp81, 45 trillion and employment of 424,261 people," he said.

 

Currently, TPT industry operating in Indonesia has been integrated with the classification in three categories, namely upstream industry dominated by the fiber industry sector, the textile sector at the medium level consisting of spinning, knitting (knitting), weaving ( weaving), dyeing (dyeing), as well as printing and completion of the final product (finishing). While in the downstream sector of the textile industry is in the form of garments and other textile products.

 

"This flagship sector has been integrated from upstream to downstream and its products are known to have good quality in the international market, especially for the sports shoes and apparel industry, we have already passed China, and even in Brazil we have dominated the market there to 80%," he said. .

 

To improve competitiveness, Kemenperin is running an industry vocational education program in preparing a competent workforce as needed in the field. In addition, the national textile industry is being encouraged to immediately take advantage of digital technologies such as 3D printing, automation, and internet of things so ready to face the era of Industry 4.0.

 

This transformation effort is believed to increase efficiency and productivity, in addition to continuing the restructuring program of machinery and equipment. Based on statistical data, Indonesia's textile industry over the past five years has been influenced by the weakening global economic situation of the world. Touching the lowest point in 2015, the industrial sector could bounce back with a positive growth, so that in the second quarter of 2017 this industry growth reached 1.92%.

 

Meanwhile, the data indicates that the distribution or distribution of the medium and large textile industries is still concentrated in the Java region reaching 95.6%, so it becomes the government's duty to further expand its distribution throughout Indonesia through infrastructure development.

 

As an illustration, Indonesian textile industry trade is dominated by clothing products (valued at USD6, 8 million in 2016); and yarn (valued at USD1, 6 million in 2016). Despite the decline in the year 2016, but in 2017 is especially in the second half of 2017, when exports and trade showed a positive growth. Exports grew 2.71% while domestic trade grew by 3.69%.

 

Director of Textile Leather Industry and Various Kemenperin Muhdori said, a number of non-tariff barriers are not a barrier anymore. This is because the Indonesian textile industry is entering a number of EU and US markets.

 

This is also stated by Menperin Airlangga, where it is in line with the stages in the negotiation of Free Trade Arrangement (FTA) Indonesia with the European Union and the US.

 

"These countries already recognize the excellent quality of Indonesian textile products, able to meet the tastes of consumers in their import countries, as well as have been able to meet the tastes of the fashion designers both domestically and internationally.Even international organizations such as the International Labor Organization ILO) has acknowledged, Indonesia as a country that does not violate international human rights law in the field of labor protection, "said Muhdori.

 

 

 

Momentum Tepat Investasi bagi Industri Tekstil

 

Saat ini dianggap sebagai waktu yang tepat bagi industri tekstil berinvestasi di Indonesia atau memperluas kapasitas industrinya. Secara global, berdasarkan data United Nations Industrial Development Organization (UNIDO), saat ini Indonesia menduduki peringkat ke-9 di dunia untuk Manufacturing Value Added. Posisi ini sejajar dengan Brazil dan Inggris, bahkan lebih tinggi dari Rusia, Australia, dan negara ASEAN lainnya.

 

Menteri Perindustrian (Menperin) Airlangga Hartarto mengatakan, industri tekstil menjadi salah satu industri prioritas, sehingga masuk dalam Rencana Induk Pembangunan Industri Nasional tahun 2015 sampai 2035. Ditargetkan pada tahun 2019, ekspor industri industri tekstil dan produk tekstil (TPT) bisa mencapai USD15 miliar dan mampu menyerap tenaga kerja sebanyak 3,11 juta orang.

 

"Itu sebabnya Kementerian Perindustrian (Kemenperin) memasukkan mereka dalam kategori industri berorientasi ekspor dan juga sektor industri padat karya," ujarnya dalam keterangan resmi di Jakarta.

 

Airlangga melanjutkan, untuk mencapai sasaran tersebut, dibutuhkan investasi baru dan ekspansi di setiap sektor industri TPT. "Kami memperkirakan pada saat itu akan ada penambahan kapasitas produksi sebesar 1.638 ribu ton per tahun dengan nilai investasi Rp81,45 triliun dan penyerapan tenaga kerja sebanyak 424.261 orang," tuturnya.

 

Saat ini, industri TPT yang beroperasi di Indonesia telah terintegrasi dengan klasifikasi dalam tiga kategori, yakni industri hulu yang didominasi oleh sektor industri kain (fiber), sektor tekstil di level medium yang terdiri atas pemintalan (spinning), knitting (rajut), weaving (tenun), dyeing (pencelupan), serta pencetakan dan penyelesaian produk akhir (finishing). Sedang di sektor hilir industri tekstil adalah dalam bentuk garmen dan produk tekstil lainnya.

 

"Sektor andalan ini telah terintegrasi dari hulu sampai hilir dan produknya dikenal memiliki kualitas yang baik di pasar internasional. Khusus untuk industri shoes and apparel sport, kita sudah melewati China. Bahkan di Brazil, kita sudah menguasai pasar di sana hingga 80%," ungkapnya.

 

Guna meningkatkan daya saing, Kemenperin tengah menjalankan program pendidikan vokasi industri dalam menyiapkan tenaga kerja yang kompeten sesuai kebutuhan di lapangan. Selain itu, industri TPT nasional sedang didorong agar segera memanfaatkan teknologi digital seperti 3D printing, automation, dan internet of things sehingga siap menghadapi era Industry 4.0.

 

Upaya transformasi ini diyakini dapat meningkatkan efisiensi dan produktivitas, selain melanjutkan program restrukturisasi mesin dan peralatan. Berdasarkan data statistik, industri tekstil Indonesia selama lima tahun terakhir turut dipengaruhi oleh melemahnya situasi global ekonomi dunia. Menyentuh titik terendah di tahun 2015, sektor industri bisa bangkit kembali dengan pertumbuhan yang positif, sehingga pada kuartal II tahun 2017 pertumbuhan industri ini mencapai 1,92%.

 

Sementara itu data yang ada menyebutkan, distribusi atau persebaran industri tekstil kategori menengah dan besar selama ini masih terkonsentrasi di wilayah Jawa yang mencapai 95,6%, sehingga hal tersebut menjadi tugas pemerintah untuk lebih memperlebar distribusinya sampai ke seluruh Indonesia, melalui pengembangan infrastruktur.

 

Sebagai gambaran, perdagangan industri tekstil Indonesia didominasi oleh produk pakaian (senilai USD6,8 juta tahun 2016); dan benang (senilai USD1,6 juta tahun 2016). Kendati mengalami penurunan di tahun 2016, namun di tahun 2017 ini khususnya pada semester II tahun 2017, saat di mana ekspor dan perdagangan menunjukkan pertumbuhan yang positif. Ekspor bertumbuh 2,71% sementara perdagangan di dalam negeri bertumbuh 3,69%.

 

Direktur Industri Tekstil Kulit Alas Kaki dan Aneka Kemenperin Muhdori mengatakan, sejumlah hambatan non tarif sudah tidak menjadi penghalang lagi. Ini lantaran industri TPT Indonesia memasuki sejumlah pasar Uni Eropa dan Amerika Serikat.

 

Hal tersebut juga dikemukakan oleh Menperin Airlangga, di mana hal tersebut sejalan dengan tahapan pada negosiasi Free Trade Arrangement (FTA) Indonesia dengan Uni Eropa dan AS.

 

"Negara-negara tersebut sudah mengakui kualitas produk TPT Indonesia yang sangat bagus, mampu memenuhi selera konsumen di negara impornya, termasuk juga sudah mampu memenuhi selera para fashion designer baik di dalam negeri dan juga di pasar internasional. Bahkan organisasi internasional seperti International Labour Organization (ILO) sudah mengakui, Indonesia sebagai negara yang tidak melanggar aturan hak azasi internasional di bidang perlindungan tenaga kerja," jelas Muhdori.
